The following extracts from Circulars, Surgeon
General’s Office, are published for the in ormatlon of
all Medical Officers concerned:
Cir. No. 11, S. G. 0., 1862.—1. In cases where the
services have been rendered in the field, the certifi
cate appended to the account should state that fact;
otherwise the Increased allowance for field service can
not be paid.
6. All accounts for service should be in duplicate,
and should be certified by the commanding officer of
the force with which the physician la serving, or ths
Surgeon In charge of the hospital, and approved by
the Medical Director of the Division, Army Corps,
Army, or Department.
Circ. No. 21, S. G. 0., 1863.—6th. The mere appro
valgf an account will not secure Its passage through
the Treasury. The signature of the certifying officer
must be pi ced in the blank space immediately be
low the certificate, and not, as now frequently occurs,
in some other part of the account, thus leaving the
certificate uusigned.
6th. The dates between which the services are ren
dered mus' be accurately stated. Both the initial and
final day are counted; thus, from “August 20,1863,
to September 20, inclusive,’’ is not one mouth, but
one one month and one day. It should read, “from
August 20, 1562, to September 19, 1863, inclusive," be
ing one month.
sth. When a contract physician has been absent
from dnty, the certifying officer mast state the reason
and duration thereof.
Contract Physicians are requested to use the blank
printed accohuts furnished by this office; an abundant
supply of which will be issued to every hospital, post,
Ac., on the request of the Surgeon in charge or Com
manding Officer.
Contract Physicians, who desire it, can have their
certificates made payable to any person beside them
selves, by simply endorsing on the face of the ac
count :

contracts, must exhibit the following facts:
1. The place of service.
8. The dates between tbs services wers rendered.—
The Treasury Department assumes every month to be
composed of thirty days, and accounts for fractitional

ther U. S. forces, colored troops, prisoners of war,
militery prisoners, refugees, contrabands, or whether
the services were rendered in small-Pox Hospitals,
5. The dale of the contract under which the services
were rendered, and the name of the officer with whom
the contract was made.
6. If for service at a post or with a detachment, the
strength of the command must be stated.
IV. Accounts must he made out for periods of one
or more complete months, commencing with tha date
of entry apon service. Mo faccount embracing frac
tional periods of a month will receive attention, an
less It appears upon the face thereof, either that the
station of the physician has been changed or his con
tract annulled; but accounts for any length of time
may be presented on one set of duplicates, subject
only to the exceptions specified.
V. Accounts for several months’service, if render
ed separately, must be continuous; for the Treasury
Department will not pay an account for one. month,
unt 1 that of the preceding month has been settled.
VL Officers certifying to accounts of a “Private
Physician under Contract,” must give their official
title, and state explicitly the capacity in which they
are serving; otherwise their authority to moke such

VIII All accounts certified by other officers than a
Medical Director, must be forwarded to this Office
through that or the Medical Director of the Depart
ment in which the services were rendered, that he
may endorse his knowledge of thsir correctness.
1%. In all cases of absence from duty, the dates and
cause of such absence must be dearly stated. If a
substitute has been furnished, his name in full must
be given, with a statement showing that he has satis
factorily performed all the duties incumbsnt upon the
toutract Physician.

HELD at
HILTON HEAD, S. C, APRIL 21, 1866,
Pursuant to a call, a large number of gentlemen
connected with the Army and Navy, met at Commis
sary Hall, Hilton Head, South Carolina, on Friday,
the 21st day of April, 1866, at 11 o'clock a. m., for the
purpose of instituting measures to secure the erection
of a Monument to the memoir of Abraham Lincoln,
late President of the United States, and proceeded to
business under the following organisation, vis;

bum, Assistant Surgeon Wm. Commons, of the Navy;
Major W. L. M. Burger, Major A. V. Elliott, Captain

The President having stated the object of the meet
in*,
On motion, a committee of five was appointed to
prepare resolutions; consisting of the following nam
ed gentlemen: Colonel C. L. KilDurn, Captain Wil
liam Reynolds, of the Navy, Captain L R. Eras, and
Captain Jesse Merrill—whe, after a short retirement,
returned, and by their Chairman presented the follow
ing:
Whereas, the relations between Abraham Lincoln,
late President of the United States, and the Army and
Navy thereof, were of such a character as to create
feelings, in both arms of the service, not only of pro
found respect bat of the deepest admiration and love;
and
Whereas, under an abiding sense of obligation and
duty, we cannot feel satisfied without giving substan
tial expression to the sentiments by which we are ani
mated therefore be it
Resolved, That the Army and Navy of the United
States, including all those who served under President
Lincoln in a Military and Naval capacity, claim it as a
privilege, in which they reverently hope to be Indulg
ed, to erect a Monument over his honored re
mains, at Springfield, Illinois.
Second, That contributions for this purpose from
the Eastern Army be forwarded to General
John A. Dix. at his Headquarters in New York; and
from the Western Army, to His Excellency, Richard
Oglesby, Governor of the State of Illinois.
Third, That we earnestly invite the 00-operatton of
onr brethren of the Army and Navy throughout the
country at large, and suggest the holding or meetings
and the raising of funds without delay, to secure the
object in view,
That we respectfully request that these
proceedings be published In the papers of the United
States, genearlly.
were then made by General Littlefield,CoL
Lewis, Major Saunders and Major Sanlsbnry in com
meudation of the project, after which the preamble
and resolutions were unanimously adopted by the
meeting.
It was then moved that the officers of the meeting
constitute a Permanent Committee for the purpose of
corresponding with similar organizations throughout
the country, and with power to add to their number
at discretion; which was also agreed to unanimously.
No fu tber business appearing, the meeting then
adjourned.

I. The strictest discipbie is required in the adminis
tration of a Military Ha pltal. It is a paramount duty
of a Medical Officer of 1 te Army to maintain the diaci
pline of the soldier, dur ig his residence In Hospital, at
the highest point of est iency compatible with the na
ture and treatment of to- disease or injury he is suffer
ing from. The General Hospitals in this Department
have hitherto been renif table for their excellent dis
cipline. The Medical I rector regretted to find In hia
recent inspections the inmilitary neglect of regula
tions in regard todrest and general discipline; the
careless and nnaoldierlj bearing of many or the con
valescents and attendaz 9; and cither the entire ab
sence of the customary c mpliments between the offi
cers and men. or the sicken ly manner In which they
were pfiid and returned. [Respect to superiors is not
confined to obedience on luty, but must be extended
to all occasions. It is al ays the duty of the inferior
to accept or offer first th( proper salutation, and of the
superior to return snch >mplimentaiy notice. Here
after existing regulation' and orders in regard to dis
cipline, proper complime ts. and dress, must be rigid
ly enforced, and all infi .ctiona of discipline, or dis
obedience of orders, mus be promptly punished. The
attention of all Officers < i duty in General Hospitals
In this Department is ea ed to paragraphs 263, 264,
255, 256 and 267 Revise* Regulations of the Army,
1363, and to General Ord ts, No. 167, Headquarters,
Department of the South, teries 1864.
Whenever an Officer et ers a Ward,the Wardmaster
must command attention an which the patients, who
are able to do so, will rise nd stand in the position of
attention until the Officer las passed out
Whenever a patient, atfendant, or guard meets an
Officer, within the pretii ts of the Hospital, be will
offer the customary saluta on; if seated, and without
particular occupation, he 111 rise on his approach, or.
If standing, he will turn >warda the Officer for the
same purpose. The Office will acknowledge the salute
In a respectfhl manner. ,
At Inspection each man articles of clothing, which
may be in the wards, will j neatly folded and laid on
the foot of the bed. Booty and shoes, well brushed,
will be placed on the fio<f at the foot of the bed.
Nothing must be hidden u der the bedstead.
Every patient in Hospital who is able, will wash hla
face and bands at least e :ry morning, and hla feet
twice a week, and will tale a general bath once a
week. Those who are u able to leave their beds,
should have their hands tid faces washed by the
nurses, and the surface of the body sponged often
enough to maintain cleanll sss.
1 be attendants are espeadly enjoined to be cleanly
in their persons, neat In tt ir dress, and soldierly In
their bearing.

11. The Hospital Steward iurged with the adminis
trative’duties of a Military 1 jspital, la designated the
Chief Steward. He may be elected by the Surgeon In
Charge from the Stewards a igned to him, solely on
account of merit and knowi capacity, and not by seni
ority of warrant. He is, ez-ctcio, the ranking Steward
for the time being, and roust be obeyed and respected
accordingly. He is entitled by his rank to obedience
from all enlisted men In theHospltal, both patients,
attendants, and civilian nnrsls.aud.is Immediately re
sponsible to the Surgeon in Cia«e for the performance
of his duties, and he holda hiSsifordinates responsible
tot the proper performance oi Heir duties. As an en
listed man, he owes respect ®<! prompt obedience to
all orders of his military supeiers. He should wear
his undress uniform in the HwiitaL On Musters and
Inspections he must be in full dnss, with side arms.
The Chief Stewards must pajtwo visits daily to
every part of the Hospital, viz: 4 nine o'clock a. m„
and at evening between tatoo anctaps. At these reg
ular visitsf he will -note the ondltlon, discipline,
cleanliness, ventilation, warming and lighting of the
wards, kitchens, mess-ha’ls, bathrooms, and latrines,
and he will report to the Surgeonb Charge all irregu
larities. abuses, Infraction of distpllne, or neglect of
duty that may come under his ncice, necessity of re
pairs, or other wants. He will e*» that the ration re
turns are made out, the ration: received, properly
kept, and economically issued, anjthe prescribed doily
diet table observed, He will beresponsible for the
efficient administration of the oencal duties of the
Hospital.
111. A Meteorological Register (Form 11, Revised
Medical Regulations, 1863,) milt be kept dally In
every General and Post Hospital n this Department,
and transmitted monthly to the Surgeon General's
Office by the Surgeon in Charge.
This Order will be placed In a ouspicuons place In
the office of the Hospital, and imach word, and para
graph I. will be read by the Exeptive Officer of each
General Hospital to the convalecents in line at each
Sunday Inspection.

pitals in this Department will cause to be revaccina
ted all patients on their admiss-on into hospital, un
less they are entirely satisfied of their being already
protected.
|fi Medical Officers, in charge of Regiments, Prisoners
or War, Quartermasters' employees, and Contrabands,
most cause all the enlisted men in their commands,
and all prisoners of war, Quartermasters' employees,
and contrabands, to be immediately re vaccinated, no
less the same has bean done and taken within a period
of six months, to their personal knowledge.
Chief Medical Officers of Districts, and Surgeons in
Charge of General Hospitals, will be held to,a strict ac
countability for any neglect of this order.
Special Requisitions must be made for vaccine
crusts on the Medical Purveyor of the Department.

moving garbage therefrom.
The First District comprises all tha portion of the
dty lying North of President and Harrison Greets 1
Carts wiU remov#xhe ghrbage from this District ou
Mondav and Thursday of each week.
The Second District comprises all that portion of the
city lying between the First District and Harris street.
Carts wUJ remove the garbage from this District on
Tuesday and Friday of each week. ■* ■
The Third District comprises all that portion ot the
city lying South of Harris street Carta will remove
the garbage from this District on Wednesday and Set
urdsv ot each week. ■_ _ ■
Hereafter all rubbish and garbage which may scon
mu late must be put Into convenient vessels, and pre
vious to 7 o'clock la the morning of eaeh day, tt above
designated for the respective Districtssnch vessels
must be placed upon tne sidewalks of the street* or
alleys, and permitted to remain there until emptied
by my employees, after which 1 hey will be removed by
their owners. •
All other persons are forbidden to destroy or tn any
way Interfere with the vessel* »o plaeedjipon tbs side
walks, and they most not be expose# to tip public
view, except as above specified.
Keepers of Animals most not permit manure to b*
thrown into the Streets or Alleys, neither must the
accumulation thereof in, dr near any stable or yard be
permitted tar exceed one cart ladd before being re

All Privies, Dry Wells or Sinks within the limtts'ot
the city of .-avsunah which may require cleaning out
will be disposed of la the following manner, via:
« a disinfectant for thirty-six boors. A cavity
a be excavated In the ground ,of the lot upon
whicn the vault is located, or the adjacent alley, of
sufficient else and depth to receive all its contents, the
transfer of which will then be made, but it must be u>
the night time only, and so conducted that no nui
sance will exist therefrom on the following :monfing.

11. Constant complaints are made by Medical Offi
cers In receipt of Hospital and other Supplies from tbs
Medical Purveyor, of such being delivered to them by
the Quartermaster's Department in a damaged condf
tion, or the pnekages having been broken open sag
articles, especially liquors, abstracted therefrom. Rls
ordered hereafter that all Medical Officers in this De
partment receiving Hospital and Medical Supplies In a
damaged condition, or packages from which artfofos
have been abstracted, shall immediately on the reosipt
of snch notify the Quartermaster from whom they re
ceive them of their condition, that he may make the
proper endorsement on thi bill of lading of the steamer
transporting them, and Captains of transports may be
made liable for the damage or loss that may oocur
through their negligence.

quarters, Department of the South, all disloyal oer
sons within this District will hereafter be danrivedof
the privileges of the United States Mails, and to (tally
carry oat this order, the following regulatious are
hereby established;and will be strictly adhered to
Letters, packages and other mail matter will be de
livered only to those to Whom they aril addressed.
No white civilian will be permitted to take a
from the Post Office, unless they, present a certificate
stating that bs of she has subscribed to the *y
oath of allegiance, as published in ths PresldmVta
Proclamation of Dec. 8,1863; if an * certificate
from the proper Consul, will bs required to the effect
that be or she has not violated hia or her neutrality
during the rebellion. '

to the government: Should such bs received inadver
tently, it will he st once turned over to the Provost

The attention of alfMe^^f’Officers to the
necessity for greater care in the preservation of hospl
t*l property. Losses from want of proper attention
and vigilance, from accident or dishonesty, that could
have been guarded against, will not be allowed hi the
settlement of accounts, sad in future the fullest evi
dence will be required that such losses were unavoid
able.
Medical Directors of Departments, and Superinten
dents of General Hospitals, will satiety themselves
that the usual returns and requisitions are based upon
actual inspection and count of artidwon hand.
