Having published the letter atdressed by
a number of Senators and Repreantatives to
Hon- Joshua Hill in answer to hitaddress to
the members of the Legislature delivered
just previous to the election hr United
States Senators, we give place tip morning
to his reply to that letter. Inlaying this
document before our readers W desire to
take no part in the controversy ptween Mr.
Hitl and the gentlemen of thqLegislature
■who preferred the Hon. A. H.Stephens to
represent the State in the Uniteif States Sen
ate. Apart from the personal Character of
Mr. Hill’s letter, it possesses a interest
belonging to the political historpf the time.
Of its merits, its force and its aproprlateness
in the present aspect of our pdtical affairs,
our readers will judge for themdves. Some

If the predictions of norhern journals The Fc “‘»“

credit, the Cabinet at’Wishhgton is on the
eve of a violent dissoluton. The National
Intelligencer, which, fron its laving correct
ly foreshadowed the actira of the Executive
Department upon many mpotant matters,
may be regarded as the organ ( of the Presi
dent, makes the following significant allusion
to the Secretary of War, Mr. Stanton :

The New York Tribune, tvlich is the
cepter mouth-piece of the Radcal leaders at

the prevailing rumor, but speifies the way

The member of the Cabiner tti whom the
Tribune refers as being especially obnoxious
to the President, is doubtless 3Ir. Stanton,
■who, it is known, accorded but lukewarm
support to the restoration policy of the Ad
ministration until the meeting of Congress
when, emboldened by the apparently over
whelming power of the ruling faction, he
thre» off all disguise and avowed
Ms sympathy with its opponents. It is con
fidently stated that Mr. Harlan is likewise in
antagonism to the President upon the same
question, and, it is believed, will be politely
requested, as in the case of Mr. Stanton, to
relinquish the portfolio of the Department of
the Interior.
Believing, as we do, that the restoration
of peace and harmony has been greatly im
peded by the implacable prejudices and offi
cial dominltion of the head of the War De
partment, we sincerely hope the prediction
of his retirement will be verified, and that
he will be succeeded by a gentleman of equal
ability, but who may be more acceptable to
the country as possessing those attributes of
mind and statesmanship bo essential to the
successful administration oi public affairs in
times like the present.
It has been our habit to distrust rumors of
changes is the Cabinet, and we have given
little heed to them ; but we think present ip-
dications denote clearly that a change is im
pending.
AIR. GREEDY PRESENTS TO THE
SOUTH TWO ALTERNATIVES.
The New Itork Tribune, commenting at
considerable length npon the remarks of
Senator Sherman of Ohio, “that he would
never consent to the admission of any man
in Congiess who had taken part in the rebel
lion, and that he never would vote for the
repeal of the test oath, ” says it objects to
such a programme, for the reason that its
success will not conciliate, nor trayquilize,
nor satisfy the South, and that it'/>u</At not
to do so. It enquires what earnest unionist
wants to see-A. H. Stephens denied the seat
m the Senate to which he has just been elect
ed, and some insignificant, who represents
only liis own aspirations, admitted in his
stead. Addressing the southern people the
Tribune says let it be distinctly understood
that, if the whites of the South are not rep
resented in Congress, it is because they deny
all right of representation or power of self-
protection to the blacks. Show us, it says,
a single State which admits her blacks to
vote on a like, intellectual, educational, mor
al and pecuniary basis with her whites, and
we will urge the instant admission of the
chosen representatives of that State though
they be all ex-rebel Generals of the moet ob
noxious type- But so long as the blacks are
denied all franchise, because of their colon
the South will not be allowed representatives
in Congress and its people will not be com
miserated by the just and generous through
out Christendom.
Mr. Greely is like the little boy over his pile
of corn-cobs, who builds a house with one
locks it down with the other.
SOUTH WESTERN GEORGIA LOOK
ING UP.
Quittman, the county cite of Brooks coun
ty had become a place of considerable im
portance when its progress was checked by
the breaking out of the late war and the sub
sequent interruption of its railroad connec
tion with Savannah. Since the termination
of hostilities, there has been a considerable
increase of its population, and now that its
railroad communication is restored, the town is
rapidly advancing in population and business
importance. It has now a spirited and ably
conducted weekly' newspaper called the
“Quitman Banner,” several extensive stores,
and is the centre of a very considerable
trade, nhich must continue to increase as
the fertile and healthy country in that vicin
ity is settled up and its planting and timber
resources developed, confident of the pros
perous future of their town its enterprising
citizens are moving vigorously in the work
ot improvement. We learn that, among
other improvements going forward and in
contemplation, Messrs. Frank & Thomas
Hooker, two enterprising gentlemen owning
property in and around the place, are about
to commence the erection of a fine brick ho
tel to cost some eight thousand dollars. Suc

Hie Fenians will be Allowed.
INTERNAL REVENUE TAXATION TO BE RE
DUCED.
Washington, March 11 The British Minister has
been assured by the Government that no violation of
the neutrality laws by the Fenians will be permitted.
The Canadians are reported to be greatly alarmed In
apprehension of a Fenian invasion.
The Committee on Ways and Means have agreed to
report a very considerable reduction of the Internal
Revenue taxation. They propoao especially to repeal
of six cents per ton now levied on freights.

The following is the news by the steamships City of
New York and Java, which brought advices of the
25th:
THE FENIANS.
The nows from Ireland, though of a negative char
acter, is important. Up to the 22d of February some
hundreds of suspected Fenians had been arrested aud
thrown into pnson, but no fighting of any kind had
taken place, except the shooting of an odd policeman.
Among the armed persons were Gen. John H. Gleason
of the United States Y'olunteer army, his brother,
Capt. Gleason, aud Vice Head Centre P. J. McDonnell
of Dublin—the latter supposed to be, next to Stephens,
the most important man in the IrUh organization.
Notwithstanding the entire absence of an act of overt
hostility on the part of the Fenians, the Eng-
h government were relaxing none of their precau
tions. Further reinforcements were under orders for
Ireland, and there was a rumor that the English vol
unteer riflemen would bocalled out forduty. The Lon
don Times publishes a remarkable article, character
izing the Feuian movement as virtually as American
invasion of Ireland, and declaring that the conduct of
the United States government in permitting the open
sale of the Fenian bonds admits of no excuse. The
Paris Patrie and Opinion Nationals accord a warm
support to tbe Fenians, and regard this as a favorable
time for squaring up outstanding accounts with Eng
land.

in Dublin.
A Hi:VOLUTION IN PRUSSIA.
A Berlin telegram of the 220, says: "Count Y’en
Bismaraek has just communicated to the Chamber of
Deputies a royal decree, ordering both Houses of tbo
Diet to bo closed to-morrow, and to remain closed un
til, the end of tbe present session."
The closing of the . Chambers was entirely unex
pected. Even Herr Grabow, the President ol the
Chamber of Deputies, was not aware that this measure
was impending. After the reading of the royal order
Herr Grabow said: “ I hope that the Prussian people
will stand by their representatives, and that they will
consider the Constitution aa sacred as ever. I close

took place on the 23d by Count Von Bismarck, who
read a speech from the throne in defence of the action
of the government. The main argument was that as
the proceedings of the Chamber continue antagonistic
to the government, and tended not toward peace but
toward strife, it were best that the Diet should be dis
solved.

The country haa received this aasurance with satisfac
tion. Wo were forced to go to Mexico by the Impera
tive duty of protecting our countrymen against odious
violence, nnd obtaining the redress of our too legiti
mate grievances. Our soldiers and sailora have wor
thily fulfilled the task assigned by your Majesty to
their devotedneas. This expedition attests once moro
in distant countries the disinterestedness and the
power of France..
The people of the United States, which knows of old
the loyalty of our policy and the traditional sympa
thies which it inspires, has no reason to take umbrage
at the presence of our troops upon Mexican soil. To
make their recall dependent upon any other consider
ation than our convenience would be incompatible
with our rights and our honor. Of these, Sire, you
are the guardian, and the Corps Legislatif knows that
you will watch over them with a solicitude worthy of
France and yonr name.
The following is the Emperor's reply:
Gentlemen:—The address of the Senate is an elo
quent commentary on my speech; It develops what
1 only indicated, and it explains all that I wished to
imply.
Y’ou desire, like myself, stability, tbe rational aud
progressive development of our institutions, ameliora
tion in tbe position of the greatest number, and to
maintain intact the national dignity and honor. This
agreement is in itself a force.
The moral world like the physical obeyacertain gen
eral laws, which cannot be infringed without danger.
It is not by daily weakening the basis of an edifice
that the crowning of the building is accelerated. My
government is not stationary; it advances, and It
means to advance, but on a ground consolidated and
capable of sustaining power and liberty.
Let us caH to our aid progress in all its forms, but
let us build up, layer after layer, that great pyramid,
wilich has lor its base universal suffrage, and for Its
summit the civilizing genius of Francs.
These sentiments, so well expressed In your address,
have greatly touched me; they are worthy of the first
body in tbe State—the vigilant guardian of the Consti
tution and of the principles which it sets forth.
The Paris Patrie, of February 19, has the following:

held in Washington, Mr. Seward presented the draft
of a despatch to the French Government manifeeun,
the most conciliatory intentions toward France, am
intimating the readiness of the United Stales to pro
claim their neutrality in Mexico, subject to certain
conditions.

Cotton Fbacds.—One of tbe recent Washington
despatches asserted that cotton frauds bad been dis
covered to the nmount of over one hundred millions
of dollars for last year alone. The Assistant Secretary
of the Treasury, who haa recently returned from
•toqr of observation through tbe South," reports the
discovery ovurywhero of a thoroughly rotton condi
tion of affairs. It is high time that the contemplated
committee of investigation was appointed and set to
work by Congress. Lot us know where these men are
who have been filching the Government, and if pos
sible deprive them of their IB-gotten gains. ’

the receipt of such produce or railroad receipt for
cotton shipped, orders for its probable value will be
promptly executed, tbe goods brought to the ports
of Savannah, Charleston or Jacksonville, free of
freight or insurance, then balances or overplus o

added to the face of the original invoice.

Attention is called to the following extract from
Ordinance passed in Council 12th October, 1826.
EXTRACT.
Any person obtaining a license of Class No. 2, for
Retailing shall have plainly and distinctly painted
in letters not less than three inches in length over
the door on the outside of the bouse or shop, where
in the liquors are sold, and fronting the street, Jane
or sqnare, the name of the person so licensed to
gether with the words: “Licensed to Retail Splrit-
uom Liquors.” And every person violating this
section shall be Sued for each week succeeding the
first ten days alter obtaining the license in a sum
not exceeding thirty dollars.
