AJi the talk About Confederates going to
Mexico amounts to very little. According
to a letter from Vera Cruz, there are scarce -
ly a dozen at the capital all told, and none
in the service of Maximillian. The writer
says :
Some, a very few, Confederates have ap
dlied for service in the imperial army. But
to this hour not one has been acceptod. Why
or wherefore is not for me to ssy. But the
feet is as stated. There is no Mexican army
proper. The military organization is entire
ly French. Bazaine is at the head of the
military department of the empire: his troops
are mostly French, a few Austrians, Belgi
ans, and some six thousand Mexicans in
various parts of the empire, make up the ar
my. The army is what may be called a
“regular army,” and to get into it is no easy
task. It could be greatly enlarged if vol
unteers could get in. As to “ten thousand
Confederates," or ten Confederates having
been “armed and paid by the empire," it is
all “boch.”
