As Act to maintain the freedom ol the inhabi
tants in the States declared is' insur
rection sod rebellion by the Proclamation
of the President of the Ist ol July, ISO.
Be it enaeted, Ac., that all laws, statutes,
acts, ordinances, rules and regulations of soy
description wbatevsr, heretofore in force or
held valid in say of the Stoles which wen
declared to be in insurrection and rebellion
by the Proclamation .of tbe President of the
first of July, 1862, whereby or wherein any
inequality ot civil rights and immunities
among the Inhabitants of said - States is re
cognized , authorized, established or main
tained by reason ot or in consequence of any
distinctions or differences of color, race or
descent, or in consequence of a previous con
dition or state t>f slavery or involuntary ser
vitude of such inhabitants, be and are hereby
declared null and void ; and it shall be un
lawful to institute, make, ordain or establish
in any of the States declared as aforesaid to
be in insurrection and rebellion, any such law,
statute, act, ordinance, rule or regulation,
or to enforce or to attempt to enforce the
same.
Section Second.— And be itfuither enacted
that any person who shall violate either ot
the provisions of this act shall be deemed
guilty of a misdemeanor, and shall be
punished by a fine not less thao five hundred
nor exceeding ten thousand dollars, and by
imprisonment not less than six months nor
exceeding five years; and it shall be the duty
of the President to enforce the provisions of
this act.
A New Sooiicisiic Ordee. —A man named
Thomas Cook, living at Huntsville, Indiana,
has established anew socialistic community
at tbat place. It is styled “The Independent
Order of Free and Independent Men and
Women,” and declares all its members inde
pendent and free of all external powers, such
as human rulers and human governors, so
far as it is possible for human aoals at pre
sent to be. There will be no priest, Ung,
president, governor, or other functionary; no
master ana slave, no husband and wire, no
landlord and tenant. The children, in a cer
tain sense, will lie given “the deraocratle
power of choosing their own parents. ” With
this preface no one will be surprised to learn
tbat tbe principles ot force and compulsion
are discarded; tbat each member is guided
and governed by the spirit of perfect lava,
which gives an unbounded spirit of charity
and forbearance, easts out doubting, eman
cipates the soul from all forms and conven
tionalities, and gives unrestrained freedom.
Mr. Cook has Begun the publication of a
journal denominated the True Union,
or Scientific Socialist, supporting these prin
ciples, and proclaims himself ss the second
Christ, regularly succeeding Jesus of Naza
reth.
The Cotton Supply. —A letter is publish
ed from Consul Dudley, in the Liverpool pa
pers, regarding the cotton supply from Am
erica. Mr. Dudley appends a letter address
ed to him on the 27th of October by Secre
tary McCulloch, who says that from the best
information he could obtain, he estimated
the old cotton in the Southern States fit for
market at tbe time of the capture of Savan
nah, did not exceed one million es bales.
This year’s crop, he adds, will probably not
exceed 300,000 bales. Mr. Dudley says that
when recently in America, he made most
anxious inquiries on the subject, and he es
timated the present amount of cotton on
hand at little over seven hundred thousand
bales, including the new crop.
The Policy of the Govzbnment win
Rboard to the Navy.— The Secretary of
the Ngvy in his Report, says:
“The true policy of the Qovernment with
regard to our naval force in time of peace
will be to keep our iron clads laid up in fresh
water, in perfect fighting order. Our largest
steamships should remain in ordinary, dis
tributed among the principal commercial
cities, while there should be a force afloat
sufficient to visit annually, if necessary, every
navigable port on the globe where trade
exists.”
A FesAn Duel.— The Liverpool Post pub
lishes a circumstantial account of a duel re
cently fought near that city, in which an
American Fenian General named William
Brown, was one of the principals, and receiv
ed a slight wound in the hip The story is
vouched tor as authentic, and is said to have
been hushed up until the General departed
for New York, which he did on the 18th.—
His antagonist was a Liverpool antfc-Fenian.
Joseph Wilkinson.— This prominent citi
zen of New Orleans died in tbat city on the
15th inet. He was a native of Kentucky,
but emigrated to Louisiana in 1808. Be be|d
office under Louisiana when a Territory of
the Union. He eerved in the United ficatM,
Navy in the war of 1812-16.
It is said that .simultaneously with the
proclamation terminating the suspension of
the writ of habeas corpus in the loyal States
President Johnson has issued an order re
moving the telegraphic censonship upon the
press everywhere within the bounds of the
republic. ■
Exemption Law.—The Mississippi legisla
ture has passed the exemption bill over
the governor’s veto. It exempts from exe
cution of judgement $3,000 worth of prop
erty belonging to the head of a family, child,
etc.
