THE PRESIDENT’S POSITION.
The views and policy ot our patriotic
President are clearly and sharply defined in
his late addresses to a number ot citizens of
Montana Territory and to a delegation of col
ored people, both of which have been laid be
fore our readers. In the former, he declared
that he desired, and was urging the res
toration of the Southern States to their form
er position in the Union and in Congress.
Tnat in his view, these States have never
been out of the Union since they were sev
erally admitted into it, because they had
no power to go out, and no portion of 'The
people had power to take them out. Aud

I have commenced the work of establishing a
General Agency Business, for the purchase of all ar
ticles manufactured or Imported Into the United
States ; (Liquors only excepted.} And with a view
to success which depends solely upon the interests
of my patrons. I have made arrangements with
manufacturers, In the principal towns and cities
North, as well as Importers, to have their produc
tions and Imports at drat and lowest prices. 1 have
secured the services in New York, of a resident gen
tleman of long experience, by which I am placed on
a footing with the best jobbing houses there. Thus
placing my profits alone between the manufacturer
and importer’s prices, and the cost of my patron’s
goods. I think my profit Is much less than the job
ber could afford to work for. And as I do not pro
pose to keep any goods on band, I will at all times

The recent town elections in Pennsylvania,
Ohio and Kentucky seem to indicate a turn
in the political tide. The Democratic vote
show6 a large increase. Tbad. Stevens*
friends, in his own home in Lancaster, were
out-voled by the Democrats.
The Lancaster (Pa.) Intelligencei, exulting
over the result of the late election in that
county, says :
We give our opponents fair warning that we intend
to elect onr Democratic Governor next fall, and to turn
out the radical Members of Congress who voted for
negro miff rage. We shall go into the fight folly deter
mined to win, and with a confident reliance on the
good Him so. tlxe honesty, the patriotism, and the just
pride of race which characterises the white men of
Pennsylvania.
In Kenton county, Ky., the democrats
achieved a signal victory over their radical
opponents, who at the previous election car
ried the county by nearly one thousand ma
jority.
Pbssiusxt Johnson and the Extremists.—In the
imperfect sketch of the President’! reply to the Vir
ginia delegation published Saturday, a word was omit
ted in the pajier from which we copied the absence of
which renders obscure the meaning of the following
significant paragraph. We republish it with the omis
sion supplied:
I do not intend to say anything personal, but you
know, as well as I do, that at the beginning, and, in
deed, before the beginning of the recent gigantic strug
gle between the different sections of the country, there
were extreme men South,and there were extrememen
North, i might make use of a homely figure (which is
sometimes as good as any other, even in the iUustra-
lions of great and important questions,) and say that
it has been hammer at one end of the line and anvil at
the other; and this great government, the best the
world ever saw, was kept upon the anvil and ham
mered before the rebellion, and there seems to be a dis
position to continue the hammering until tho govern
ment shall be destroyed. I have opposed that system
always and I oppose it now. The government, in the
assertion of its powers, and in the maintenance of the
principles of the constitution, baa taken hold of one
extreme, and with the strong arm of physical power
has put down the rebellion. Now, as we swing aroond
the circle of the Union, with a fixed and unalterable
determination to stand by It, if we jtim the connter-
pnrt or the duplicate of the same spirit that vlaved
to this feeling and these persons in the South, this
other extreme which stands in the way must art out
of it, and the government must stand unshaken and
unmoved on its basis. The government must be nre-
served.’ - r
Newspaper Suppression.—'The New York Tribune
says: •• The order emanating from General Grant for
the suppression of the Richmond Examiner, it ia said
will not be the only one of a similar character if the
present course of the rebel journals ia not changed
It is notorious that many journals in the 8outh are as
bold and defiant in treasonable utterances as before
or during the war. General Grant is said to be deter

Near Newborn, N. C., on Saturday night last a log
cabin ill which a negro woman with four children

In the latter he reaffirms his purpose to
resist within the sphere of his executive
duties the scheme to confer the elective
franchise by legislative constraint upon the
Freedmen, as violative of the Constitution
and sound policy. The frank remarks
made to the colored delegation challenge
attention as an exposition of the President’s
views on one of *the mo9t interesting prob
lems of the time. There can hereafter be
no doubt, either as to his precise position,
its grounds, or the persistent resolution with
which he will maintain it. In his remarks
to Fred Douglass, the President not only
shows that suffrage in the States is beyond
federal jurisdiction, but that it is not, at
present, desirable in itself. His knowledge
of the political and social condition
of the South enables him to speak with
clearness and precision. * On one point re
ferred to in his remarks his ideas have been
many times defined. Whether the abolition
of slavery or the extension of suffrage in
other parts of the world are desirable re
forms are questions in which the President
of the United States might have opinions,
bat such opinions would be unofficial, inas
much as those are matters beyond the juris
diction of our Government. In the same
manner, the regulation of the elective fran
chise in the States is quite outside the federal
authority, which has no more right to inter
fere with that subject in Georgia than it has
in Massachusetts ; no more right to tonch it
in either than South Carolina has to dictate
the suffrage laws of Michigan. So long as
the President entertains this view he could
not give his sanction to the attempt to impose
negro suffrage on the South, however strong
might be bis convictions of its propriety.
His official acts and declarations from the
moment armed resistance to the authority of
the United States ceased, would lead inevit
ably to tbe conclusions so distinctly and
forcibly expressed in the interview referred
to. There is a strength and vigor in these
expressions, and a tone of firmness, dignity
and moderation which leaves no doubt on
the mind of the reader as to the purposes of
the President. Having reached, through a
course of eventful toil, tbe summit of a just
American ambition, he turns, without regard
to personal consequences, bis labors to the
great cud that when he leaves bis exalted
post he will re-enter the ranks of a united,
happy and prosperous people. For this he
takes the Constitution and the unchangeable
principles lying at the foundation of repub
lican government for bis guide. These he
will follow to the end- This should be ample
assurance to the American people of his
honesty, patriotism and disinterestedness.
The formidable and violent opposition the
President is encountering makes his situation
one of great difficulty and danger. He has
been much embarrassed by tbe persistent and
furious efforts of the Badicals to defeat his
plan of restoration ; but he Btill stands firm
and brave and clear-sighted amid the con
fusions aud perils of the hour, unawed by
power, unshaken by clamor, conscious of
the precious trust of national fate committed
to bis charge, and of his final accountability
to history and the American people. Let the
people stand by their President.

thirty dollars shall he Inflicted on every white person
who may liereafler he convicted iietore the Police
Court of selling, or ottering or atleinpliug to sell at
or near tbe public uuirke- of Savannah any meat,
fish or poultry, game or wild fowl, egg-, vegetables,
fruit butter, or any other article or commodity, or
provisions of any kind usually brought to market lor
sale tlieie. and which sui li persons may have bought
at or uearsaid market, at any time less than one
week before, and sell or infer or attempt to sell.
Sec. 2. And be it further ordained by tiie authority
aforesaid. That it shall lie the special duty of the
clerk of the market uiul of the City police, to re
port all violations of this Ordinance, and to put
the offender or offenders ou the Information Docket
and in every case, where the offender is not a resi
dent of the city of Savannah, or does not reside
within the jurisdictional and police limits, it shall be
the duty of said Clerk lo seize every such article or
commodity, and to detain the same until such of
fender shall enter, at the Police Station, into good
security to answer for sueli offence ; and in case
no such security Ik- given, then said articles and
commodities shall be forfeiieil to the city, on due
proof belore said Police Court.
Sec. 3. And be it further ordained by the authority
aforesaid, that all conflicting ordinances, or parts of
ordinances, be, mid the same are hereby repealed.
