divided into Two Duwbwts, for the purpose u: 1 remov
log garbage therefrom.
The First Uls’rlct comprises all that portion lying
North of a direct lino drawfi through the center of
South Broad street, from the eastern to tha western
limits of the city. Certs will remove the garbage from
this District, on Monday, Wednesday and Friday of each
week.
The Second District comprise! all that portion lying
South of the First District. Carte will remove the ga?
bage from this District on Tuesday, Thursday and Sat
urday of each week.
11. -On and after the above date, ail rubbish and gar
bage which may accumulate must be put into conve
nient vessels, and previous to 7 o’clock in the morning
of each day, as above de ignalod for the respective
District": auch vessels must he placed on the sidewalks
of the streets or alleys, and permitted to remain there
until emptied by my employees, after which they will
be removed by their owners.
All other persons are forbidden to destroy or to any
way Interfere with the vessels So placed upon the side
walks. and they mast not Le exposed to the public

way violating the provisions of this Circular la order
that they mhy be reported to the Provoat Judge.

For Reducing the VotunUeg Cavalry forces of the Amy
I. Immediately npon the receipt of this Order by
Commanding Generals of Armies and Departments,
nil Volunteer soldiers of ths Cavalry arm, whose terms
of servlet will expire prior to October Ist, 1985, will be
mustered out and di/charged the service of the United
States. In discharging the said troops, tbe following
wßlbe observed;
1. Tbe musters out will be made, in aooordance with
existing regulations, by the Com min Aries of Masters
of Divisions, under the directions of Oommissatiw of
Musters of Corps or Departments.
2. A-my and Department Commanders will forth
with ascertain the number of men within their respec
tive commands to be discharged, and report the same
direot to the Paymaster General of the Army, forward
ing a duplicate of the report to the Adjutant General
Said report must specify the number for each regimeut
or company, if an independent one.
3. The Paymaster General will arrange to make Im
mediate payment to the men discharoed, said pay
ments to be made in the Armies or Departments In
which the men may be serving at dde or muster out.
11. All Cavalry remaining In service after the afore
said discharges have beeu made, will be immediately
consolidated into complete maxinurm regimental organ
izatiom, and as follows: .

The attention of cotton owners is called to the fol
lowing extracts from the “Amended Emulations for
tbe purchase of products of the tosurreafoaery states
on Government Account,” Issued from tbeTrcuamy
Department of data May 9th, 18U5, and Supruveu by
the Presjdent of the same date.
“1. Agents shall be appointed by the Secretary of
the Treasury, with the approval oi the Fi eeldent, to
purchase for tbe Uulted State*, under special luatruo
nous Irom the Secretary of the Treasury, products of
the States declared to be in insurrection at such places
as may from time to time be designated by the Seers
tarj’ of the Trcusurv as markets or places o' purchase.

' HL The operations oi Purchasing Agouta shall be
confined to tbe single article of Cotton; and they
shall give public notloe at' the piaoe to which they
Rail be assigned, that they will purchase, in accord
ance with these regulations, all cotton not captured
or abandoned, which may be brought to them.

product of an Insnirectionarr -tat a, which shelf have
been captured by the m litary or naval forces of the
United Mates, or which shall have been abandoned
by -the lawful owner thereof. -
X. “These regulaf ions, whieh are Intended to revoke
and annul all others on tbe subject heretofore made,
will take effect and be in force on and after May 10th.
1866."
The undersigned has been appointed Purchasing
Agent at Savannah, and hereby gives notice that he hi
prep&rdd to purchase, to accordance with the regnla
tlous, of which the above paragraphs are extracts, all
Cotton not captured or abandoned,, which maybe
brought to him.
The war is virtually dosed, and to the end that tbe
people may, to as fall an extent as possible; commence
to reap the benefits of a state of peace, it Is deslraqle
that the old and regular channels of trade be re-eetab
ed, new oiiee opened, and the occupations of the peo
ple, both In city and country, be resumed. It is ex
pected that the purchase, by the Treasury Department,
in good faith Oi the cotton Ip the country now to the
hands of its owners, returning therefor a talr and hou
est equivalent, will largely tend to bring about a state
of things so much to be desired by. aIL

and citizen* may, with a few unimportant exceptions,
now purchase and take away whatever their necessi
ties require, and I feel satisfied that the disposition to
do all taat may be done to bring about ooge more a
