The following extracts from Circulars, Surgeon
General's Office, are published fur the in ormatlon of
all Medical Officers concerned:
Clr. No. 11, S. G. 0., 1862.—1. In cases where the
services have been rendered In the field, the certifi
cate appended to the account should state that faot;
otherwise the increased allowance for field service can
not be paid.
S. All accounts for service should be in duplicate,
and should be certified by the commanding officer of
the force with which the physician is serving, or the
Surgeon in charge of the hospital, and approved by
the Medical Director of the Division, Army Corps,
Army, or Department.
Circ. No. 21, S. G. 0., 1863.—5th. The mere appro
val of an account will not secure its passage through
the Treasury. The signature of the certifying officer
must be placed in the blank space immediately be
low the certificate, and not, a* now frequently occurs,
in some ether part of the account, thus leaving the
certificate unsigned.
6th The dates between which the services are ren
dered mus be accurately stated. Both the initial and
final day are couured; thus, from “August 20, 1863,
to September 20, 'nclusive,” la not one month, but
one one month and one day. It should read, “from
August 20, 1862, to September 19,1863, inclusive," be
ing one month.
Bth. When a contract physician has been absent
from duty, the certifying officer mast state tbe reason
and duration thereof. v
Contract Physicians are requested to nse the blank
printed accounts furnished by «his office; au abundant
supply of which will be issued to every hospical, post,
Ac., on the request of tbe Surgeon in charge or Com
manding Officer.
Contract Physicians, who desire it, can have their
certificates made payable to any person beside them
selves, by simply endorsing on the face of the ac

28, 1864.—111. Accounts for medical services under
contracts, must exhibit the following facts:
1. The place of service.
2. The dates between the services were rendered.—
The Treasury Department assume* every month to bs
composed of thirty days, and accounts for fractional
parts of two successive month umst be so calculated;
thus, from the 21st of August to the 10th of September
tbe calculation of time will be from the 21*t to the
30th of August, inclusive, (ignoring the 31st), ten
days, and from the Ist to the loth of September, in.

3. The name of the Hospital, Camp, Post, Regimen,

6. The date of the contract under which the services
were rendered, end the name of the ofllcer with whom
the contract waa made.
<l. If for service at a post or withs detachment, the
strength of the command must be stated.
IV. Accounts must be made out for periods of one
or more complete months, commencing with the<date
of entry upon service. No account embracing frac
tional periods of a month will receive attention, un
less it appears upon the face thereof, either that the
station of the physician has been changed or his con
tract annulled: but accounta for any length of time
may be presented on one set of duplicates, subject
only to the exceptions specified.
v. Accounts for seven! months’service, if render
ed separately, must be c ntinuous: for the Treasury
Department, will not pay an account for one month,
unt 1 that of the preceding month has been settled.
VL Officers certifying to accounts of a “Private
Physician under Contract, ’» must give their official
title, and state explicitly the capacity in which they
are serving; otherwise their authority to make such

I. The strictest discipline is required lu the admlnls
tration of a Military Hospital. It is a paramount duty
of a Medical Officer of the Army to maintain the disci*
pline of the soldier, during his residence in Hospital, at
tbe highest point of efficiency compatible with the na
ture and treatment of the disease or injury he is suffer
tag from. The Geueral Hospitals In this Department
have hitherto been remarkable for their excellent dis
cipline. 'lho Medical Director regretted ‘oflnd t« his
recent inspections the uutnliiisiy neglect of regula
tiou- iu regard to dress and general discipline; the
car less and unsoldlsrly bearing of many or the con
valescents and attendant*; and cither the entire ab
sence of the customary compliment# between the offi
cers aod men. or ths slovenly manner in which they
were paid and returned. Respect to superiors Is not
confined to obedience on duty, but must be exteuded
to all occasions It is always the duty of ths Inferior
to accept or offer first the proper salutation, and of the
superior to return such complimentary notice. Here
after exist Deregulations and orders in regard to dis
cipline, proper compliments and dress, must be rigid
ly enffirccd, and all infractions of discipline, oraia
obrdirnci of orders, must be promptly punished. '1 he
attention of all officers on duty in General Hospital*
in this Department, is called to paragraphs 263, 264,
256, 268 and 257 Revised Regulations of tho Army,
liOS, aud to General Orders, No. 157, Headquarter*,
Department of the South, series 1864.
Whenever an Officer enters a Ward,the Wardtaaster
must com maud attention, on which tbe patieuts, wbo
are able to do so, will rise and stand lu the position ts
attention until ths Officer has passed out. »
Whenever a patient, attendant, or guard meets an
Officer, within-the precincts of the Hospital, he will
ofler the customary salutation; it seated, aud without
particular Occupation, he will rise on hi* approach, or,
if standing, be will turn towards the Offieer ior tbe
same purpose. Ttie Officer will acknowledge the salute
in a respectful manner.
At Inspection each man’s articles of clothing, which
may be in the wards, will be neatly folded and laid on
the foot of the bed. Boots end shoes, well brushed,
will be p'licrd on the floor at the foot of the bed.
Nothing must be hidden under the bedstead.
Every patient tu Hospital, ho is able, will wash hie
face and hands at least every morning, and bis feet
twice a week, aud will take a general bath once a
week. Tho*o who are uuablp to leave their beds,
should have their hands and faces washed by the
muxs, and the surface of ths body sponged often
enough to maintain cleanliness.
'j he attendants are especially enjoined to oe cleanly

11. The Hospital Steward charged w ith the adminis
trative duties of a Military Hospital, is designated the
Chief Steward. He may be selected by tbe burgeon in
Charge from tbe Stewards assigned to him, solely on
account of merit and known capacity, and uot by seni
ority of warrant. He is ex-cflicie, the ranking Steward
for >he time being, and must be obeyed and respecter
accordingly, lie is entitled by ids rank to obediente
torn all enlisted men in the Hospital both patients
a.teudants, and civlliau nurses, aud is immediately re
epotisilile to the Surgeon in Charge for the performance
of his duties, and he holds his subordinates responsible
for the proper performance of their duties. As an en

duty that may come under his notice, necessity of te

IU. A Meteorological Register (Form 11, Revised
Medical Regulations, 1863.) must bo kept daily in
every General aud Rost Hospital iu this Department,
and transmitted monthly to the Surgeon General'*
Office by the Surgeon in charge.
This Order will be placed in a conspicuous place In
tbe office of the Hospital, tnd in each ward, aud para
graph I. will bt read by the Executive Officer of each
oeueral Hospital to the convalescent* iu line at each
Sunday Inspection.
