Orr. 61st Pennsylvania Volunteers, As sistant Commissary of Musters, 2d Division* 6th Corps, is dishonorably dismissed the sen-ice of the United fetates, for whilst in the city of Phil adelphia, absent from his command, and not in the execution of his office—violating the muster ing regulations, by mustering into an advanced grade, an officer physically unfit for duty with his regiment, thereby creating a vacancy in the grade of Major, into which he, the said Orr, caused and permitted himself to be mustered. Charge “ Violation of the 46th Articfe of War.” Specification “In this, that said Private Merrit Loudon, Company I, i7th Conn. Vol. Infantry, having been duly posted as a sentinel, on picket duty, did sleep on his post, and was found sleeping by the officer of the day, when making the rounds between the hours of 4 and 5 A. M.” This at Picolata, Fla.. December 14th, 1864. To which charge and specification the accused pleaded, “Guilty." Finding : Ihe Court, after mature consideration of the evidence adduced, find the accused as follows: Os the specification to the charge, “ Guilty. ” Os the charge, “Guilty." .Sentence : And the Court do therefore sentence him, Private Merrit Loudon, Cos. The commutation of the sentence in this case to forfeiture ot one month’s pay. and one month's hard labor, as announced in General Orders No. 7, cuirent series, Headquarters, Dis trictof Florida, dated January 17th, 1565, is void. The power to remit or commute the pun ishment of death, is by the 83th Article of War, and the Act of July 2d, 1864, public heel in Gen eral Orders £3l, series of 1564, of the War De partment, vested only in the President of the United States or the Commander of an Army or Department. The proceedings in the foregoing case are approved, but on recommendation of of the members of the Court, the sentence is commuted to hard labor at Fort Marion, St. Ar* gustine, Florida, for the period of six mouths from January 17, 1865. In accordance with authority conferred upon me. by General Order No. 16, from U. S. Forces, Savannah, Ga., dated Feb. 21st, 1865. this city is hereby divided into three Dis tricts, for the purpose of removing garbage there from. The First District comprises all that portion of the city lying North of President and Harrison streets. Carts will remove the garbage from this District on Monday and Thursday of each week. The Second District comprises all that portion of the city lying between the First District and Harris street. Carts will remove the garbage from this District on Tuesday and Friday-of each week. Tile Third District comprises all that portion of the city lying South of Harris street. Carts will remove the garbage from this District ou Wednesday and Saturday ot each week. • Hereafter all rubbish and garbage which may accumulate must he put into convenient vessels, and previous to 8 o’clock in the morning of eaeh day, as above designated for the respective Dis tricts; such vessels must be placed upon the sidewalks of the streets or alleys, and permitted to remain there until emptied#y my employees, after which th«y will he removed by their owners. Keepers of Animals must not permit manure to be thrown into the Streets or Alleys, neither must the accumulation thereof in, or near any stable or yard be permitted to exceed one cart loevi before being removed. All other persons are forbidden to destroy or in any way interfere with the vessels so placed upon the sidewalks, and they must not be exposed to the public view, except as above specified. The occupants of buildings will be held re sponsible for the cleanliness of the same, as well as their cellars and outhouses, and sidewalks in front of, and alleys adjacent to them. Ail rub bish and garbage which accumulates will, each day, be put in boxes in a convenient place for re moval. 11. Keepers of animals will cause the manure which accumulates in their stable* or yards where their animals are kept to be either remov ed outside the picket lines, or to be distributed upon such gardens within the fines as are actual ly under cultivation, such distribution being at the consent of the cultivator. 111. The Street Commissioner will establish such regulations with regard to the removal of accnmnhitions from the city as he sees fit. He is also charged with the duty of causing frequent and careful inspection to be made of the police of the city, and he will report to the Trovost Judge any failure to comply with the for going para graphs of this order, vvbo will take such action in tbs case as the circumstances require.
