Downfall of Prince Kuwj—Uh Acre anion to the
Regency In ISO! Public Tribute to hit Merit
—Sudden Overthrow—Supposed Ommt— Res
toration to Sundry Office*—Power of the Two
J-juprtssts—lll Omen of Stability.
[Correspondence of the New York Times.J
Pkiuk, Tuesday, April 18,I8fir,.
A revolution has just Imeu consummated
in the court of Pekin, which, though defi
cient in tragic interest, is worth recordin'' as
illustrating some characteristics of this peo
ple and their government.
Four years ago your readers will recollect
the Prince of Kuug obtained the reins of
power by what was dignified as a c mg, d'etat.
His nephew, a child ot six or seven years
ha«l succeeded the late Emperor under the
title oi Kesiong; and several ambitious
princes, who had possession of his person,
were supposed to be building schemes of self
ajjgrnudizeineut on the weakness of a mi
nority reign. The Prince of Rung stood in
their why, and it was alleged that they
were already plotting his destruction; when
prompted by bis father-in-law, the sagacious
old Kweiiiang, he seized the chiet coaspira
tois aud put two of them to an iguomioious
death. Anew regency was formed, in which
the power was nominally vested iu Hie two
Empresses, but really exercised by the Prince
of Kuug.
The two ladies, who, contrary to the salic
usages of Chino, were thus made representa
tives of Imperial Majesty, are the mother of
the young Emperor, ana the principal wife
of his late Majesty, liieufung. And it is re
markable that up to the present hour, so far
as the outside world is informed, they have
continued to exercise their joint sovereignly
without tlie slightest indications of jealousy
or dissension. Perhaps their harmony was
due to the fact that hitherto their first sover
eignty has been but a shadow.
Os the Prince, it is not too much to say
that, though a man of very moderate abili
ties, lie has discharged his responsible office
with exemplary fidelity. No thought of set
ting aside his imperial protege , seems even to
have entered his mind, and by the judicious
employment of wise counsellors, his admin
istration lims brought the empire safely,
through a period of great peril. Indeed, the
public sense of his eminent services was
strongly expressed in an edict from the
throne, which was issued shortly after the
recovery of Nanking.
“The Prince ot Kung,” says His Majesty,
instructed by the two dowagers, “has now
held tlie regency for three years. And dur
ing a period when affairs have been in a most
critical state, he has evinced masterly talent
—in tlie navy he has conducted the adminis
tration, in employing men of ability to carry
on military operations, in providing for the
wants of-the army, aud in every other way.”
The decree concludes with a list of honors
to he conferred on the EKuee and his de
scendants.
While all this was fresh in the memory of
all readers of the Peking (Jazette, what was
our surprise to see, in the Gazette of the 3d
inst., another decree, of whicli the following
is a translation:
‘We (the Young Emperor) issue our com
mand for the instruction ot the Princes and
great officers of the Inner Palace. The two
Empresses inform us that one Tsaisheuke, a
censor, has accused tlie Prinee-of-Kung of
partiality, avarice, pride, and the usurpation
of authority, and all these to such a degree
as to render himself an object of public cen
sure. Now, how can one who is guilty of
such grave oftences be longer allowed to take
the lead in publie affairs '( For though the
evidence adduced is not clear, there is ob
viously some foundation for the charges, and
the Prince has gone to an inconceivable
length in his blind career. At the outset,
when deoorated with the title of Regent, he
was diligent and active. But subsequently
be became, indolent and haughty ; and rely
ing on his high position, ventured to make
light of the imperial dignity. Taking ad
vantage of onr tender age, he has assumed a
dictatorial tone, and attempted to sow dis
sension in the Imperial family—a charge
which we cannot investigate at present.—
Moreover, when obeying our summons, he
daily came to tlie presence of the throne, he
wore a swaggering, disrespectful air, and
constantly-indulged in fraudulent representa
tions.
Now, should We take no notice of these of
fences, we should find ourselves in a strait,
as to th<j_agents to be employed, when we
come to take the reins ot government into
our own bands. We accordingly ordain that
the Prince of Rung shall no longer preside
in the Grand Council; that lie be stripped of
every official function, and participate in no
way in public affairs. This we ordain out of
a lenient regard lor his own welfare.”
Scarcely more startling or unexpected was
a decree which appeared just nine days after.
The little Emperor is again the speaker, and,
as on the former occasion, like a puppet he
was made to utter the- shr ill treble of his
mother s offended pride, so now he expresses
her (or their) relenting wrath
“We,” says His Majesty, “have just re
ceived a communication-from the Two Do im
agers, of whom one wears the title of Ten
derness and Peace, and the other that of
Tenderness and Joy. Its purport is as fol
lows : Certain princes and high officials,
having beep ordered to report on the con
duct of the Prince of Krx'f- expressed the
opinion that, though pot free froip guilt, he
Is still Worthy of a place on the list of public
servants. This opinion was referred to a
larger committee for rpature consideration,
'jhat committe has now brought in a joint
report confirmatory of it, in which they beg
that, as the Prince of Rung is of imperial
blood and high position, we will grant him
an opportunity for reformation.” And one
of their number, a censor, presents a seper
ate memorial, in which he says, “that the
discussal of the Prince would prove a source
of distrust in the bosom of the Imperial
family, and that dissepsions lyin" so near the
root of the empire, would spread consterna
tion from China to foreign lauds,” while it
would only aggravate the troubles of the
hour. These are mighty words, though
it is evident that the censor has not
understood the spirit by which tbo
throne is animated in this transaction. The
Emperor then reads the Prince a lecture, and
proceeds to restore him to a portion of his
of wlfieh the most important is the
chief management of Foreign Affairs.
Other memorials have been published ex
tolling the merits of Prince Rung ; and one
from "the Prince's elder brother goes so far as
to assert that “merits are conspicuous in the
eyes of the whole empive, while the faults
are remote from aud the in
dictment unsnstalned by evidence.” •
The storm is over, and we are left to spec
ulate as to its orign. Prince Rung has bent
before jt as a reed before the windT By this
pliancy he has escaped destruction, and even
regained a portion of his honors. Bpt what
ever titles may hereafter lie restored, he can
never be what lie once was. Il}s regency is
at an epd. The real power is now in the
hands of the Empresses, as they have learn
ed by tlii* occurrence. Indeed, admitting
that the immediate provocative, of fbojr ire
was some want of doffence on bis part, it is
still prabable that the main object of the
whole transaction was to subject the ques
tion of authority to the test ot experiment.
Though no blood has been shed, the augu
ry is not good for the peace of the empire.
The jealousy which found an object in Prince
lyupg may yet find a higher mark, aud the
two Empresses engage In a conflict for In
fluence over the mind ot the young monarch-
Their tenure of power only continues during
his minority, aud it can hardly be expected
they will both be content to retire quietly
Into the obscurity of the seraglio.
Vpder the auspices of Prince Rung, the
minority reign has hitherto - beep stable nnc|
regular. The government has enjoyed, in
an increasing degree, the confidence est- For
eign Powers, ami appeared to be slowly
emerging from the sea of domestic troubles.
Lndcr the new regime will It continue to
maintain its credit, and fulfill the promise of
returning prosperity; or will the morning of
the new reign be overcast with court cabals
and domestic feuds ?
