Gen. and Asst. Com. FROM TEXAS SAVANNAH, GEORGIA, MONDAY, MARCH ties with the President to initiate and perfect such measures aa shall secure to the States in rebellion the •dmlsskas of Oxeir repnwi nteflvea in Congress. Resolved, That His Excellency, the Governor, be re quested to transmit copies of these resolutions to the President, and to our Senators and Representatives in Congress. [COMMOHICATED.] la* We Kscape (Me Chakra. editors of the Daily Herald: Can we escape the cholera t la a question pregnant with interest; and in view of the fact that the seaaou is now st hand mostbvorable to its' dissemination, is beginning to command wide-spread attention in this community. Tha aoUcituds arising from its discus sion is greatly enhanced also by the seemingly well au thenticated report that tha disaaae now exists ou tha Island uf Guadeloupe, In tha West Indies. If the report la correct, the prevailing apprehension that it win make its appearancs in ona or more of our south ern cities at aa early period, and in advance of its re appearance at New York, may prove to be well founded. Then, Messrs. Editors, with no desire to create ur necessary alarm, I propound the inquiry: whether or not, in view of the two suggestive facta stated, it la incumbent upon the people of this exposed city to bead your admonition thrown oat 9 tew days sines, ‘to put your bouses in order.” I, for one, think it is, and whot is aiore. I am satiated that, notwttbstaoding all the present authorities are doing, the sanitary con ditiou of the city has not reached that point uf perfection rtsmnxhut by the tml- iff-.of the ttr—iMdiH . fir-gar Nor, pgr mlt me to aav, can a perfect hygienic condition of tha city be established without tha vigilant assistance of its entire population. We can only avert the fatal ot- fecta of (h« malady by perJMcieanliness. aeanBneaa. therefore, la of the first importance, both of persona «d of houaaa, particularly yards, sinks, privtoa, and cess-pools, where fresh chloride of kme should bo daily sprinkled, sad tha edjototng walls and fence* snr rounding them repeatedly whitewashed. According to the theory Of. perhaps, tha most eminent physician in this county, the cholera ia a portable disease, not infectious, in file ordinary aenae of the word, bnt Is communicated mainly by, the dejections of persons in feeted-wlth the dlsorder.‘ / Thu» a person Infected with the cholera diarrhoea may leave (be seeds of the plague in a dozen plaoes on his route of travel, and yet re cover himself. Every privy used thus becomes an agency for infecting all who visit it This explanation accounts for cholera always keeping along lines of travel first, and its remarkable fatality in crowded and filthy lacalitles. It also explaiba why it neTer travels any faster than a human being can, and also why It la that It sometimes passes over large sections of country to ■ break out In comparatively mots localities. If this is the correct theory, and I believe It is, of the spread of the disease, Itia st hijce robbed of nearly all its terrors, bee: cleanliness and p*Ts gre all that are needed to prevent it* propagation. The esse qf toe Atlanta at New York, last fall, shows that a quarantine is efficacious If rigidly enforced. This is a matter of really vital toports ‘ ‘ and it is to be hoped that all officials and tne el ipulation of our city will unite in a determined effort save us Irotn what would be a common calamity. esbmjWbe prepared immediately for a visit of this :e*ded epidsifiii TS* grgat, gU-imporUnt aim of medicine now is toe prevention of disease, find especially that Of cholera A Ornish Savannah, March 3, Ifitifi, RICE. 5 CENTS.
