The following extracts from Circulars, Surgeon
General's Office, are published for the in ormatlon of
all Medical Officers concerned:
Clr. No. 11, 8. G. 0., 1868—-I. In cases where the
services base been rendered in the field, the certifi
cate appended to the account should state that faot;
otherwise the increased allowance for field sendee can
not be paid.
6. All accounts for service should be In duplicate,
and should be certified by the commanding officer of
the force with which the physician is serving, or the
Surgeon in charge of the hospital, and approved by
the Medical-Director of the Division, Army Corps,
Army, or Department.

val or an accoant will not secure its passage through
the Treasury. The signature of the certifying officer
must be placed in the blank space immediately be
low the certificate, and not, as now frequently occurs,
In some other part of the account, thus leaving the
certificate unsigned.
6th The dates between which the services are ren
dered mus be accurately stated. Both the initial and
final day are counted; thus, from “Angost 30,1803,
to September 30, inclusive,” is not one mouth, but
one one month and one day. It should read, “from
August 20, ISO 2, to September 10, iB6O, inclusive,” be
none month.

The Treasury Department assumes every month'to be
composed of thirty days, and accounts for fractitional
part* of two successive month must be so calculated;
thus, from the 81st of August to the 10th or September
the calculation oi time will be from the 21st to the
80th of August, inclusive, (ignoring the 31st), ten
days, and from the Ist to the 10th of September, in
clusive, ten days—making the time to oe paid for,
twenty days. t

4. The class of persons with whom rendered; whe
ther U. S. forces, colored troops, prisoners of war,
militery prisoners, refugees, contrabands, or whether

IV. Accounts must be made out for periods of one
or more complete months, commencing with the date

less it appears upon the face thereof, either that the
station ot the physician baa been changed or hie con
tract annulled i but accounts for any length of time
may be presented on one set of duplicates, subject
only to tbs exceptions specified.

Contract Physician.

HELD AT
HILTON HEAD, S. C„ APRIL M, 1805,
Pursuant to a cull, a large number of gentlemen
connected with the Army and Navy, met at Commis
sary Hall, Hilton Head, Bouth Carolina, on Friday,
the 21st day of April, 1865, at 11 o’clock a. m., for the
purpose of instituting measures to secure the erection
of a Monament to the memory of Abraham Lincoln,
late President of the United States, and proceeded to
business under the following organization, viz;

The President having stated the object of the meet
lug,
On motion, a committee of five was appointed to
prepare resolutions: consisting of the following nam
ed gentlemen: Colonel O. L. Kilonrn, Captain Wil
liam Reynolds, of the Navy, Captain L R. Eras, and
Captain Jesse Merrill—who, after a short retirement,
returned, and by their Chairman presented the follow
ing:
Whereas, the relations between Abraham Lincoln,
late President of the United States, and the Army and
Navy thereof, were of such a character as to create
feelings, in both arms of the service, not only of pro
found respect bat of the deepest admiration and love;
and
Whereas, under an abiding sense of obligation and
duty, we cannot l'eel satisfied withou* giving substan
tial expression to the sentiments by which we are ani
mated ; therefore be it
Resolved, That the Army and Navy of the United
States, Including all those who served nnder President
Lincoln in a Military and Naval capacity, claim it as a
privilege, in which they reverently hope to be Indulg
ed, to erect *a Monument over his honored re
mains, at Springfield, Illinois.
Second, That contributions for this purpose from
the Eastern Army be forwarded to Major General
John A. Dix. at his Headquarters In New York; and
from the Western Army, to His Excellency, Richard
Oglesby, Governor of the State of Illinois.
Third, That we earnestly invite the 00-operatton of
our brethren of the Army and Navy throughout the
country at large, and suggest the holding of meetings
and the raising of funds without delay, to secure the
object in view,

Kemai ks were then made by General Littlefield,Col.
Lewis, Major Saunders and Major Saulsbury In com
mendation of the project, after which the preamble
and resolutions were unanimously adopted by the
meeting.
It was then moved that the officers of the meeting
.constitute a Permanent Committee for the purpose of
corresponding with similar organizations throughout
the country, and with power to add to their number
at discretion; which was also agreed to unanimously.

L The strictest discipline is required in the admlnis
faction of a Military Hospital. It la a paramount duly
of a Medical Officer of the Army to maintain the disci
pline of the soldier, during his residence In Hospital, at
the highest point of efficiency compatible with the na
ture and treatment of the disease or injury he is suffer
ing lbom. The General Hospitals in this Department
have hitherto been remarkable for their excellent dis
cipline. The Medical Director regretted to find in Ms
recent Inspections the unmilltary neglect of regula
tions in regard to drees and general discipline; the
careless and nnsoldierly bearing of many of the con
valescents and attendants; and cither the entire ab
sence of the customary compliments between the offi
cers and men, or the slovenly manner in which they
were paid and returned. Bespect to superiors'ls not
confined to obedience on dnty, bat must be extended
to all occasions. It is always the duty of Hie inferior
to accept or offer first the proper salutation, and of the
superior to return snch complimentary notice. Here
after existing regulations and orders m regard to dis
cipline, proper compliments, and dress, most be rigid
ly enforced, and all Infractions of discipline, or dis
obedience of orders, must bo promptly punished. The
attention of all Officers on duty in General Hospitals
In this Department, is called to paragraphs 353, 254,
166, 256 and 367 Revised Regulations of the Army,
1363, and to General Orders, No. 167, Headquarters,
Department of the South, series 1864
Whenever an Officer enters a Ward,the Wardmaster
must command attention, on wMch tne patients, who
are able to do so, will rise and stand in toe position of
attention until the Officer has passed out.
Whenever a patient, attendant, orguard meets an
Officer, within the precincts of the Hospital, he will
offer the customary salutation; If seated, and without
particular Occupation, he will rise on Ms approach, or,
if standing, he will turn towards the Officer for the

At Inspection each man’s articles of clothing, which
may bemths wards, will be neatly folded end laid on
the foot of the bed. Boots and shoes, well brushed,
will be placed on the floor at the foot of the bed.
Nothing must be hidden under the bedstead.
Every patient in Hospital, who Is able, will wash Ms
face and hands at least every morning, and his feet
twice a week, and will take a general bath once a
week. Those who are enable to leave their beds,
should have their hands and there washed by the
nurses, and the surface of the body sponged often
enough to maintain cleanliness.
1 he attendants are especially enjoined to be cleanly
in their persons, nest in their dress, Sad soldierly in
their bearing.
No attendant or patient in U. 9. A. General Hospital
In this Department must leave the limits of the Hospi
tal unless he is provided with a paw signed by the
Medical Officer of the Day, without having oa his
proper uniform, his coat buttoned up, clothing and
shoes well brushed, end the number of hie regiment
and the letter of his company on Ms cap. Enlisted
men and civilian nurses must not be permitted to wear
hospital dressing gowns or slippers outside the wards.
11. The Hospital Steward charged with the adminis
trative duties of a Military Hospital, is designated the
Chief Steward. He may be selected by the Surgeon in
Charge from the Stewards assigned to him, solely on
account of merit and known capacity, and not by seni
ority of warrant. Ha is, tz-officio, the ranking Steward
for the time being, and most be obeyed and resnectod
accordingly. He is entitled by Ms rank to obedience
from all enlisted men in the Hospital, both patient*!,
attendants, and civilian nurses, and is immediately re
sponsible to the Surgeon in Charge for the performance
of Ms duties, and he holds Ms subordinates responsible
for the proper performance of their dhtlea. As an en
listed man, he owes respect and prompt obedience :o
ail orders of his military superiors. HI should wear
his undrew uniform in the Hospital On Musters and
Inspections he most be in full drew, with side arms.
The Chief Stewards must pay two visits dally to
every part of the Hospital vis: at nine o'clock a. m.,
and at evening between tatoo and taps. At these reg
ular visits; he will note the condition, discipline,
cleanliness, ventilation, warming and lighting of the
wards, kitchens, mess-ha'ls, bath-rooms, and latrines,
and he will report to the Surgeon in Charge all irregu
larities. abuses, infraction of discipline, or neglect of
duty that may come under his notice, necessity of re
pairs, or other wants. He will see that the ration re
turns are made out, the rations received, properly
kept, and economically issued, and the prescribedoaily
diet table observed, He will be responsible for the
efficient administration of the clerical duties of the
Hogpital,
111. A Meteorological Register (Form 11, Revised
Medical Regulations, must be kept dally In
every General and Post Hospital in this Department,
and transmitted monthly to the Surgeon General's
Office by the Surgeon in Charge.
This Order will be placed in a conspicuous place In
the office of the Hospital, and In each ward, and para
graph I. will be read by the Executive Officer of each
General Hospital to the convalescents In line at each
Sunday Inspection.

Whenever practicable. Regimental Hospitals must
be at once discontinued, ana the patients sent to Post
or General Hospitals.
It is desirable that all cases that can be treated in
Post Hospitals should be sent there, thereby facilita
ting the more speedy return of men to duty.
Light cases of disease or injury should be treated in
quarters, and the men assigned, when it can be done
without prejudice, to light duty daring treatment, in
accordance with Paragraph 1848, Revised Regulations
of the Army, 1883.

In accordance with authority conferred noon me. by
General Order No. 16, from Headquarters U. S. Forces,
Savannah, Ga„ dated Feb. 31st, l 90& this city Is hero
by divided into three Districts, for the purpose of re
moving garbage therefrom.
The Fuat District comprises all tha portion of the
city lying North of President and Harrison streets
Carts will remove the garbage from this District on
Monday and Thursday of each week.
The Second District comprises all that portion of the
city lying between the First District and Harris street
Carta will remove the garbage from this District on
Tuesday and Friday of each week.
The Third District comprises all that portion of the
city lying South of Harris street. Carts will remove
the garbage from this District on Wednesday and Sad
urday of each week.
Hereafter all rubbish and garbage which may accu
mulate must be put Into convenient vessels, and pre
vious to 7 o 'dock in the morning of eaeh day, aa abort
designated for the respective Districts; such reside
mast be placed upotfthe sidewalks of the streets or
alleys, and permitted to remain there until emptied
by my employees, Alter which they will be removed by
their owners.
All other person* are forbidden to destroy or In any
way Interfere with the vessels so plaoed upon the aid®,
walks, and they most not be exposed to the public
view, except as above specified.
Keepers of Animals must not permit manure to be
thrown Into the Streets or Alleys, neither most the
accumulation thereof in, or near any stable or yard bn
permitted to exceed on* cart load before being re
moved.
All Privies, Dry Wells or Sinks within the limltsef
the rlty of rsvannah which may require cleaning oat
will bn disposed of In the following manner, vie:
Apply a disinfectant for thirty-six hoars. A cevtty
will then be excavated in the ground of the lot upon
whicn the vault in located, or the adjacent alley, of
sufficient size and depth to receive all Its contents, the
transfer of which will then bs made, but it musibe fe
the night time only, and so conducted that no wti
sance will exist therefrom on the following morning.

rejoin their regiments. Medical Officers of regiments
will not hereafter be detached upon other service, ex
cept temporarily in cases of necessity, or where the
Surgeon and two Assistant Surgeons are present, whan
one of the Assistant* may be detached to hesßttal
