Circular Letter.
The following extracts from Circulars, Surgeon
General's Office, are published for the iu ormation of
all Medical Officers concerned :
Cir. No. 11, S. G. 0., 1862.—1. In cases where the
services have been rendered in the lield, the certifi
cate appended to the account should state that faot;
otherwise the increased allowance for field service can
not be paid.
5. All accounts for service should be in duplicate,
and shonld be certified by the commanding officer of
the force with which the physician is serving, or the
Surgeon in charge of the hospital, and approved by
the Medical Director of the Division, Army Corps,
Army, or Department.
Circ. No. 21, S. G. 0., 1863.—5th. The mere appro
val of an account will not secure its passage through
the Treasury. The signature of the certifying officer
must be placed iu the blank space immediately be
low the certificate, and not, as now frequently occurs,
in some other part of the account, thus leaving the
certificate unsigned.
Oth. The dates between which the services are ren
dered nuts., be accurately stated. Both the initial and
final day are counted; thus, from “August 20,1803,
to September 20, inclusive," is not one month, but
one one month and one dav. It shonld read, ••frour
Augtut 20, 1862, to September 19, 1803, inclusive,” be
ing one month.
Sth. When a contract physician has been absent
from duty, the certifying officer umst state the reason
and duration thereof.
Contract Physicians are requested to use the blank
printed accounts furnished by this office ; an abundant
supply of which will tie issued to every hospital, post,
Ac., on the request of the Surgeon in charge or Com
manding Officer.
Contract Physicians, who desire it, can have, their
certificates made payable to any person beside them
selves, by simply endorsing on the face of the ac
count :

26, ISO!.—III. Accounts for medical services under
contracts, must exhibit the following facts :
1. The place of service.
2. The dates between the services were rendered.—
The Treasury Department assumes every month to be
composed of thirty days, and accounts for fractitional
parts of two successive month must be so calculated;
thus, from the 21st of August to the 10th of September
the calculation of time will be from the 21st to the
30th of August, inclusive, (ignoring the 31st;, ten
days, and from the Ist to the 10th or September, in
clusive, ten days—making the time to ue paid for,
tweuty days. ’ t
3. The name of the Hospital, Camp, Post, Regimen
or command, in or with which the services were ren
dered.
4. The class of persons with whom-rendered; whe
ther U. 8. forces, colored troops, prisoners of war,
militery prisoners, refugees, contrabands, or whether
the services were rendered in small-Pox Hospitals,
5. The date of the contract under which the services
were rendered, ,gtid the name of the officer with whom
the contract was made.
6. If lor service at a post or with a detachment, the
strength of the command, must be stated.
IV. Acconnts most be made out for periods of one
or more complete months, commencing with the date
of entry upon service. Mo (account embracing frac
tional periods of a month will receive attention, un
less it appears npon (he face thereof, either that the
station of the physician has been changed or his con
tract annulled; but accounts for any length of time
may be presented on one set of duplicates, subject
only to the exceptions specified.
V. Accounts for several months’ service, if render
ed separately, must be continuous; for the Treasury
Department will not pay an account for one month,
unt'l that of the preceding mouth has been settled.
VL Officers certifying to accounts of a “Private
Physician under Contract," must give their official
title, and state explicitly the capacity in which they
are serving; otherwise their authority to make such
a certificate may be questioned. E. g, A. B„ Surgeon

HELD AT
HILTON HEAD, S. C., APRIL 21, 1805.
Pursuant lo a call, a large number of gentlemen
connected with the Army and Navy, met at Commis
sary Hall, Hilton Head, South Carolina, on Friday,
the 21st day of April, 1865, at 11 o'clock a. m., for the
purpose of instituting measures to secure the erection
of a Monument to the memory of Abraham Lincoln,
late President of the United States, aud pexceeded to
business under the following organization, viz;

The President having stated the object of the meet
ing,
On motion, a committee of five was appointed to
prepare resolutions ; consisting of the following nam
ed gentlemen; Colonel C. L. Kilnurn, Captain Wil
liam Reynolds, of the Navy, Captain I. R. Eras, and
Captain'Jesse Merrill—who, after a short retirement,
returned, and by their Chairman presented the follow
ing:
Whereas, the relations between Abraham Lincoln,
late President of the United States, and the Army and
Navy thereof, were of such a character as to create
feeling*, in both arms of the service, not only es pro
found respect but of the deepest admiration aud love ;
and
Whereas, under an abiding sense of obligation and
duty, we cannot feel satisfied without giving substan
tial expression to the sentiments by which we are ani
mated ; therefore be it
Resolved. That the Army and Navy of the United
States, including all those who served under President
Lincoln in a Military and Naval capacity, claim it as a
privilege, in which they reverently hope to be indulg
ed, to erect a Monument over his honored re
mains, at Springfield, Illinois.
Second, That contributions for this purpose from
the Eastern Army be forwarded to Major General
John A. Dix. at his Headquarters in New York; and
from the Western Army, to His Excellency, Richard
Oglesby, Governor of the State of Illinois.
Third, That we earnestly invite the co-operation of
our brethren of the Army and Navy throughout the
covmtry at large, and suggest the holding of meetings
and the raising of funds without delay, to secure the
object in view,

Lewis, Major Saunders and Major Saulsbury in com
mendation of the project, after which the preamble
and resolutions were unanimously adopted by the
meeting.
It was then moved that the officers of the meeting
constitute a Permanent Committee for the purpose of
corresponding with similar organizations throughout
the country, and with power to add to their number
at discretion; which was also agreed to unanimously.
No fu ther business appearing, the meeting then
adjourned.

I. The strictest discipline is required in the ndminis ’
tration of a Military Hospital. It is a paramount duty
of a Medical Officer of the Army to maintain the disci
pline of the soldier, during his residence in 1L spin!, at
the highest point of efficiency compatible with the na
ture aud treatment of the disease or ilijnrv he is suffer
ing front. The General Hospitals in this Department
have hitherto been remarkable fur their excellent dis
cipline. The Medical Director regretted to find iu his
recent, inspections the nmuilitaty neglect of regula
tions in regard to dress and general discipline; the
careless ana unsoldieiiy bearing of many of the con
valescents and attendants; aud either the entire ab
eeuce of the customary compliments between the offi
cers and men, or the slovenly mauuor in which th y
were paid and rctnmed. Respect to superiors is not
confined to obedience on duty, but must be extended
to all occasions. It is always the duty of the inferior
to accept or offer first the proper salutation, and of the
superior to return such complimentary notice. Here
after existing regulations and orders in regard to dis
cipline, proper compliments, ana drers, must be rigid
ly enforced, and all infractions of discipline, or dis
obedience of orders, mnst be promptly punished. The
attention of all Officers on duty in General Hospitals
in this Department, is called to paragraphs 253. 254,
255, 256 and 257 Revised Regulations of the Array,
1863, and to General Orders, No. 157, Headquarters,
Department of the Smith, series 1304.
Whenever an Officer enters a Ward,the Ward master
must command attention, on which the patients, who
are able to do so, will rise and stand ia the position c f
attention until the Officer has passed out.
Whenever a patient, attendant, or guard meets an
Officer, within the precincts of the Hospital, he will
offer the customary salutation : if seated, and without
particular occupation, nc wiil rise on his approach, or,
if standing, be will turn towards the Officer for the
same purpose. The Officer will acknowledge the salute
in a respectful manner.
At Inspection each man’s articles of clothing, which
may be in the wards, will be neatly folded and laid on
the foot of the bed. Boots and shoes, well brushed,
will be p'accd on the floor at the foot of the bed.
Nothing must be hidden under the bedstead.
Every patient in Hospital, who i= able, will wash bis
face and hands at least cveiy morning, and his feet
twice a week, and will take a general bath once a
week. Those who are nnable to leave their beds,
shonld have their hands and faces washed by the
nurses, and the surface of the body sponged often
enough to maintain cleanliness.
1 he attendants are especially enjoined to oe cleanly
in their persons, neat in tlieir dress, and soldierly in
their bearing.
No attendant or patient in U. S. A. General TT< spital
in this Department must leave the limits df the Hospi
tal unless he is provided with a pass signed by the
Medical Officer of the Day, without having cm'his
proper uniform, his coat buttoned up, clothing and
shoes well brushed, and the number of his regiment
and the letter of his company on his cap. Enlisted
men and civilian nurses must not be permitted to wear
hospital dressing gowns or slippers outside the wards.
11. The Hospital Steward charged with the adminis
trative duties of a Military Hospital, is designated the
Chief Steward. He may be selected by the Surgeon ia
Charge from the Stewards assigned to him, solely on
account of merit aud known capacity, and net by seni
ority of warrant. He is, eat -officio, the ranking Steward
for the time being, aud must be obeyed’and respected
accordingly. He is entitled by his rank to obedience
from all enlisted men in the Hospital, both patients
attendants, and civilian nurses, and is immediately re
sponsible to the Surgeon iu Charge for the performance
of his duties, and he holds Ids subordinates respon ibie
for the proper performance of their duties. As an en
listed man, he owes respect and prompt obedience to
all orders of his military superiors. He should wear
his undress uniform iu the Hospital. On Musters and
Inspections he must be in fall dress, with side arms.
The Chief Stewards must pay two visits daily to
every part of the Hospital, viz: at nine o'clock a.'m.,
and at evening between tatoo aud tups. At i here reg
ular visits, he will note the condition, discipline,
cleanliness, ventilation, warming and lighting of the
wards, kitchens. mess-ba'Js, bath-rooms, and latrines,
and he will report to the Surgeon in Charge all irregu
larities. abuses, infraction of discipline, or, neglect of
duty that may come under his notice, necessity of re
pairs, or other wants. He will see that the ration ro
uirnsare made out, the rations,' received, properly
kept, and economically issued, and the prescribeddaily
diet table observed, He will be responsible for the
efficient administration, of the clerical duties of the
Hospital.
Ilf. A Meteorological Register .(Form 11, Revised
Medical Regulations, 18G3,j must b: kept daily iu
every General and Post Hospital in this Department',
aud transmitted monthly to the Surgeon General’s
Office by the Surgeon in Charge.
This Order will be placed iu a conspicuous place in
the office of tlie Hospital, and in each ward, and para
graph I. will be read by the Executive Officer of each
General Hospital to tlie convalescents iu line at each
Sunday Inspection.

In accordance wiih authority conferred upon me, by
General Order Not 1C from Headquarters V. 9. Forces,
Savannah, Ga„ dated Feb. 21st, 1865. this city is here
by divided into three Districts, for the purpose of re
moving garbage therefrom.
The First District comprises all tha portion of the
city Iving North ,of President and Harrison streets
Carts will-remove the garbage from this District on
Monday aud Thursday of each week. • >
The Second District comprises all that portion of the
city lying between the First District and Harris street
Carts will remove the garbage from this District ou
Tnesdav and Friday of each week.
The Third District comprises all that portion of the
city lying South of Harris street.’ Carts will remove
the garbage from this District on Wednesday and hat
urdav ot each w eek.
Hereafter all rqbblsh and garbage which may aceu
muiate must be put hito convenient vessels, and pre
vious to 7 o'clock in tbe morning of eaeh day, aa above
designated for tbe respective Districts; sach vessels
must be placed upon the sidewalks of the streets or
alleys, and permitted to remain there until emptied
hy my employees, after which they will be removed by
their owuors.
All other persons are forbidden to destroy or In any
way interfere with the vessels so placed upon the side
walks, and they must not be exposed to the public
vie-ts, except as above specified.
Keepers of Animals must not permit manure to be
thrown into the Streets or Alleys, neither must th*
acctnnulaMon thereof In, or near any stable or yard be
permitted to exceed wu cart load before being re
moved.
All Privies, Dry Wells or Sinks within the limits'of
tbe i ity of avaunah which may require cleaning out
will be disposed of in the following manner, viz:
Apply a disinfectant for thirty-six hours. A cavity
will then be excavated In the ground of the lot upon
wbicn the vault, is located, or the adjacent alley, of
sufficient size and depth to receive all its contents, the
transfer of which will then be made, but It must be in
tbo night, time only, and so conducted that no nui
sance will exist therefrom on the following morning.

11. Constant complaints are made by Medical Offi
cers in receipt of Hospital aud other Supplies from the
Medical Purveyor, of such being delivered to them hr
tlie Quartermaster’s Department in a damaged condi
tion, or the packages having been broken open and
articles, especially liquors, abstracted fhersfrom. It is
ordered hereafter that all Medical Officers In this De
partment receiving Hospital and Medical Supplies in a
damaged condition, or packages from which articles
have been abstracted, shall Immediately on the receipt
of such notify the Quartermaster from whom they re
ceive them of their condition, that ho may make the
propei- endorsement on tlie bill of lading of the steamer
transporting them, and Captains of transports may be
made liable for tHe damage or loss that may occur
through their negligence.

The following War Department Order, No. 80, Se
ries 1863, is-respectfully tarnished for fhc information
aud guidance of Chief Medical Officers of Districts in
this Department. No Regimental Medical Officers
will be detached from duty with their Regiments, ex
cept “temporarily iu cases of necessity, qr where the
Surgeon and t-vyo Assisi ant burgeons are present,
when one of the Assistants may be detached for hos
pital duty.”
Where a Regimental Medical officer is performing
the duly of Post Burgeon, it should be in addition to
his Regimental duties.

rejoin tbeir regiments. Medical Officer* of regimonts
will not hercattsr be detached upon other service, ex
cept temporarily in cases of necessity, or where the
Burgeon and two Assistant Surgeon* are present, when
one of tbe Assistants may be detached to hospital
duty.

In accordance with Instructions received from Head
quarters. Department of the South, all disloyal per
sous within this District will hereafter bo deprived of
theprlvileges of the United States Mails, and to fnijjr
carry out this order, the following regulations are
hereby established, and will be strictly adhered to.
Letters, packages and other mail matter will be de
livered only to those to whom they are addressed.
No white civilian will be permitted to take a letter
from the Post Office, unless they present a certificate
stating thut he or she has subscribed to the amnesty
oath of allegiance, as published in the President’s
Proclamation of Dec. 8,1863; if an alien, a certificate
from the proper Consul, will be required to the effect
that be or sue has not violated his or her neutrality
during the rebellion.
Poisons entitled to the privileges of the mails are
strictly prohibited from receiving under cover of their
address any mail matter intended for persons disloyal
to the government. Should inch be received inadver
tently, it will be at once turned over to the Provost
Marshal of the District to be disposed of in accordance
with such instructions as may be issued from time to
time from these Headquarters.

The attention of all Medical Office rs is caUed to the
necessity for greater cate in ihe preservation of hospi
tal property. Losses from waut of proper attention
and vigilance, from accident or aishoneety, that oonid
have been guarded against, will not be allowed in the
settlement of accounts, and in fixture the fullest evi
dence will be required that such losses were unavoid
able.
Medical Directors of Departments, and Superinten
dents of General Hospitals, will satisfy themselves
that the usual returns and requisitions are based npon
actual inspection ami count of articles on hand.
