New Yobk, Feb. 28.—The Tribune's Washington
special says: The President was called upon last night
by a Congressman and a State Senator, both from New
Turk. In the course of conversation the President
said that the test oath was a little too severe; that
many of those who bad participated in the rebellion
were good men to represent the southern Riatea in
Congress, and that the test oath ought not to be ap
plied to them. He added that a mere oath to support
the Constitution wan all that was necessary, tor a man
that would take that oath waa a loyal man. Aa to the
constitutional amendment changing the basis ot repre
sentation, the President said no constitutional amend
ment ought to be passed until the public ■hmis be
quite free from excitement and the southern States
represented in Congress.
General Comstock, of General Grant’s staff, has ar
rived at Washington from Texas, with Important re
port* for the Lieutenant General.
General Grant ranched Washington yesterday, and at
once repaired to hia headquarters, where hs is now
bnsily engaged with military affairs..
The Tribune's Washing ton special also aays there
waa a protracted session of the Cabinet yesterday, at
which all the members ware present. Rumors are in
circulation that a serious difference of opinion exists
between the Secretary of the Treasury and the Comp
troller of Currency, both in respect to the financial
policy, gnd the naw political phases

Washington, Feb. 28.—The Ways and Means Com

of five cents per pound on cotton. And Allowing
a draw back on manufactured goods exported.
Also a bill exempting frem tax all incomes under
(100, taxing all above that sum at a uniform rate of 5
per oent.
The Commercial special says if Mr, Bingham
presses the constitutional amendment to a vote, it
will be defeated.

Sixty guerrillas were defeated at Testa Graude with a
loss of forty killed and wouuded.
Pedro Martinez defeated an attacking foroa of two
squadrons of the Empreto' regiment on its way to
Saltillo.
Six hundred insurgents were defeated in Sonora
with a loss of one hundred killed and wounded.
Carto, with four hundred and fifty men, Buffered
severely In Tidmbro. He lost several killed and
thirty.lour prisoners. ,
The above were reported on Imperial authority.
Guadalope statistics to Jauuary 21 show 1,100 deaths
from cholera.
Advices to the 17th say the pest was decreasing, but
hog made its appearance in SL Domingo.
Cholera was feared at Havana.
A sort of cattle disease appeared at Sierra Neareaa.
Large numbers of oxen died within twenty-four hours.
The small pox was increasing at Regia.
Three escaped convict* from Tortugag were picked
up in a small boat at sea. They were a negro named
Berry and two whites named Swanson. They were
returned to Key Weak 'It Was at first reported that the
whites intended to sell their comrade.

appearance at New York, may prove to be well
founded.

necessary alarm, I propound the inquiry: whether or
not, in view of the two suggestive facta stated, it la
incumbent upon the people of this exposed city to
