Your obedient servant, J. JoHKSON, ProT. Gov. of Georgia. I do not communicate this official note to the General Assembly in any qucrelous or complaining spirit. Far from it, as will be seen in the sequel. I refer to it solely for the purpose ot enabling them to see clearly, (as I think they must!) that the controlling authority, which we all acknowledge, makes at this time a marked discrimination between them and myself, or rather between the Le gislative and Executive Departments of the State Government, now in process of re-organization. 1 should deeply deplore it, were 1 certified that this discrimination originated iu any personal objection to me. Mv ouly consolation then would be that I bad pot sought the positiou aud I should hasten to relieve my consitueuts, by declining to oc cupy it. But this is not a necessary infer ence. There are indications that some ac tion of the Legislative Department was deemed necessary, as preliminary to the com plete restoration of our State Government aud our Federal relations. Hence, perhaps, the permitted organization of that branch, whilst, for the purpose of keeping obeyance such restoration, the authorities of the United States postpone the re-establishment of the Executive branch. As conformatory of this view, the concluding words of the communication above, seem to indicate a possible future recognition of the Goverpor elect. In a matter of public concern, I would be contemptibly weak, if I found in all this any personal grief. But the question pre sented itself in view of the palpable discrimi nation between the two departments to which I have tdveried, whether I can, with propriety, ask the General Assembly to in augurate me into the Executive office, until I shall have been "recoynized by the Govern ment," whose authority is paramount. My opinion is that I cannot. Such a request on my part aud a compliance with it on their s would be considered a defiant action. It could scarcely be reconciled with a respect ful acquiescence in the declared purpose of the controlling power. Such acquiescence (so far as duty to my constituents may per mit) is the line up«n which I am resolved to move, and I am happy to see the General Assembly pursuing tbe Bamc course. It may be that their prompt compliance already ac corded to two emphatic recommendations of the Provisional Governor, will enable tbe authorities of the United States to discern more fully and more accurately the true spirit of our people. To say that we must pursue the course in dicated by the President because we are powerless, does uot disclose the whole case. The Congress of the United States not having been in session since the cessation of hostilities until the present week, the whole burthen of pacification aud re storation has been upon tbo President. Un der his auspices and under his direction all advnnces to that end have been made. Dur ing their progress he has spoken many words of kindness and encouragement. He surveys the whole field of which we have but a par tial view. Difficulties of which we dreatn uot embarasß him. Confidence after cstrange meut, is of slow growth, and the element es sential to its full development, is mutuality —unless prepared to accord it, we have no reasonable ground to expect it. If we be patient, if we be trustful we may also be hopeful. Furthermore, situated as we are, ray in auguration without recognition by the Gov ernment of the United States, would be both barren of results, and in itself of question able propriety—barren of results, because if inaugurated to-day, I could do no official act —of questionable propriety, because the oath of official office, which is the escenee of the inaugural ceremouy,' biuds the officer from the moment it is taken, to the dis charge of his duties, as well on that day as on the last of the term, or any intervening one. Where then would be the propriety of taking such an oath with the lull knowledge that the service to which it binds the affiant, is indefinitely postponed ? I feel less hesi- tation iu adopting the course I propose, be cause it will not only, as already known, oc casion no detriment to the public service, but will subject the members of the General Assembly to personal inconvenience. I have supposed that even iu the event of the entire organization of our government at tins time, it would be impossible for them to conclude their arduous labors before the occurrence of the Christmas Holi days, and that the circumstances of the coun try will render it desirable to each and all of them to be at home during that time and in the early days of January. Hence I con cluded that iu the present delective orgaui zation of the State Government, and iu the hope of a decided improvement in our status within a month or six weeks, it will probably be their pleasure to take a recess until some day about the middle of January next. By the 50th section of the Code, it is provided that the inauguration shall take place during the first week of the session unless “ pre vented by Providential cause." Such pre vention 1 regard as now existing, I therefore designate the 16th of January next as the day on which I will meet the Senate and House of Representatives, in joint session, lor that purpose, provided, that at that time the Government of the United States shall have signified a willingness to recognise me as the Governor of Georgia. I but designate a day in conformity with usage. If before a recess, such recognition be accorded, or if for any other reason, not contravening the policy of the Government of the United Slates, the General Assembly think proper to designate a different day, I will most cheerfully accept their appointment. Receipts same time, *25,091 bales. Pbovisioss.—The Fork market lias been fairly active but prices continue irregular. At the close there is some firmness at our extreme figure. Sales for future delivery of new mess, (1905-6) January delivery at $27 »0, sellers option. The sales, casti and regular, are 10,000 bbls, at $27 75 a 28 60 for Mess ; s‘2s 76 a26 00 for Western Prime Mess, tiie latter for job lots. Beep—fit dull and somewhat heavy. Tallow.—The market is quiet and prices easier, closing at IS 1 , a 13S.C for Western, and 13. V a 14c for City. Groceries.—All the articles coming under this head are almost entirely devoid of animation, the business having become reduced to small jobbing lots, just sufficient to supply the immediate wants of the trade. One cargo only of Rio Coffee lias been taken on speculation, and several small parts of car goes sold to w holesale dealers, but holders remain firm, notwithstanding the dullness. We quote at 18a 21c net cash, gold, duty paid, for ordinary to prime. West India styles of coffee are neglected. Hindi the large movement in Molasses, noticed In our last, the business has been light, and wc hear of only a few small lots at 60a62c ior Cuba Muscovado, 86a95c for Porto Rico, 05c for Barbadoes, and 37a40c for Cuba clayed. Raw- Sugars remain dull and heavy, and prices are still nominal at 13a13.5c for fair to good refining.
