The wniei tuus sums up his observations during a recent tour through Virginia: My observation auriDg this trip showed the loliowing as the results of emancipation o i the negioes and the planters and the fol lowing general condition of affairs in the counties I passed through : Emancipation has unsettled the negroes; they have very indefinite ideas ot what freedom means, but they are firm y convinced that the lands ot their old mas tern will be distributed among them; they have not, as a general thing, wmlted steadily nor well, hut the crops, espec ially of corn, were every wnere looking well; they are not willing to enter into contracts, believing it a sort of slavery, and when enj i ..red into they have In many instances broken '„hem without hesitation; they show no pr. j videuce, tew of them having made any pro vision tor the wiu er; the g< neral temper.ot the farmers towards them uas been fair, but they have 1"H confidence in them during the summer nnd are now omy bent on removing them from their plauuiions and securing white labor; one of the candidates for Con gress, iu setting f. rtb to the voters of his distnct his qualifications, slaws that he shail advocate the removal ot att the negroes from Virginia to some climate better suited to them. The people of these counties quite gen erally accept the decision <>t the war on the slavery question as final, but they will not allow a negro to testily against a white niuii if they can help it; throughout all the coun ties there are some turbulent spirits, gener ally those who were found in bumb-proofs when tbe fighting was going on, who cause more or less disturbance, but who do not represent tbe sentimeuis of tbe community in which they live, and whose violence is quite generally repiohate.l ; although the Older people are very much discouraged and believe tbe state to be ruined the younger tanners are taking hold iu good earnest, and will soon repair the damages of tbe wat. In corroboration of my statements that tbe negroes would noi make contracts and bare violated those made, I append tbe following order Horn tbe Freedmen's Bureau published iu tbe papers. It will be seen that tbe Bureau has uoliccd this fault be fore : “Bureau Rkfcgkes, Freedmen and / Abandoned Lands, Head’rs Assr. i Commissioner, State of Va., Richmond, [September 9, 186.>. “General Orders No. 16 —lt having been represented that in many instances the Freed men are. without just cause, breaking fair contracts voluntarily entered into on their pan, and are thereby inflicting a serious in jury and loss on themselves and their em ployers, the attention of superintendents is called to the letter' of instructions lrorn these headquarters, dated June 15, 1865. “They w ill, iu conformity with said instruc tions, see that ail just and lair contracts are faithfully fulfilled by tbe freedmen. Although tbe eyils resulting Irom imme diate emancipation are great, yet they ure certainly not so gi eat as in similar cases in the West Indies, nor so great as was to be expected. The winter will cause u great deal of suffering, but its experience will be a great teacher, and next year we may expect better things. Outrage on a Brookun Lady in the Park—She is Drugged ,»nd Robbed. —On Tuesday evening Mrs. Caroline Virtu, re ■siding corner ot C ove and At antic avenues, Brooklyn, and a lady acquaintance, em ployed John Foley, a hai kmau. to take them out riding in Central Park. During their absence Mrs. Virtu alleges that drugged li quor was administered to her by Foley, and while partially insensible from the effect of it he attempted to violate her person. She screamed for help, when a Park policeman came up aod took the whole party to the station house. At that time Mrs. Virtu was suffering from the effects of w hat she had drank, besides which she was intensely ex cited. Being partially composed, Mis. Vir tu inarmed Captain Hartt tuat she had been robbed of a gold watch aud chain, likewise two diamond riugs, in all v alued at fiye hun dred and seventy-five dollars. Nothing be ing louud on Foley, and Mrs. Virtu declin ing at that time to make a complaint against him, ho was discharged, after which be insisted ou being paid for bis services in driving the ladies through the Park ; but he appealed in vain, and etiove away. Captain Hartt uot being satisfied that Foley was innocent, directed officer Van Arsdale to toilow him, aud as the backman was about entering the stables coiner of Fortieth street and Second av enue the officer to> k him into custody, and at.'<nce demanded a return of the property h - had stolen lrom Mrs. Virtu. At this un expected cnauge of affairs Foley was taken quae by surprise, and without further ado gave t" officer Van Arsdale the stolen watch and ring>, which were identified by the owner. Yesterday morning tbe accused was takeu betore Justice Kelly aud committed to prison for trial, without bail. The name nnd addfess of Mrs. Virtu's leinale triend did not appear. — N. Y. Hamid. How a Camasche Looks.—A letter from the Indian Council at Fort Smith, says: Tuere was a fresh arrival Inst night of dusky denizens ot the prairie. The Ca mancbei and Caddos came in. The former have long been the tenor of the plains. They are reputed arnoug the best horsemen in the ■world. Tney are athletic, stalwart, stout looking men, and considerably above tiie usual size of the Indian. They have enur in’.as heads and great muscular development. Th< ir heads measure trow 23 1-2 to 24 inches, la the size of tbs head is the only resem blance that I can discover between the Ca maucbe and the Webster. Their bills at the clothing store by the year would probably range irom 75 cents to #l. Among their ■women are to be seen a great many Miss Flora McFlimaeys, having literally “nothing to wear,” or nearly so. The Southerners aver mat the returned rebels have been badly treated by Balti moreans, and they are bound to revenge them by spending their money somewhere | el»e. Consequently the Southern trade ot Baltimore has been transferred to the Em- | pire City, and the Baltimore merchants who i have valuable Southern business connections 1 are following it there.— Washirytcm R>- I publican. A Court Martial assembled in Washington on Wednesday for the trial of Gen.
