The Major-General commanding isinlorra ed that the impression prevails among the freedmen that the Governmentot the United Stales will ou the coming Christmas day, di vide among them large quantities of land, and that in consequence of this impression many of them refuse to enter into contiacts .to labor beyoud that day. In order to correct this ertoneons impres sion. the coromandauta of the several Dis tricts will immediately detail proper officers and seud them into every county, and, as far as possible, into every neighborhood within their several commands, to explain to the treed men that the Government has neither the mlenUoa nor the power to meet these expectations, and to urge upon them the absolute necessity which exists that they should make proper contracts to labor during the coming year. Officers will be selected w ith great care for this duty; ftiey will consult with the princi pal inhabitants of the location to which they ! may gw. and through them will endeavor to j meet and converse with those of the freed- j meu who possess the greatest iutiuence over theirffellows. Constitutional Amkndmknt —The amendment to the Constitution making the holding of slave-.s in any State or Territory of the Union impossible, has been adopted by the follow ing States : Illinois, Fell. 1 1565, J Virginia, Feb. 8 , Rhode Island, Fell. 2 Indiana, Fell. 13, Maryland, Feb. 8, Nevada, Feb. 16, Massachusetts, Feb. 3. Louisiana, Feb. 17, Pennsylvania, Feb. 3, Missouri, Fob. 24, West Virginia, Feb. 8, Wisconsin, Feb. 22, Mieliigau, Feb. 3 Vermont, March 9, Maine, Feb. 7, Tennessee, April, 5 Ohio, Feb. 8, Arkansas, April— Kansas, Feb. 8, Connecticut, May 4, Minnesota, Feb. 8, lowa, June no, New Vork, Fob. 3, New Hampshire, June so- South Carolina, November 13, 1865. It has been rejected by the following States: Delaware, Feb. 8, New Jersey, March 1, Keutucky, February 23. Twenty-seven States are necessary to the ratification of the amendment. Twenty-five States have already accepted it, as above stated, New Jersey decided, last Tuesday, to make the number twenty-six. The Legis latures ol California, lowa and Oregon, will meet in January, and as they are largely anti-slavery in sentiment, their votes may be set down as certain, making over the constitutional number—twenty-seven. North Carolina, Georgia, Alabama, Mississippi, Florida, and Texas will all from present in dications, ratify the amendment, so the thing may be considered as done. Foreign Niw*. By the arrival of the City of Washington at New York, and of the Belgian off Father Point, we have five days later news from Europe. No official announcement has been made concerning the new Cabinet. A Council of Ministers was again held ou the 30th, but nothing transpired. It appeared certain Lord Clarendon would be Foreign Minister. The Daily News fully anticipates a Minis terial Reform Bill in the first session ol the new Parliament. The Morning Post thinks the success of a Ministerial Reform Bill extremely doubtful. The nation is too indifleTent. The long expected visit of the Prince and Princess of Wales to Liverpool took place on the 31st ult. The Royal parly reached Kuowsley, near Liverpool, the seat of the Earl of Derby, on the previous evening. In Liverpool great preparations had been made by the Corporation, and also by the general body of the inhabitants. The whole route through the town was barricaded, in expec tation of an immense concourse of people ; and the numbers were certainly even larger than could be supposed. The number of flags and colors of all nations displayed was immense. Water street was a complete bower the whole of its length. The visit was nominally only a private one; no state was observed, the procession merely con sisted ot a lew mounted police to clear the road and bring up the rear. The Prince and Princess were seated in an open carriage, and appeared both very satisfied with ttie warmth of the ovation they received. No serious accidents were reported. The weath er the whole day was beautiful. A copy of a letter from the Foreign Office had been sent by the Commissioners of Cus toms to the various British outposts, stating that ad restrictive measures on United Status vessels of war in British ports were to be given up. The Paris correspondent of the Morning Post says: “ The public were some time ago prepared for hearing that the Freuch government de sire to withdraw the French flag from ttie new Mexican Empire, always providing that such a step cau be taken without endanger ing ttie throne and government of Maximi lian. Such intentions have of late assumed a more decided character. The Emperor of Mexico will recruit more lively in Auslria and Belgium, and it is proposed to permit French officers and men to take tbd oath of allegiance to the crown of Mexico, it iuelincd to do so. lu time, therefore, the Emperor Maximilian will find bimsclt surrounded by force s entirely uuder his own flag. France will have performed an expensive duty. It is scarcely to be supposed that auy govern ment ol tue United Slates could wish to re place such a slate of things by promoting the return ot the past republican confusion, an archy and brigandage. In course of time public feeling in America may decide on ac knowledging the liberal sovereign aud gov ernment now striviug to bring Mexico up to the civilization aud progress of our age ” . . l *‘. e -Uh, a respectable-looking man, giving Ins name as Lieut. Jas. Henry Luier, ot the 9th Connecticut Volunteers, was ar rested at Dublin, on the arrival ot the steam er irom Liverpool. The prisoner was fouud to have m ins possession a seven-barrelled revolver, two hundrea rounds of rifled patent cartridges, said to be poisoned, a box ot patent percussion caps, four military drill books, lour commissions, bearing his name, to serve in the Connecticut Volunteers as Lieutenant and Colonel, and also the sum of 4:1, 81b m gold, supposed to be lor the pur poses 01 henianism. The prisoner stated that he. returned to Ireland to sec an uncle and intended shortly to return to America -1 The prisoner was remauded tor further in quiries.
