The arrival of one of the vessels of the Russian-American Teiegraph Expedition at Plover Bay. on the coast of Asia, furnishes details as t • the progress of the Expedition. Col. Btilkley has sounded across Behring's Straits, and found the bottom of the Straits quite as favoiable for the laying of the cable aa was anticipated, being shallow and ex posed to the southeast gales. A party was about to explore the river Yon Kou or KiocbpacA in a small steamer, thirty-five teet long. They will proceed to the head of navigation and then across, with reindeer or on foot, over the ice and snow, until they Strike the settlements in British Columbia. Col. Bulkley’s party found the ice earth ou the American side thawed to an average depth of ten inches, but frozen solid below to an unknown depth, on their arrival in September. The A'ialic coast was found eulirely des titute of timber, and more mountainous than the American. The grcuod was fund thawed to a depth ot thirty inches, and frozen solid below that. Harbors were selected on both shores, well suited for landing the Cable. When the vessel lslt, ice was forming con stantly, the northwest winds were bitterly cold, an 1 winter wa- approaching rapidly.— The other ves>ds of the Expedition were ex pected to return soon. The party lound the Indians, on both sides Os the straiis, well-di po-ed and capab e of being made useful to the enterprise. H, aliuded to in our summitry of news yesterday us hav ing created a great sensation In the political world: New Yoiik, Tuesday, Oct 4 "The United States Government received information lately from its Consul at Alex andria t tint the Emperor, of the French was organizing o foice "1 Egyptian troops for ser vice in Mexico. A Cabinet discussion was immediately held upon the subject, and 'he result is announced in a despatch just sent to Frai Cl- by Mr. Seward. Iu this dispatch the Uuiied Stales Government states, iu very' doeided language, that it will not per mit additional troops to be sent to Mexico by France, and tbat the further intervention in the affairs of that country by the Emperor of the French may lead to a serious misunder standing between the two Governments." The New York correspondent of the same paper follows up the telegram with a letter full of unscrupulous invention, of which the following extract is a sample : "The Americin Government and people believe that the Monroe doctrine is wise aud necessary, that Napoleon has violated it, and that if lie does not re ire voluntarily he must "be male” to go. Whether, when it came to the point, the people would be willing to enter into a war witli France, and where they would get tlie money to make war with, are questions I cannot attempt toanswei.
