This body adjournal on the BUi inst., having boon in session just two weeks. It is hardly nt < rssarv to say, wlmt has been so apparent to the public, that in the discharge or’the important duties which have devolved upon it, there ha* been evinced l looghout, a degree ol' industiy and ability, >inpted by an earnest desire to art lor the >, t and highest interests of the State, that 1,., successfully challenged the respect and st uiration of not.only the people of Georgia, t;tt of the whole country. Its deliberations vtcia characterized by dignity and harmony, nud, we may add, with unamimity.also upon all the grave questions that passed under ■ onsideration, save that of the repudiation of the war debt, upon which the re was al most an equipoSbof the assenting and dis senting views of the Convention, as indies ted by the closeness of the vote decisive oi its fate. Os the multiplicity of matter disposed of by the Convention, the most important arc the adoption of anew Constitution nicking important changes in the fundamental law of the State, which we shall publish in full at an early day; the Ordinance annulling the Act ot Secession, the reorganization oi the Congressional Districts : the aMition of slavery; authorizing the Legislature to en act laws for the benefit of the freedraen; the repudiation of the war debt; a memorial to the President for the relief of all persons ex empted from amnesty: a resolution declar ing that all private contracts made dmiug the war shall beheld valid and shall he set tled upon equitable priuciplea; authorizing the erganization of a police force in each county of the State, which meets with the approbation ot President Johnson; and a memorial to Secretary McCulloch, asking transfer of the assessment of taxes upon real estate until after the meeting ol Congiess, and that the assessment be made on the present value. Au adjournment was made 'subject to the rail of the President or the Executive within aix months. i.f.GISLATI'RE OF SOUTH CAROLINA* This body assembled at Columbia, S. C., on the Cth inst. The correspondent ot the Courier reports that in the Senate*, Governor Perry 's plan of legislating, with reference to the final passage of a Bill, came under im mediate consideration by way of a resolution from Mr. Tillman (the Executioner of the Parish System) and was disapproved by a decided vote of the Senate. From resolutions passed in Ikuli Houses the disposition and intention of the legisla ture are manifested to remain in session until its legitimate labors are concluded. Mr. Wagener had offered a resolution that the new code of Laws for the Freedmen re quires a mature, serious and well digested judgment, which can best be formed by a consultation of the members ot the two Houses with the wise and experienced of their constituents, and by a careful inquiry into such authoritative works, as may treat on similar subjects, and are fur the most ol us inaccessible now ; and also in deference to public opinion generally. William Henry Trescott, Esq., had made his report to Governor Perry on his mission to the Federal Government in relation to the lands confiscated in South Carolina, •which was as favorable as could be expect ed. Mr. Trescott concludes his report as fal lows : I cannot conclude this report without ex pressing to your Excellency, and through you to the Legislature, my ' profound sense «>f what this State owes to the w isdom and courage of the President's policy. It has Laved us from destruction that would have been a.3 rapid as it was ruthless. In the readiness with which I was permit ted to lay before him your Excellency's sug gestions—in the considerate attention given to the interests I was instructed to repre sent—in the just and kindly appreciation of the difficulties with which the Stale was surrounded—in the judicious policy which General Howard was authorized to pursue, j. found still further evidence of that sincere desire to aid the State in her trying position, which I feel it my duty thus gratefully to acknowledge. 1030 JOBS KUSSKLiL. Tins will be only a temporary arrangement until lbe strength of parties is tested in the House ot Coimnous. One of the questions liy which this test will be made will lie Parliamentary Reform. Lord John Russel! is unfriendly to the ex tension of Urn suffrage. He was distiosed to go tarther than Lord Palmerston ou this question, although not inclined to meet the ■wishes of the Radical party, by whom he was esignated in ridicule as Fiualty John. Lord John Russell is not regarded as aman rj ;the highest order of ability. He is better 5.3 a party manager aud debater than as statesman. His diplomacy has has been much ridiculed on two occasions.
