The nomination of Major (ha. Banks, says
tbe New York Tiibuae, by the Republicans
of the Sixth Congressional District of Massa
chusetts, establishes au important precedent
in favor of the Euglish system of selecting
candidates for the National Council for any
part ol the country. As Congressional talent
is not always distrihed geographically, this
system will enable minorities to command
the highest talent to represent their views ;
and it seems to us the most effective method
of securing an early and adequate hearing
tor struggling truths. For example : Sup
posing that in a given district a certain un
recognized political truth had beeu accepted
so generally by the people that they were
anxious to have it represented in Parliament
or Congress, it might happen—it often does
happeu—that there might be uo ruau within
their territorial limits who was fined to do
it justice in a great national body. They
would have candidates, a plenty, of course ;
but when they might send Mills, Fawcett or
Hughes in England, or Emerson, Cary or
Bryant in America, why then be forced by h
mere custom to send Torn, Dick or Harry
from their immediate neighborhood ?
Whether Gen. Banks technically lost bis
residence in Massachusetts or not, it is cer
tain that he was supported by many who
were indifferent to the fact; who voted lor
him not beOMse he was living in the district,
but because he was their representative
man. It is a good precedent.
A Story of Lord Palin«r,ton.
Tho London Court Journal tells the fol
lowing story of Lord Palmerston, whom it
styles “the glorious old boy”:
"The great key to Lord Palmerston’s un
dying popularity is that he knows the Voice
of the people when he bearsjt, and can tell
when it is raised in earnest; whilst his col
leagues or subordinates ‘Poo-poohl’ and put
their fingers in lheir ears. Many years ago
Mr. -Grunnclsoh, the correspondent of an
English daily paper at the camp ot Don Gar
, los, was taken prisoner by Espartero, and
was oenteoc&l lo be shot as a spy- On the
arrival of the news, Mr. Michetl, the manag
ing proprietor of the paper, went to Lord
Palmerston, ringing his Lordslup up iu the
middle of the night. Lord Palmerston
wrote a despatch, sealed it, aud gave it to
Michel), with instruction to proceed at once
to the cabinet messenger. Who had just re
turned from Vienna. On arriving, the mes
smger was in bed, but, to Mr. Michell’s sur
prise, came down iu ten minutes, booted
and spurred, and all ready torajourney. llis
orders were to start for the ChrUtiuo’s head
quarters at once, to travel night and day,
and to spare no expense, lie started, aud
by incfbdible exertion—the railway system
'was iu its infancy in those days—presented'
himself at the entrance to Esuartero s tent at
the very moment when poor Grunutlson was
waiting amongst a crowd of Chapelchowries
the arrival of tlie-firing party. ‘Wlmt's your
business?’ ‘I come-from Lord Palmerston
to request that the Englishman’s life may he
spared.’ ‘lmpossible ! he's a spy.’ ‘Head
that!’ pulling out his despatch. The grim

little despatch—there were only three lines,
never transpired ; they were ‘neither deep as.
