MR.
STEPHENS DESPONDENT YET
HOPEFUL.
Now U to the future, and the prospect before ns!
On tlusvbranch of the Subject. I. can add but little.
You can' form some ideas of my- views of that from
whet has already been said, Would that I could say
something cheerful ; but that candor which has
marked all that I have said, compels me to say that to
mo the future is far from being bright. Nay, It is
dc-k and impenetrable. Thick gloom curtains and
closes in the horizon all around us. Thus much I can
soy: My only hope is in the peaceful re-establlshment
cf pood government, and its peaceful maintainance
ftf-erwards. And farther the most hopeful prospect
to this end now, ia the restoration of the old Union,
and with it the speedy return of fraternal feeling
throughout its length and breadth. These results
depend upon the people themselves—upon the people
of the North quite as much as the people of the South
—urion their virtue, intelligence and patriotism. I re
peat, I have faith in the American people, in their vir
tue, intelligence and patriotism, nut for this I should
lory since have despaired. Dark and gloomy as the
present hour is, I do not yet despair of free institu
tions. Let but the virtue, intelligence and patriotism
of the pcoplo throughout the whole country be proper
ly appealed to, aroused and brought into action, ana
all may vet be weU. The masses, every where, are
alike equally interested in the great object. Let old
issu-s eid questions, old differences and old feuda, be
“: Yd- d as fossils of another epoch. They belong to
wh-t mav hereafter be considered, the Silurian period
' history Greet, new, Uving questions are be
fore us Let it not be said of ua in this day, not yet
passed of our country’s greatest trial and agony, that
"there’was a party for Ctesar, a party for Pornpey, and
a partv for Brutus, but no party for Borne.
The above truthful and patriotic utterances
p. r Q taken from the noble address of 3Ir.
Stephens, teq representative man of Georgia,
before the General Assembly, on the 22d in
stant. Making the mournful admission that
the future is far from being bright, nay, that
it is dark and impenetrable, and yet, relying
upon the virtue, intelligence and patriotism
of the people, he does not despair of free in
stitutions. This is a touching appeal to the po
litical Bffitaters of the North in behalf of the
restoration of the old Union and with it the
return of fraternal fccliug throughout the
Ic-L-fib and breadth of this distracted conn-
tj3'. v, ? c s’ficerely hope the views and sen
timents presented by our new Senator may
successfully challenge the attention of onr
no: there enemies; for there is no surer means
of judging.the spirit of our people thun to
be cognizant of the men whom they honor
in a perilous hour like tho present; and
whatever else may be said of the South,
it is an undeuiable fact that to day
she st-ntls silent.and calm, it may be, but
nivurlueless firm and spirited in Ibe advoca
cy of what she still considers her rights and
im.iiucities, '.he corumou rights and immuni-
tic3 of the American people. There are nd
nroiK ■ filled with vetrans anu heroes ; no
buyooeia bristling behind the throne of power
to enforce her privileges, but there is a quiet
determination, as recommended by Mr.
St-pbeiis, lo appeal to the solid, thinking
p . ?pio of the North, to the wise statesman

soeeu v rendering to her of the dues that be-

Xlie President received the following despatch from
St. Louis: "The conservative Union men ot Missouri

1< r:j to a vanquished, brave and generous
1 • ■ j/.- If it bs granted, and these States
h.:■ allowed to resume all their lorm-
er relations, and stand in statu quo antebellum,
the radicals of the North will have nothing to
f- ar or regret. The bloody scenes of the
last four years will not be re-enacted with
on! consent.
And why not, in God’s name admit this
immense couutry, greater in exteut thau all the
grtut powers of Europe combined, with the
except ion of Russia, to the benefits and
rights to which she is clearly entitled under
too Constitution. This magnificent country,
immensely rich in natural resources,- which
produces the greatest staple of the woild. as
m> other country on earth can produce i»-,
and populated by American citizens certainty
not inferior in all the great quaiities that dis
tiLguish our race, the radicals flippantly pro-
pore to exclude from the uniou and subject
to the exclusive jurisdiction of provost mar
shals ior an indefinite period, thereby virtu
ally excluding the mass of citizens from any
participation in the work of governing them
selves untii they shali acknowledge that their
late slaves are their equals, and as well quali
fied to be voters, legislators, judges, jurors
and Congressmen, as themselves!
Can it be possible that our enemies think
i he extreme measures they propose would
make the southern people more trustworthy
or sincere in their professions, or more loyal
than they now are? They tell us that they
piopceo to hold the southern provinces under
military rule, and in the meanwhile fill them
with a loyal population from the North and
from Europe. But if the southern people
are as hostile to the union and to emigrants
as they are represented to be, it will require
as great an army to protect the emigrants as
it did to take Richmond. Every plantation
will no-cd a guard. Furthermore, unless the
North he depopulated and empties itself into
the South, or there shall be foreign immi-
gra'i> n by the wholesale, the disloyal popu-
k'lon in the South will increase instead of
decrease. Tbeso people now declared to be
hypocrites, will keep instilling their venom
into their children, and matters will grow
worse rathrf thau better.
But the intelligence received by yesicr-

CIRCULAR. t
I have commenced the work of establishing a
General Agency Business, for the purchase of all ar
ticles manufactured or imported Into the United'
States; (Liquors only excepted.} And with a view
to success which depends solely upon the interests
or my patrons. I have made arrangements with
manufacturers, in the principal town* and cities
North, as well as Importers, to have their produc
tions and imports at first and lowest prices. 1 have
secured the services in New York, of a resident gen
tleman of long experience, by which 1 am placed on
a footing with the best jobbing houses there. Thus
placing my profits alone between the manufacturer
and importer’s prices, and the cost of my patron’s
goods. I think my profit Is much less than the job
ber could afford to work for. And as I do not pro
pose to keep any goods on hand, I will at all times
lie prepared to Invest my patron’s money where it
cau be done to the be3t advantage, in the cheapest
and most desirable articles.
My arrangements extend from the purchase or
charter of Vessels, to the purchase or sale or every
thing from steam engines down to the fitting up of a
complete Drug, Shoe, Dry Goods, Hardware or
Variety Store, for stocks complete or for filling up
the assortment.
1 receive fur sale or shipment all country produce at
Savannah, or to the care of Hunt A Bro., Charleston,
S C., or Jeffreys & Bro., Jacksonville, Fla. Upon
the receipt of such produce or railroad receipt fur
cotton shipped, orders for its probable value will be
promptly executed, the goods brought to the ports
of Savauuah, Charleston or Jacksonville, free of
freight or insurance, then balances or overplus o
invoices to be paid together with about ten per rent,
added to the face of the original invoice.
Any party examining their invoice of goods and
not being satisfied with the price and quality as well
as style, will not be required to take them, aud their
money promptly refunded.
Parties wishing their Spring Supplies, had better
send in their orders and funds or produce as early
as practicable.
I feel confident that, to say the least of my arrange
ments, ray patrons will save their time and the ex
pense of going to market. i ,
