HON. A. H. STEPHENS.
The hearts of thousands, not only in Geor
gia but throughout the lr.nd, will be gratified
by ibe intelligence brought by telegraph last
evening, that Hon. A. H. Stephens ieft Wash
ing'on on Saturday last for his home. He
had an interview with the President on the
day previous, and no doubt returns to Geor
gia ful'y informed ia regard to bis (Mr. John
son's) views and wishes in reference to the
final adjustment of our late uubappy difficul
ties and the reconstruction of the Union.
Mr. Stephens will no doubt be present at the
Convention in Milledgeville, where bis con
summate statesmanship and thorough
knowledge oi the policy which governs the
administration will be ol great assistance in
shaping the action of the Convention, so that
While maintaining the lights, interests, and
power ol the State, it will sec ire a speedy,
satistactory, and, we trust, durable adjust
ment of our political relations with the States
of the Union.
THE CROPS A.\D HIGH PRICER.
The fall report, says the N w York Sun,
of the Commissioner of Agriculture for the
month of September, is less enc mraging than
was generally predic ed. It appears, also,
that the aggregate wheat crop of the United
States will he considerably under the aver
age. and is in nearly all the States defective
in cuelity. In the Middle States and Ohio it
was c msiderably injured by the weavil, and
in all the Western States the crop was dam
aged by the protracted rainy season which
occurred in harvest time. The c 1 u crop,
however, is excellent, and the. unusually
large yield will, in some meagur -, compen
sate for the deficiency of wheat. The wet
weather which injured llie wheat crop came
just at the time vrtion corn is most in need of
raiu, and gave the crop an excellent start.
The Commissioner of Agriculture fur
nishes, also, some statistics concerning the
crops in Europe, from which it seems that
the falling off there is very large, and that
the demand from foreign countries will, for
some time to come, be one-third larger than
usual. The United States will have to sup
ply a considerable portion of this deficiency,
■and the effect will probably-be felt in our
own markets.
Theee unpleasant facts, taken in connec
tion with the advancing cost of provisions,
of fuel, and of clothing, indicate a rather
cheerless future for the laboring classes in
this country. Prices continue to go up with
alarming rapidity. Coal, flour, butter, ba
con, cotton cloths, all articles of prime ne
cessity, have advanced teu, twenty, in some
instances silty per cent. Scarcity alone is
not the Cause of these unprecedented ad
vances. It may be ascribed in a great degree
-tfit the depreciation and fluctuating value of
our circulating medium, the “green backs.”
When will we have a return to tho specie
basis and see the eud of these inflated prices?
We look in vain for an answer to this in
quiry in the linancial articles which appear
,5n the leading commercial papers. Their
predictions are as varied as the colors of the
rainbow ; for while our labors to prove that
the new proposed loan will tighten the money
market and reduce prices, another with
equal logic shows c inclusively that money
will be plenty, and that greater inflation ia
sure to follow. We have seen it slated that

stop inflation in a gradual manner, but the
Government which needs income and re
venue receipts cannot depress trade by any
ultra measures. If the prices of the leading
articles ot dai y "consumption could be kept
* within reasonable bounds, wj see nothing to
prevent years of immediate prosperity and
contentmeni among ail classes of people.

Proposals for Mail Service for this
State Invited.— Mi. P. H. Woodward, Spe
cial Agent of the Pott Office Department,
whose arrival In this Stale wa» noticed in tbe
Herald (tome weeks since,. baa issued the
following :
“Tbe Post Office Department is ready to
enter iuto contracts lor temporarily supply
ing tbe mails to offices on route’s off from

maximum rale* allowed are us follows : For
once a week service, $8 per tube per an
num ; twice a week service, sl6 per mile
per annum ; three limes a week service, $22
per mile per annum.
No proposals at a higher rate of com
pensation than the above will be considered.*
The Department is anxious to restore mail
facilities to tbe county seats and the other
important offices ot Georgia, at the earliest
day practicable.
Tbe existing postal law requires that all
unpaid letters be Bent directly to tbe dead
letter office. Letters bearing ’stamps ot the
old issue and internal revenue stamps are
treated as unpaid. Many do not stem to be
aware of these facts.”
Discontent in Germany A letter from
Magdeburg says that general disc intent per
vades thq, working-classes iu Germany, not
only on account ot tbe question of wages,
but political questions. Tbe agitation is
greatest in the Rhenish proviuces. At Bonn,
Dusseldurf, and also at Crevelt, in West
phalia, which has become an important
manufacturing centre, tbe workingmen open
ly display tbeir hostility agaiust Herr Von
Bismaicx, wbo in bis circular to tbe various
syndics would bring things back to the
feudal system. At DußsWdorf and at Sollngen
the troops have been obliged to interfere.

Boston for the manufacture of pork out of
pig iron.
—A correspondent of the Boston Travel
ler, asserts that orders for Dr. J. G. Hol
lands (Timothy Titc >mb.) Life of President
Lincoln, are accumulating at the rate of one
thousand copies a day.
—Matilda Heron is playing an engage
ment in Mobile. Tho Montgomery theatre
has been opened by Mr. Bates. Martha
Wren is the chief attraction.
Col. Jacques, of Edmund Kirke, Rich
mond niis-ion notoriety, who has beeu on
trial at Louisville for c irninal participation
in an abortion ctse. has been discharged.
—Maj. Gen. Foster has gone on a tour
of inspection through Eastern Florida. He
will probably visit also Pensacola and Key
West.
—A farm is to be selected somewhere in
the region of Jacksonville aud set apart as a
home for tho aged, infirm and destitute of
the treed people.
—A gentleman in Albany, named Morse,
was engaged in shooliog rats last week,
when the pistol accidentally exploded, kill
: itig his little son ten months old.
—An old lady inquired at one of the rail
way Stations what time the 7.46 train would
start, and was told a quarter before eight.—
“Bless me !" she exclaimed, “you're always
changing the time on this line.”
—Miss Muloch, the novelist, lia9 become
Mrs. Cralk, having married the aon of Prof.
G. L. Craik, the eminent author of the
“History of English Literature.”
—Ex-Gov. Allen ot Louisiana, is in Mexico,
and is learning the Spanish language for the
purpose of teaching school to support him

—An Irish dragoon, on hearing that his
widowed mother had married sinoe he quitted
Irelaud, exclaimed: “Murther! I hopo she
won't have a son older than me; if she does
I shall lose the estate.”
Mrs. Godfrey cowhided Bernard Lacy,
a young gentleman of Lawrencebnrg, In
diana, for making disparaging remarks about
tier daughter. For this application of God
frey's cordial, she was fined one cent and
costs.
—An army surgeon named Williams en
tered a New York bar room, put 50 grains of
morphine in a mixture, drauk It, bid the bar
keeper good-bye, and in less than half an
hour died.

TO THE PUBLIC. •
In the Savannah National Republican of
Saturday morning, I have been made the
subject of quite a lengthy article from the
pen of the editor of that sheet. Although it
dots not give my correct name, yet It is well
known that I am the person alluded to.
I must confess that the blackguardism of
this erudite assaiior had it emanated from
anything like a respectable source, might
serve to give an unknown personage like
myself—a plain unassuming journeyman
printer-some public notoriety that would
bring me before the attention of the com
munity, aQd might, at a future day, prove
somewhat advantageous in making me a
great and influential public man. But, com
ing as it does from the remains of a once res
pectable and decent journal, published, it
seems, as an organ for ignorant aud unedu
cated negroes, by one who lias expressed
himself as one of them, I fear tho notoriety
he gratuitously bestows upon me, were I not
to make some response, might prove detri
mental to the good character I have hitherto
enjoyed in the City of Savannah, which has
been ray place of residence for several years.
This man Hayes—the man with the “ dis
ordered mind," the man who wishes the
public to know be does not write with a
“malicious intent,” —(if he does appropriate
other people's property in a “malicious man
ner,”)—seems to be laboring under the im
pression that I have been promoted from the
“case" to the editorial chair, and that I am
the author of the articles published in the
City Advertiser, which paper, though a little
one, it is true, is 'presided over by well
known residents of Savannah—respectable,
decent, upright parlies—who have always
enjoyed the reputation of being high-toued,
dignified gentlemen, which title, I believe a
majority ot our people will agree with me, is
one to which this mau Hayes has never yet,
and never will have any claim whatever.
For the information of all who may take
any interest in the Controversy nowjjoing on,
I would respectfully state that 1 am not the
author of tho articles in regaid to this man
with th* “disordered mind” and “malicious
intent”—my buaineas is to “s*t up” and
print editorials, not to manufacture them.
As regards my being honest,- &c., I would
refer- uil desirous of ascertaining, to Mr. F.
W. Sims, the proprietor of the Republican,
in whose service I bad the honor to be em
ployed for something in the neighborhood of
four years, as foreman of that paper; to Mr.
Samuel \V. Mason, of the Herald, with
whom I have had considerable business
transactions; to Mr. E. J. Burse, an old and
respected citizen, who paid me in good
“greenbacks" for my services, while John
E. Hayes, for some time after he possessed
his establishment, paid his employes with
government grub, and dealt them out short
rations at that. In fact, I have no hesitation in
reterring to any of the respectable citizens of
Savannah.
As regards his fling about “washerwo
men's bilis,” I have only to say that I have
been housekeeping fdr some years (a posi
tion to which be will rn ver attain iu this
community, on a white boal-) and have al
ways bad my washing done at home, where
I kepi employed one of bis African proteges
lor that purpose, and paid her for her ser
vices.
If I make no further reply to this man
with the “disordered mind," I hope the
publitf will attribute my silence to the fact
that lam no uew spacer scribbler,and that he
will be lairly dealt with by the City Adverti
ser, which journal is sufficiently able to do tbe
i/.-ortAy individual lull justice, without tbe aid
ot my bumble pm, w hich has never yet been
tutioduced to tbe public from tbe editorial
sanctum. Should I ever be so fortunate as
to occupy that position, I hope to be able to
make the announcement from my own (uot
