THE PRICE OF GOLD.
We are passing through the same phases in the con.
troversy regarding the causes of the advance in gold
which characterised the similar advance tn*t took
place in England after the suspension of specie pay
ments by the Bank of England. There waa no per
ceptible advance for about four years after that suspen
sion. Gold gradually rose contemporaneously with
the increased issues of the Bank of England. It was
the most natural of conclusions to connect, as cause
and effect, thia rise with those increased issues.—
Hence the theory appeared perfectly sound and ra
tional that therehad been a depreciation of the currency
from an over-issue of paper money. But at the very
same time the expenditures of the government had
greatly augmented, which accounted in part for the
over-issues of the Bank in advances to the treasury.
A portion of the increased public expenditure was
the payment of subsidies to some of the-continental
governments on the renewal of the war after the rup
ture of the treaty of Amiens, snd st s subsequent pe
riod to supply the milltffy chests with gold for the
use of British armies on the Spanish Peninsula. Thia
had its natural effect in an increased demand and ad-

rency. by which paper supplants gold. From the fact
that a divorce had taken place between gold snd pa
per, the consequence of the suspension of specie pay-
ments, the former became a commodity, subject
to the law of supply and demand. Its mint or
standard price was £3,17 lOJ^d. It rose in value
to £4 10s. This immediately gave rise to an ani
mated and prolonged controversy, gome of the most
gifted of the British statesmen took part in the con
test and became divided in opinion, assuming the
distinction of Boliionists and Anti-Bnllioniste the

The point on which we wish to fix atten
tion is that southern papers are denounced

right and wrong. The Bullionists were correct in

never said a word against the Government,
and they have not left the country in doubt
as to what they propose for the future. They
have time and again declared their accept
ance of the issues of the war and their inten
tion to abide by them in good faith. But of
this the northern .papers referred to make
no mention—to do so woold expose their ne
farious work of deception. The prophecy
made by Daniel Webster in a speech deliver

A Northern paper mentions that the Hon.
James Johnson, late Provisional Governor of
Georgia, who is now in Washington, says
the condition of affairs in that State is very
far from b.ing as satisfactory as w^en the
civil government was first restored. He
speaks ol the Freedmen’s Bureau as an ab
solute necessity, both for the Union men and
the b.acks, and that it ia very important that
more troops be sent into the State at cnce..
Guv. J. C- Pbmbebtos.—This distinguished
gentleman, who was in command of the de-
f.-nses of Vicksburg, at the time ot surrender
of the city, is at present in Faquier county.
Toe Warrenton Sentinel says he designs pur
chasing a farm in that county.

reau for the Statea at Kentucky and Tennessee, writes
to General Howard that ths affaire of the Bureau are
progressing more favorably in Tannaeaee than Ken*
tacky. The freedmen of the latter Stats are very gen
erally disposed to enter into labor contracts for wages
or a shirt of the arop,«ndmost of them prefer to re
main in their native State to emigrating elsewhere—
On the part of alarge majority of the whites, he be
lieves that there ia an honest desire to adjust, on a
fair baeii, the new relations arising from hie abolition
ot slavery; but the Bureau is not a popular institution
among them. They regard its presence among them
aa unauthorized, denounceitaoffldala aa usurper* and
derpote, and clamor for its immediate removal from

The explanation ia so simple that we are surprised
that it was mined. Both causes, over-issue and a
more than customary demand for gold, had an agency
in the result and this was the consequence of the sus
pension of specie payments by the Bank of England,
by which gold became a commodity or article of mer
chandise.
The very same controversy has been revived in this
country. We may be said to have a Bullionist and
an Anti-bullioniet party. The moat ingenious deliver
ance of the latter is a lecture recently given in the
city of New York, by Silas M. Stilwell. a man who pos
sesses a considerable knowledge both of facts and
principles.
Mr. Stilwell seta out like the Anti-bullionists, with a
bold denial that there has been any depreciation of the
currency or that there can- be any redundancy, and,
like that party, assigns the whole effect of a change in
tbe value of gold to an alteration in the relation of de
mand to supply. From the tenor of hia remarks, it
might be concluded that the phrase “ depreciation of
the currency" was a solecism in language.
The sole circumstance to which Mr. Stilwell
attributes the rise of gold is the excess of our imparts
over oar exports, tbe balance being payable in that
metal. Now while we are not disposed to deny tbe
influence of this cause in advancing the price of gold,
we are bound to look also to the fact of the redun
dancy of the currency; nor can we overlook the in
fluence of the heavy public expenditure in augmenting
the volume of paper money. It is to tbe double agency
of a redundant currency and a more than equal
demand for gold coin to pay duties on imports and tbe
interest of the public debt that we assign the causes of
the difference between gold and paper. How much of
the effect is assignable to tbe former and bow much to
the latter it would be impossible to say. We are satis
fied, however, that much the largest share li attribut
able to redundancy of paper money.

added to the face of the original invoice.
