Constitutionalist of the 20th inst. :

. Special Orders, No. 505 —Extract No. 5.
It has been represented to the department
ihat Commanders of military posts and dis
tricts in Geoigia, and particularly Brevet
Brig. Gen. C. H. Grosvenor, Provost Marshal
General, and Brevet Major Gen. King, com
mauding the district of Augusta, have as
sumed to decide questions of contracts auti
conflicting claims of property and documents
of title as between private persons in which
the government 19 not concerm and. All such
acts and proceedings on the nart of military
authorities jn said State are declared by the
President to be witjbout authority, and null
and void. All military commanders and au
iborities wilbin said State are strictly order
‘ cd to abstain from such act, aud not in any
way to interfere wiib or assume to adjudicate
any right, title or claim of property between
private individuals, and to suspend all action
upon any orders heretofore made in respect
to the ownership or delivery of property and
the validity of contracts between private
persons. They are also forbidden from beiog
directly or indirectly interested in any sales
or contracts for cotton or other products of
said Slate, or from uring or suffering to be
used, any government transportation for
transporting of cottoo or other products
■ of said State, for or in behalf of private per
sons on any pretence wuatever. Military
officers have no authority to interfere in any
way in questions of sales or contracts of any
kind between individual, or to decide any
quevtion of property between them, without
special instructions from this department
authorizing their action ; aud the usurpation
of such power will be treated as a grave
military offence. Major Gen. Stediuan, coin
mending the department of Georgia, is
specially charged with the enforcement ol
■his order, aud directed to make report as to
any acta, pr'Ceedings or orders of Brevet

The Election at Port Royal.
The New South of Saturday, says :
\ Tbeehciion in ibis precinct, on Wednes
day, for Senator and Representatives of the
Slate Legislature, parsed off wituout any ex
citeoieui. Ii was supposed that there would
be but one ticket in tiie field ; but, on the
morning of the election, a ticket was circu
lated, headed by Abram Mucherson (colored)
'lor Senator. We give be.ow the official re

Low Stage or the Chattahoochee.—The
Eulaula News of the 12th inst., says:
• “The Columbus papers still turn a deaf ear
to our entreaties to break up their little set
tlement and come down here where we have
much river and lots of steamboats. Frour the
following it would appear that the Sun and
Times, is no admirer of the w ater-fall, at
least,, in one sense. If he wout coute down,
the river will, and of the two we believe the
editor is the more obstinate.
The Chattahoochee is becoming smaller
and beautifully less day by day. The sand
barm the centre ol the stream below the
bridge has reared iue.f above the waters—
TW waters are rapidly playing out and the
nver up here is almost woru,k-ss. One of
the largest creeks that once flowed through
Girard has disappeared, the other has turned
into a river ami ptomises to toliow the ex
ample ot its sister. Even if a heavy rain
were td fall, we believe tbe river would re
fuse to rise-out of her obstinacy.’’
English Detectives among the New York
Fenians.
A dispatch to the Philadelphia Ledger from
ISew York, Oct 18tb, says;
“The Executive Committees of several of
the most prominent Fenian Clubs are in se
cret seeiion, this afternoon, supposed with a
view to checkmate the operations of sundry
British detectives, who are said to have ar
rived here for the purpose of watebipg their
movements, so far as they contemplate opei
alions in Ireland. Certain parties who have
recently been initiated luto-the Clubsare sus
pected of being Brliish spies. -To eject them
and render it more difficult for others to prac
tice a like imposition, is an objtct which

111. Minors, white refugees, and freeu
children whim;;! natural guardians ; with the
couseut of tbe nearest or most convenient

dren of tbese classes, with tbe consent ot
their parents, may be bound out until they
arrive at twenty-one years of age in the case
of males, and eighteen in the case of females,
or for a less, period.
IV. Children of 14 years of age and up
wards shall have tbe right of selecting their
own master or mistress, provided the person
thus designated is not unsuitable.
V. Children will not be bound out to per
sons who were unjust and cruel to slaves
formerly.owhed by them, or who have been
guilty of such acta to tbe freedmen since
their emancipation, or of immoral or of
known violent aud unreasonable temper, or
who are otherwise, trom any causa, unfitted
for the responsible position ot master or mis
tress.
VI. The experience of many years has
shown the expediency and wisdom of a well
digested and carefully guarded system of ap
prenticeship ; it has also demonstrated the
necessity for the sake of individuals, and to
provide tor the peace and welfare ot society,
of confiding the care and education ot chil
dren to such parsons only as are fitted for
the task.
Officers and Agents of the Bureau are
therefore directed to scrutinize, with great
care, the character and reputation oi any
person desiring to have cbildreu bound out
to them, and will, in all cases, withhold their
Consent, unless satisfied, by reasonable
proof, that tbe parties are not of the class
referred to in Par. V.
VII. The Ordinaries of the several counties
of this state, in whom is v.sted by tbe laws
hereof, tbe right to bind . out orphan poor
children, are hereby authorised and request
ed, in compliance with the terms of this cir
cular, and with the approval of the nearest,
or most convenient officer or agent of the
Bureau, to bind out the classes of persons re
ferred to iu Par. 111, to the end that the
transaction may be entered upon the records
of their court, and become a part of the per
manent records of their respective counties.
For the performance of thitf duty, Ordinaries
will be -’ntilled to receive the fees prescribed
by tin la vs of the State for similar service.
VIII. A* tbe mode prescribed in the pro
ceeding paragraph accotds with the laws and
usages of this Slate, and may possibly afford
tho parties better opportunities of enforcing
their rights after the Bureau shall have
ceased to exercise its functions, all officers
and agents of the Bureau are directed to give
it the preference, and not to exercise tneir
authority directly, unless the Ordinary of
thecouniyin which the parties may reside
shall refuse to perform this duty
