Au interesting epoch occurs iu the history of Sa
vannah to-day, by the relinquishment of military
rule and the accession Instead of-municipal authori
tv. The sceptre of power passes from the hands of
Major General Brauuan and his subordinates to the
custody of the Mayor ami the city fathers, in accord
ance with Military announcement made several days
since.
While our citizens have naturally and very prop
erly desired the restoration of civil rule, we have not
in any way, we take great pleasure in saying, suf
fered in the slightest degree, from the presence of
the military, which has been since the first occupa
tion of the city'by General Sherman, nearly a year
ago- Neither the Federal soldiers nor officers have,
escept in rare and exceptional cases, exceeded the
proper and decorous bounds of conscientious duty.—
So far as deportment ami good order are concerned,
we have been singularly fortunate in this city.
1 The withdrawal of the Federal Military authority
whenever it takes place, will devolve upon the Mayor
and Council the most delicato and Important dulles
lu the reorganization of an effective force of police
duty.
When tho military are entirely withdrawn there
must be no disorder and no popular outbreaks be
tween the races. After the demoralization and try
ing events offou r years’ war, we believe there should
be organized In every community of the State a
force to perform police duty ; and as all. the signs
point to a speedy removal from Georgia of nearly the
whole military force of the Federal Government, tlte
attention of the Governor cannot be too early directed
<o the organization of a police force for the mantaiu
ance of law and order, aud for the protection of
all classes and colors from tlie remotest contingency
of violence and lawlessness.
TnE Market as a source or Revenue to the city.
—To-day the civil authorities will resume the Govern
ment of the city of bavannah, and assume all its ex
penses. As everything that will yield any revenue
to the city will have to be looked after and its earn
ings husbanded,wc have collected some statistics of
the city market, to show tlie amount of revenue it
should yield to the city. The market should contain
£4 beef stalls; there are only 29, five of them having
been destroy ed under military Jurisdiction, corner
beef stalls were rented at SSO per annum, and mid
dle stalls st:>. The city assessment for corner beef
stalls Is $57 60; and for middle stalls S7O 50. The small
meat stalls number 35, all in good order, and 33 are
rented. Under military authority corner stalls were
rented at the rate of 25 per annum,and middle stalls 20.

middle stalls. There ard 31 vegetable stalls and 30 of
them are rented at $25 per anuum by the military.
The city assessment is the same. The coffee stalls
number 10, and were rented at SSO per annum each
by the military ; city assessment s2l per an
num. Bread stalls 5, rented under military auth
ority at $25 per annum ; city assessment same. The
flsii stalls are not rented, tlie fees being collected
according to tlie amount of produce offered for sale.
Tho market, wc learn, will by strict economy iu ex
penditures, yield a revenue annually of $5,000 to 6,000
This will greatly depend, however, on the amount of
produce brought to the market, on which fees are
collected. An increased income can also be derived
by putting up each stall to. rent seperately at public
auction ; in many Instances, coffee stalls which are
now assessed by the city at s2l, would readily at
auction bring over one hundred dollars.
We annex the following as tho income from the
market for-the several years.

Arrival of Stiomers Yestcrbay.
Arrival of the first Steamer of the Balti
more ANn SAVANNAH STEAMSHir COMPANY.—The
screw steamship North Point, from Baltimore on tho
28th, arrived In port yesterday afternoon. The
North Point Is the first of a weekly line of steamers
to lie run between this city and Baltimore. She is
succeeded by the Fannie, and these two steamers are
to run alternately, leaving either end of the route on
Saturdays. The Richmond, a fine first-class side
wheel steamship, is soon to be added to this line.—
The establishment of this line of steamers between
Savannah aud Baltimore marks an important epoch
in the commercial history of Savannah,and adds an
other assui ancc that our city is destined to assume a
commanding position as regards the trade o f
the South. With our railroad connections complete
with the cities of the interior, the tide of commerce
will naturally flow through Savannah to the great
mails of the North, witli which our communications
are becoming so numerous and complete.
The Baltimore line oilers peculiar advantages both
to shippers and passengers; as both freight and pas
senger will tie forwarded through to New York at
the rarne rates nSby the New York, steamers, while
the risk to freight and tire discomfort to travellers,
attendant upon a long sea voyage, are greatly di
minished. A consideration of no trifling moment, it
is too, that the markets of Baltimore and l’hiladel,
phia can bo taken on the same journey, without go
ing out of the way. Tho sea voyage by the Baltimore
is only of about forty-eight hours’ duration, two
hundred miles of sea-travel being avoided. The
North Point Is stanch,fast and beautifully fitted up for
Passengers,'and is commanded by Capt.C Smith.

Arrival ok the Zodiac. The steamer Zodiac,
Capt. Bulkely, from New York on the 2Tthinst.,arrived
last evening. We are again indebted to Purser
Scranton for favors.
Arrival or the Nevada.—The steamer Nevada.
Capt, Carpenter, of Brigham, Baldwin & Co.’s line,
arrived last evening. The Nevada left New York on
Saturday afternoon last and. as will be seen made an
almost unprecedentedly quick run, of seventy hours.
AVe are indebted to the oillclaUng Purser of the Ne
vada for New Ybrk flies of the 28th.
Presentation— First Lieutenant w. C. Brooks,
Cos. K, 12th Maine Vols., was on Saturday last pre
sented with a Gold Watch, chain, and Charms of In
dividually-given Gobi Pieces, by the member, of his
gallant Company, whom he has so often led to vic
tory.
The Watch Is a very elegant one, being of the
Waltham first quality, »||ghteen caret fine gold, has
heavy cases, engraved, aud was por
chased for the sum of $3Ti from Ferdinand Brown
Jeweller, of this city.

The Ten O'clock Rule Done Aivay With,—With
the establishment ol civil role iu lire city again, ihe
military regulation requiring the billiard and other
saloons of the city to be closed at ten o'clock, will
be done away with. The patrons of O’Meara’s Bil
liard Rail, on Bay street (whose name is legion} aud
of the other popular resorts about town, will here
after be allowed the recreatiuu which the confiqing
labors of the day make indispensable.

Samuel L. Martin applied for and obtained a Pos
sessory Warrant against John S. Zoucks, for one
roan horse, of the value of $125. The return of the
Sheriff showed that the property was not in his bail
wick. Upon examination of the case it appeals that
the plaintiff and defendant are citizens of Liberty
county, Ga., aud the horse is in that county ; shat
there is no concealment of the property or fraud
practiced, the horse being branded with the letters
U. 8., and having been given to defendant by the A.
Q. M.; whereupon it was ordered by the Court that
the writ be dismissed lor want of Jurisdiction, ac
cording to the Act of December, 1821. W. S. Bassin.
