Hamburg B.C.| Cotton Market. The price of cotton in the Hamburg inaket on Saturday, Dec. 2, from wagons was from twenty to twenty-eight cents in gold, and from thirty-five to roffa five in currency. Middlings in Augusta, same day, were quoted at 40 to 42c; good middling 44 to 46c The President's Police in Rbferenck to Trade and Finance— The Washington cor respondent of the New York Commercial Ad vertiser, thinks the President's views on the question of trade with other nations quite as important as on the admission of the South ern members, “which is a question that he will gracefully turn over to the Senators and Representatives, as belonging to ibem.’’ The writer admonishes the high-tariff radicals that “they will find that the President is not a modern theorist. Thirteen years ago, in his inaugural address to the Legislature of Tennessee, he declared that “our Constitu tion is less republican in many of its leading features than was desired (at its forraatiou) by those who had confidence in the integrity, honesty and capability of the people to gov ern themselves." He then declared his de termination to do all in his power “to bring hack the Government to its primitive sim plicity and economy; and also confine it within the ancient landmarks as laid down by Jefferson and his patriotic associates in the earlier aud purer days of the Republic. “That President .Tonnsou adheres to this determination has been seen here duriug the past lortuight, in the preparation of the esti mates for the next, fiscal year to he submit ted to Congress. One of Ihe Secretaries had his estimates returned three times, with per emptory orders to “cut them down, "and those who have been lavishly aud extravagantly disbursing the public funds, begin to appre hend that “retrenchment and reform” is to check their prodigality. A reduction of the public expenses will justify a corresponding reduction of the duties on imports, aud it will be found that President Johnson, true to his loug-eslablished Democratic principles, will not sanction the present .high rates.— Neither will he confine his “policy” to lire late rebellion or to the Africau race, hut em brace those grave questions of finance autl trade which have almost been lost sight of during the war.” A.n Important Cask at Richmond.—A case ot much, interest here and in mauy cities of the South, is pendiDg before the Court of Conciliation at Richmond. The Times of that city thus states the [acts involved : It seems that Messrs. Stellman, Hiurichs & Cos., a wealthy firm in Baltimore, deposi ted with 11. T. Poster & Cos., at various times in 1862 aud 1863, considerable sums of mo ney in Confederate notes to await orders for investment, or to be returned in the same kind of currency. No orders were given for investment, and in 1864, Foster & Cos., act ing as the banks did in similar cases, invest ed like amounts of Confederate notes in lour per cent, bonds of the Confederate States, in the name and on account of Messrs. Stcll mau, Hiurichs & Cos., haying first advertised, as the banks did in like cases, in the Rich mond papers, that unless depositors with drew their deposits, the same would be in vested before the Ist of March, 1864, in four per cent. Confederate bonds, iu order to save taxation on the old issue, prescribed by the recent act of the Confederate Congress. Foster & Cos. claim that such investment is a complete exemption ot all liability to the plaintiffs. The latter contend that Foster & Cos., instead of holding the inouey as special deposits, as they, had a right to do, elected to convert the same to their own use, aud made it their own by placing the same to their credit in bank, aud checking upou the com mon land as their own, and thereby became iudtbted to the depositors for the value of the amount deposited, as money had and re ceived. Much interest will be telt iu the de cision, as there are many cases, and ot large amount, involving the same principles. Precedents s Conduct.—£ t .Tames Eiphinstone wtites lo tbe Londu,.
