The following extracts from Circulars, Surgeon
General’s Office, are published for the in ormation of
all Medical Officers concerned:
Clr. No. li, 8. G. 0., 1862.—1. In cases where the
services have been rendered In the field, the certifi
cate appended to the account should state that fact;
otherwise the Increased allowance for field service can
not he paid.
S. All acconnts for servioe should be In duplicate,
and should be certified by the commanding officer of
the force with which the physician is serving, or the
Surgeon in charge of the hospital, and approved by
the Medical Director of the Division, Army Corps,
Army, or Department.
Circ. No. 21, 8. G. 0., 1863.—6th. The mere appro
val of an account will not secure its passage through
the Treasury. The signature of the certifying officer
must be placed in the blank space immediately bo
low the certificate, and not, aa now frequently occurs,
in some other part of the account, thus leaving the
certificate unsigned.
6th The dates between which the services are ren
dered mus be accurately stated. Both the initial and
final day are counted; thus, from “August 20, 1863,
to September 20, inclusive," is not one month, but
one one month and one day. it should read, “from
August 20, 1862, to September 19, 1863, Inclusive," be
ing one month.
Bth. When a contract physician has been absent
from duty, the certifying officer must state the reason
and duration thereof.
Contract Physicians are requested to use the blank
printed accounts furnished by this office; an abundant
supply of which will be Issued to every hospital, post,
Ac., on the request of the Surgeon in charge or Com
mantling Officer.
Contract Physicians who desire it, can have their
certificates made payable to any person beside them
selves, by simply endorsing on the sacs of the ac*
eount:

26, 1864.—111. Accounts for medical services under
contracts, must exhibit the following facts:
1. The place of service.
2. The dates between the services were rendered.—
The Treasury Department assumes every month to be
composed of thirty days, and accounts for fractional
parts of two successive month must be so calculated;
thus, from the 21st of August to the lOtb of September
the calculation of time will be from the 21st to the
Both of August, Inclusive, (ignoring the 31st), ten
days, and from the Ist to the 10th of September, in
clusive, ten days—making the time to be paid for,
twenty days. t
3. The name of the Hospital, Camp, Post, Regimen
or command, in or with which the services were ran
dered.
4. The class of persons with whom rendered i whe
ther U. S. forces, colored troops, prisoners of war,
mllltery prisoners, refugees, contrabands, or whether
the services were rendered In »mall-Pox Hospitals,
6. The dale of the contract under which the services
were rendered, and the name of the offioer with whom
the contract was made.
tt. If for servioe at a post or with a detachment, the
strength of the command must be stated.
IT. Aocoants must be made out for periods of one
or more complete mouths, commencing with the date
of entry upon service. No (account embracing frac
tional periods of a month will receive attention, no
lens it appears upon the face thereof; either that the
station or the physician has been changed or his con
tract annulled; bat accounts for any length of time
may be presented on one set of duplicates, subject
only to the exceptions specified.
V. Accounts for several months'service. If render

Department wOl not pay an account for one month,

VIII All accounts certified by other officers than a
Medical Director, mutt be forwarded to tbit Office
through that of the Medical Director of the Depart
ment m which the service# were rendered, that he
may endorse his knowledge of their correctness.
IX. In ail cases of absence from duty, the dates and
came of such absence must be dearly stated. If a
substitute has been furnished, his name in full must
be given, with a statement showing that he has satis
factorily performed all the duties Incumbent upon the
Contract. Physician.

Pursuant to a call, a large number of gentlemen
connected with the Army and Navy, met at Commis
sary Hall, Hilton Head, South Carolina, on Friday,
the 21st day of April, 1865, at 11 o'clock a. m., for tbs
purpose of instituting measures to secure the erection
of a Monument to the memory of Abraham Lincoln,
late Prealdent of the United States, and proceeded to
business uhderthe following organization, vis;

ing,
On motion, a committee of five was appointed to
prepare resolutions i consisting of the following nam
ed gentlemen: Colonel C. L. Kilourn, Captain Wil
liam Reynolds, of the Navy, Captain L R. Eras, and
Captain Jesse Merrill—who, after, a short retirement,
returned, and by their Chairman presented the follow
ing:
Whereat, the relations between Abraham Lincoln,
late President of the United States, and the Army and
Navy thereof, were of such a character as to create
feelings, In both arms of the service, not only of pro
found respect but of the deepest admiration and love;

dnty, we cannot feel satisfied without giving substan

Resolved, That tbe Army and Navy of the United
States, including all those who served under President
Lincoln In a Military and Naval capadty, claim it as a
privilege, In which they reverently hope to be indulg
ed, to erect a Monument over his honored re
mains, at Springfield, Illinois.
Second, That contributions for this purpose from
the Eastern Army be forwarded to Major General
John A. Dix. at his Headquarters in Nsw York; and
from the Western Army, to Uis Excellency, Richard
Oglesby, Governor of the State of Illinois.
Third, That' we earnestly invite the 00-operation of
our brethren of tbe Army and Navy throughout the
country at large, and suggest the holding or meetings
and the raising of funds without delay, to secure the
object In view,
*• Fourth, That we resn»otfahy request that these
proceedings be published la the papers of the United
States, genearlly.
•(Remarks were then made by General Littlefield,CoL
Lewis, Major Saunders and Major Saulsbury in com
mendatlon of the project, after which the preamble
and resolutions Wert unanimously adopted by tbe
meeting.
It was then moved that the officers of the matting
constitute a Permanent Committee for the purpose or
corresponding with similar organisations throughout
ths country, and with power to add to their number
at discretion; which was also agreed to unanimously.

adjourned.

I. The strictest discipline is required In the admlnls
tration of a Military Hospital. It is a paramount duty
of a Medical Officer of the Army to maintain the disci
pline of the soldier, daring his residence in Hospital, at
the highest point of efficiency compatible with the na
ture and treatment of the disease or Injury he is suffer
ing from. The General Hospitals in this Department
have hitherto been remarkable for their excellent dis
cipline. The Medical Director regretted to find In his
recent Inspections the nnmUltary neglect of regula
tions In regard to drees and general discipline; the
careless ana unsoldierly bearing of many of the con
valescents and attendants; and cither the entire ab
sence of the customary compliments between the offi
cers and men, or the slovenly manner In which they
were paid and returned. Respect to superiors is not
confined to obedience on duty, but must be extended
to all occasions. It is always the duty of the Inferior
to aooept or offer first the proper salutation, and of tbe
superior to return snch complimentary notice. Here
after existing regulations and orders In regard to dis
cipline, proper compliments, and drees, must be rigid
ly enforced, and all Infractions of discipline, or dis
obedience of orders, must be promptly punished. The

1868, and to General Orders, No. 157, Headquarters,
Department of tbe South, series 1964.
whenever an Officer enters a Ward,the Wardmaatar
must oommand attention, on which the patients, who
are able to do so, will rise and stand In the position of
attention until the Officer has passed out.
Whenever a patient, attendant, or guard meets an
Offioer, within the precincts of the Hospital, he win
offer the customary salutation; if seated, and without
B articular occupation, he will rise on his approach, or,
standing, he will turn towards the Officer for the
same purpose. The Officer will acknowledge the salat*
in a respectful manner.
At Inspection each man's articles of Nothing, which
may be m the wards, will be neatly folded ana laid on
the foot of tha bed. Boots and shoes, well brushed,
will be placed on the floor at tbe foot of the bed.
Nothing most be bidden under the bedstead.
Every patient in Hospital, who Is able, will wash his
face and hands at least every morning, and his feet
twice a week, and will take a general bath once a
week. Those who are unable to leave their beds,
should have their hands and faces washed by the
nurses, and the snrfaoe of the body sponged often
enough to nmlntain cleanliness.
T he attendants are especially enjoined to be cleanly
In their persons, neat in their dress, and soldierly in
their bearing.
No attendant or patient in U. S. A. General Hospital
In this Department must leave the limits of tbe Hospi
tal unless he is provided with a pass signed by the
Medical Officer of the Day, without having on his
proper uniform, his coat buttoned up, clothing and
■hoes well brushed, and the number of his regiment
and the letter of his company on bis cap. Enlisted
men and civilian nurses must not be permitted to wear
hospital dressing gowns or slippers outside tbe wards.
11. Tbe Hospital Steward charged with tbe adminis
trative duties of a Military Hospital, is designated the
Chief Steward. He may be selected by tbe Surgeon In
Charge from tbe Stewards assigned to him, solely on
account of merit and known capadty, and not by seni
ority of warrant He is, ex-officio, the ranking Steward
for the time being, and must be obeyed and respected
accordingly. He Is entitled by hip rank to obedience
from all enlisted men in the Hospital, both patients,
attendants, and civilian nurses, and Is Immediately re
sponsible to tbe Surgeon In Charge for the performance
or his duties, apd he holds bis subordinates responsible
for the proper performance of their duties. Aj an en.
listed man, he owes respect and prompt obedience to
all orders of his military superiors. He should wear
his undress uniform in the Hospital. On Musters and
Inspections he must be in full areas, with side arms.
The Chief Stewards must pay two visits daily to
every part of the Hospital, viz: at nine o’clock a. m.,
and at evening between tatoo and tape. At these reg
ular visits, he will note the condition, discipline,
cleanliness, ventilation, warming and lighting of the
wards, kitchens, mess-hft'ls, bath-rooms, and latrines,
and he will report to the Surgeon In Charge all irregu
larities abuses, infraction of discipline, Or neglect of
duty that may come under hie notice, necessity of re
pairs, or other wants. He will see (hat the ration re
turns are made out, the rations received, properly
kept, and economically Issued, and the prescribed doily
diet table observed. Be will be responsible for the
efficient administration of the clerical duties of the
Hospital.
11l A Meteorological Register (Form 11, Revised
Medical Regulations, 1868,) most be kept daily In
every General and Post Hospital in this Department,
and transmitted monthly to the Surgeon General's
Office by the Surgeon in Charge.
This Order will be placed m a, conspicuous place in
the office of the Hospital, and in each ward, and para
graph L will be read by the Executive Officer of each
General Hospital to tbe convalescents in line at each
Sunday Inspection.

In accordance with authority conferred upon me, by
General Order No. 16, from Headquarters if. 8. Forces,
Savannah, Ga., dated Feb. 21st, 1866. this dty la hat*
by divided into three Districts, for the purpose of re
moving garbage therefrom.
TheFfrst District comprises all tha portion of the
dty lying North of President and Harrison streets.
Carts will remove the garbage from this District on
Monday and Thursday of each week.
Tbe Second District comprises all that portion of (he
dty lying between the First District and Harris street
Carte wOl remove the garbage from tins District on
Tuesday and Friday of each Week.
The Third District comprises all that portion of th*
dty lying South of Harris street Carts will remove
the garbage from this District on Wednesday and Sat
urday ot each week.
Hereafter all rubbish and garbage which may aocu
mnlate must be put into convenient vessels, and prw
vioos to T o'clock In the morning of eaeh day, as above
designated for the respective Districts; such vessels
most be placed upon the sidewalks of tbe streets or
alleys, and permitted to remain there until emptied
by my employees, after which they will be removed by
their owners.
All other penons are forbidden to destroy or in any
way interfere with the vessels so placed upon the aid*
walks, and they must not be exposed to to* public
view, except as above specified.
Keepers of Animals must not permit manure to b*
thrown Into tbe Streets or Alleys, neither must tha
accumulation thereof In, or near any stable or yard b*
permitted to exceed, one eart lata baton being re
moved.
All Privies, Dry Welle or Sibks within th* llmlta'of
the«ity of -avsnnah which may require dealing out
, will be disposed of in the following manner, via:
Apply a disinfectant for thirty*!* hours. A cavity
will then be excavated In the ground of the lot upon
whlca the vault is located, or the adjacent alley, of
sufficient site and depth to receive all its contents, tha
transfer of which will than be made, but It must be in
tbe night time only, and eo conducted that no nui
sance will exist therefrom on tbe following morning.

of each notify the Quartermaster from whom they re
ceive them of their condition, that he may "»i;« the
proper endorsement on tbe bill of lading of th# steamer
transporting them, and Captains of transporta may b*
made liable for the damage or loes that may occur
through their negligence.
