Vagrancy. —lt will be seen by the General
Order, published this morning, that loitering
and idling about the market and other pub
lic places : is not to be tolerated longer by the
authorities. Persons found engaged in this
popular occupation are to be»set to work for
the benefit of the Government.
Savannah Theatre. —Crowded houses still
await the rising of the curtain nightly at
Sweatnam's excellent entertainments. Mr.
Daniel Sweatnam, a brother of Mr. W. P.
Sweatnam, arrived on the “Chase” and will
undoubtedly add materially to efficiency of
this excellent Company.
Further Departure of Volunteers to
their Homes. —Yesterday afternoon the
steamer Emilie, Capt. Bender, conveyed to
Hilton, Head e» route for home, 125 men of
the 12th and 14th Maine, Regiments of Vol
unteers. The detachment is in command of
Capt. J. H. Waters, 103rd U. S. C. T.
The Steamer U. S. Grant. —This favorite
passenger steamer, plying between Hilton
Head and Savannah, is now perfectly fitted
for the line, having been thoroughly Joveir
hauled and repainted. A splendid new awn
ing has also been furnished, the steamer.
Capt. Briggs by his kind attention to all has
won hosts of friends.
Laurel Grove Cemetery. —We are pleas
ed to notice that Captain Albert Steartls,
Street Commissioner, has enclosed the above
named cemetery with a neat rail fence. The
previous enclosure was destroyed, but the
present one being of substantial materials
will last several years. All who have lots in
this cemetery can now have them cleared
and put in good order. It is to be hoped that
we shall see this “City of the Dead,” the
resting place of loved ones, beautified and re
stored to its former condition.
Street-Sprinkling. Carts. —The mer
chants on Bay and other streets which are
often swept for the purpose of keeping them
clean, would, undoubtedly, much prefer that
the streets be sprinkled prior to the debris
being removed. The carts with large hogs
heads and with sprinklers attached, could,
in about two hours, have the earth sufficient -
ly moistened so that when the sweepers com
mence operations clouds of dust would not
rise, filling the stoics often times, to the in
jury of goods exposed Again, the nostrils
and eyes of the pedestrians would nqj be as
sailed with this samejdust. The sprinkling
should be done twice per day, and as we
have a plenty of water supplied by our ex
cellent system of water works, there is no
reason why this suggestion should not be
adopted.
Presentation to Capt. Amt.gr Stearns. —
The people of Savannah, since its occupa
tion, have not had, in the exercise of duty, a
more worthy officer than Capt. AlberlSlearus,
late Street Commissioner.
When placed by the Government of the
United States in the office of which he is
about to be relieved by Capt. Warren H.
Boynton, of the 30th Maine Volunteers, he
found the City of Savannah in a condition
that called for immediate and vigorous Sani-.
tary measures for the preservation of the
lives of the United States troops and of the
citizens. Capt. Stearns having made a strict
inspection of all the streets, lanes and su
burbs of the City, found it necessary to em
ploy, in this Department, citizens who felt an
interest in Savannah and its future welfare.
By the prompt and unceasing efforts of this
official and his employees, the filthy streets,
lanes and suburbs were,in sixty days, placed
in a perfectly healthy condition.
Capt. Albert Stearus was, for many years,
connected with the Police of Brooklyn, New
York, and, as au experienced officer,he knew
and fulfilled well his duty.
f * Saturday afternoon last Mr. C. A. Magill,
Chief Clerk of the Street Department of Sa
vannah, in the belialt of.its operatives, pre
sented Capt. Stearns* with a beautiful Meer
schaum pipe. The pipe is of tasteful and
costly make. The bowl is encircled with a
gold band, which bears the inscription,
“Captain Albert Stearns, from his Employ
• ee9,. Savannah, Georgia." Captain Stearns
when presented with this memorial by Mr.
Magill, was completely taken by surprise.
Although the attack on our worthy Street
Commissioner for a lime nonplussed him, he
soon rallied and responded in expressions of
hearty appreciation. An interchange of con
gratulations and good wishes appropriately
followed. The thanks of the citizens follow
Captain Stearns in htf retirement from this
position.

entered up against her by default, and that

ten days, and vacate the house now occupied
by her at the expiration of that time- The
Provost Marshal is to see to the execution of
this order. •
Upon the application of Hon. W. S. Chis
olm, Attorney for Mrs. W. V. Stiles, which
shows that permission was granted her on
the 16tli of May, by Hon. M. Benedict, Pro
vost Judge to collect her rents on property
situate in the city of Savannah, amongst
which is Lot letter D, with improvements,
west side of Falun street, occupied as a Pub
lic School, for which she has been unable tou
collect rent, the following decision was
given: If the property is used for a Public
School, the petitioner should be compensated
therefore from the Post Civil Fund.

The following regulations concerning Militarv
Courts are re-pnblished from the General Orders o‘s
the War Department, and ol' this Department, with
additions and modifications. Ail parts of Department
Orders inconsistent herewith are revoked.
I. “Where a post or district command is composed
of mixed troops, equivalent to a brigade, the Com
manding Officer of the Department or Army will desig
nate it in orders as ‘a separate brigade, ’ and a copy
of such order will accompany the proceedings of any
General Conrt Martial convened by such brigade com
mander. Without such authority, commanders of
posts and districts having no brigade organisation
will not convene General Courts Martial," (General
Orders No. 251, A. G. 0., Series 1864.}
11. No one in the Department save the Command
ing General, can appoint General Courts Martial or
Military Commis>ions, except the Commander of a Di
vision or a separate Brigade, aud the order appoint
ing the court mnst be dated “Headquarters Division,"
or “Headquarters, Separate Brigade," as the case muy
be.
111. “All communications pertaining to questions
of military justice, or the proceedings of military
courts and commissions throughout the Armies of the
United States, mnst be addressed to the Judge Advo
cate General; and commanding officers are enjoined
to forward promptly to the Bureau of Military Justice
all proceedings of Courts Martial, Military Commis
sions, aud Courts of Inquiry, together with the orders
promulgating decision thereon. Judge Advocates will
be held responsible for the prompt execution of this
paragraph, and they are required to forward to the
Judge Advocate General, at the end of each month, a
list of all cases trid and to be tried within their juris

IV. To carry out the foregoing paragraph, all offi
cers within the Department ant Prized to appoint
Courts Martial, Military Commissions or Courts of lii-
S, will on the 27th of each month, send to the*
e Advocate of the Department, two reports. In
the first reportthey will state the name and rank of
all persons tried during the month before Courts or
Commissions appointed by them, with the nature of
the charges, and also whether the proceedings in each
case have been (1) approved, (2) published, aud (3)
forwarded by them, and if not, the reason why. In
the second rejmrt, they will state the names and rank
of all persons against whom charges have been pre
ferred, bnt who remain untried at the date ol the re
port, with the nature of the charges and also whether
each case has been sent to a Court or Commission for
trial, and if not, the reason why, (Circular No. 14. D.
S., Series 1604.]
V. "Whenever fines are imposed by sentence of
General Court Martial, or Military Commission, upon
oilicers or citizens, the Judge Advocate of the Court or
Commission will make a special report oi the fact to
the Adjutant General, giving a copy of the sentence in
the case. The officer who confirms a sentence impo
sing a fine will transmit to the Adjutant Genera! a
special report ihereof, together with a cony of the or
der promulgating the proceedings," (Gen. Orders No
258, Par. X. A, G. 0., Series 1504.]
VI. The tines wi'l be paid to the Chief Officer of the
Quartermaster’s Department at the place where the
prisoner may be, and no other person is authorized to
receive them. Such fines must not be applied to any
purpose, but the officer receiving them will forthwith
remit the amounts to the Adjutant Gfcneral of the
Army, at Washington, with the names of prisoners
who paid them, and the number of the order promul
gating the proceedings, (Gen, Orders No. 258, Par 11,
A. G. O , Series ISC4.)
p»VlI. To avoid delay arising from the absence of
Brigadier General L. ThcnEadr checks forwarded, on
account of fines under the above paragraph, will be
made payable to 1 the Adjutant General U. S. Army,
or order,” without inserting the name. (See Circular
A. G. 0., dated Nov 19,1864 )
Will. *Jn all cases where fines are imposed by sen
tence of General Court Martial or Military Commis
sions, a provision should be added to the sentence,
that the prisoner shall be confined until the fine is
paid. A limit may be fixed to the period of such con
finement." (Gen, Orders No. Cl, A. G. O. Par I, c. s ]
IX. “In case the provision hus been omitted from
the sentence, that a prisoner shall be confined until
the fine is paid, a special report will be made to the
Adjutant General of his failure to make payment, and
he will not be released without orders from the War
Department, except on payment of the fine.” (Gen.
Orders No. Cl, A. G. O, Par. 11, c. s.)
X. “Stoppages of pay against officers or enlisted
men are not ‘fines" in the sense of this •Order." (Gen
Orders No. CL Far. 111, A. G. 0.. c. s )
XI. In a case requiring the confirmation of the Gen
eral Commanding the Department, the officer order
ing the court or his successor, will not merely forward
the record, but will formally act upon the case, and
express his approval or disapproval upon the record.—

XII. All records of Military Courts will be transmit
ted to the Judge Advocate General, through these
Headquarters, and m no case will be sent to Washing
ton direct.
XIII- W hen several cases are published in the same
General Order, the record in each separate case will
be accompanied by a copy of that order, or so muMi
thereof gs relates to the particular ca!<e: and when
the court is ordered from the Headquarters of a Sep.
arate Brigade, each efise will be accompanied by an
official copy of that Paragraph df General Orders
which organizes the Separate Brigade. •
XIV. Officerseta powered to appoint courts are ear.

speedy trial, and to publish and execute promptly, the

this command with the uniform of U. S". soldiers, who
are not legal soidiera of the army or navy, will be Im
mediately arrested.
11. All officers’ servants will be provided with pro
per papers, approved oy Regimental Commanders, to
identity them asauch,
IH. Any person found guilty" of purchasing U. S.
clothing from soldiers will be immediately arrested
held for trial before the Provost Court.
The Provost Marshal and Chief of Police are given
the execution of this order.
