Although in possession of the Mes sage and Reports at a sufficiently early hour yesterday, to have issued them in an extra yesterday evening, we refrain from so doing, in deference to the well known dislike ot our people to having the stillness of the t>abbath broken by the shouting of news boys. The message of the President will commend itself to our readers as a clear and manly exposition of the policy ot reconstruc tion which has won Mr. Johnson so many friends at the South and haters at t..e North, and as affording a gratifying view of the prospective unity and happiness of the coun try under his admistration of public affairs The accompanying reports are of the first importance, and will be read with interest. The Legislature.— A speeial dispatch to the Republican confirms the opinion ex pressed by our special correspondent at Milledgeville, that the Legislature would probably take a recess until the 15th of next month, ft was decided in the House on Saturday to adjourn on the 15th inst. to tbe 15th proximo. A dispatch was received from President Johnson congratulating tbe Legislature upon the adoption of the amend ment to the Constitution prohibiting slavery. THK LAWTON AND LIVE OAK OAII. 1 HOAD SUGGESTION'S TO THE ME II (HANTSOESAVANNAH. The Branch Road, connectine th 6 Georgia and Florida systems of Internal Im provement, intersecting the former at Law ton, on the Atlantic and Gulf Road, and the latter at Live Oak, on the road connect ing Tallahassee and Lake city, about forty five miles in length, was completed in De cember last. The grading and collection of the cross ties had been finished several months ante rior to the date of its final completion, per ' haps about the month of June, when the pro gress of the work was suddenly checked by the inability of the projectors of the enter prise, to obtain the amount of rails required for that portion of the road extending from the Georgia fine to the Florida terminus, a distance of twenty-two miles. It was at this critical period that the Com missary Department at Richmond, in a laby rinth of trouble created by the question ol supplies for the Confederate armies, was vised that a large amount of corn and other articles of subsistence might be readily ob tained in Florida, if adequate means ol trans portation could be provided by the Govern ment. This important information suggested at unce to the War Department, the impor tance of an early consummation of the con nection to be effected by the completion of this branch. But where, and how, to obtain the amount of railroad iron necessary to accom plish it, was with Mr. Sedden, as with the Directory, an inquiry more easily propound ed than answered. There was scarcely an idle rail to be found in all the length and breadth of the Confederacy. Iu this embarrassing dilemma, the Secretary was constrained to resort to the only alter native left that could work a speedy solu tion of the difficulty. And that was to re move the some other road which, owing to the casualties of war, was .of no practical utility, for the time being, to the Government or to the communities inhabi ting the country over which it passed. His attention had been called to the fact by Gov. Milton of Florida, that a considerable portion of the Florida Road, extending from Fernandina to Cedar Keys, had been render ed entirely useless by the occupation of its eastern and western termini, by detachments of Federal troops. Upon the receipt of this information, an order, baaed upro military necessity, was issued for the reuliT.il af so much ot the iron of this road as would com plete the equipment of the connecting branch; which was executed in due time, notwith standing the numerous obstacles thrown in the way of its execution by the active and persistent opposition of President Yulee and the Directory. Since the collapse of the Confederacy and the inauguration of military government in Florida, Gen. Finnegan, as the legal repre sentative of the stockholders of the Florida Road, has been indefatigable in his efforts to iuduce tho military authority to enforce the restitution of the iron taken in conformity with the order of the Confederate Govern ment. Recent Florida papers contain the announce ment that the efforts of the General have been crowned with success, and that, in com pliance with the mandate of Gen. Foster, the rails are be'mg rapidly moved back. We have given this brief historical sketch, that the business men of Savannah may un derstand folly the general character and pre sent condition of an enterprise in which’their individual interests, as well as the commer cial wealth of Savannah, are most deeply in volved. We have more than once demonstrated in these columns by statements of fact and just argumentation that to make commercially tributary to our city the largest and most pioductivc portion of our sister State, it was only necessary to establish the community of interests which would inevitably follow the completion of the Branch Road to which we have adverted. In view of wbat we hsve stated, we sub mit to tbe merchants ot this city tbe import ant inquiry: wbat shall be done by them to acilitate an early supply of iron necessary to complete the unfinished link in tbe brokeu chain of direct commercial intercourse with tbe people of Florida? Railroad iron is one of the articles that cannot be purchased on credit. The stockholders have not the money jo purchase what is wanted for lue twenty miles of unfinished road. Does it not, therefore, devolve upon them to leudrr a loan of a portion ol their surplus capital, to iusure tbe immediate completion of an enterprise which, when completed, will contribute so largely to the advancement of their individual interests and the prosperity of their growing city. We feel assnred that it is only neces sary to to throw out this single suggestion of duty to secure their attention to a subject entitled to prompt and favorable considera tion. Ahrivalof Maj. Gen. Howard.— Major General O. O. Howard, Chief of the Freed men’s Bureau, arrived in this city from Beau tort S. C., on Saturday by the steamer St. Helena, Capt Ccrcopely. The General de parted again yesterday morning for Bruns wick, Ga. „ Burning of the Steamship Wkybosskt.— The New York papers received yesterday, contain tbe particulars of the burning of the Weybosset at New York, which has already been briefly announced by our telegraphic correspondent. The fire was first discovered at 4 1-2 o'clock on Tuesday morning by the night watchman on the pier, who observed smoke issuing from tbe forward bold. At once an alarm was given, and the Fire De partment responded. A copious stream of water was applied from steam fire engines, and the ship was flooded so that the fire was prevented from spreading beyond the forward hold where it seems to have originated. The facts, as elicited by the Fire Marshal, show that Captain H. W. Parish arrived here, trom Savannah, on Saturday last—that vessel being a regular packet between New York and Savannah. Her cargo consisted of lorn hundred and ninety-two bales of cotton, with an assorted cargo of fruits. Three hun dred and for:y bales of cotton had been dis charged—leaving in the forward hatch one hundred and’ sixty bales. Those hatches were closed, and were to have been opened on Tuesday and the cotton discharged. The vessel was to sail on Wednesday of the week—that being her regular day Quite a large freight of dry goods bad been already taken on board and stored in tbe after hold — the freight belonging to different shippers, who no doubt have insurance on it. The tire has been exceedingly well managed by Commissioner Brown and Chief Engineer Kingsland, thus saving a very large amount of property. Nine-sixteenths of the vessel are owned by E. J. Nightingale. He has uu insurancesof $40,000 to cover his interest.— The balance of the ship is owned by George Grinmau, of Mystic, Conn. His interest is not insured. A large quantity of the ship's furniture was removed from the ship to the dock at the time of the fire. Captain Parish is of the opinion, as the fire did not extend abaft the mainmast, that tbe damage will not exceed $15,000, on which Mr. Nightingale has'ainple insurance to cover the loss. Iu reference to the cause of the fire, Capt. Parish informed the Fire Marshal that the forward hatch had not been opened, and that lie is of the opinion that the fire was caused by combustion among the cotton ; but from what cause he is unable to say. It may have been smouldering there since she left Savan nah. The vessel is pretty well filled with water, and iu a few days the owners will pump her out, and the repairs will imme diately go on and the ship will then be put on the fine again. Cordes on the evening ol the twenty-first of November last, inflicting injuries which resulted in his death.
