BASIS OF REPRESENTATION.
One of the ablest constitutional arguments
ever delivered in Congress was that made on
the 9th ult., by the Hou. Re verily Johnson,
which has been published in pamphlet form.
We are induced to call attention to this
speech not only in consideration of its abili
ty, but of its freedom from topics of parn-
zin warfare. It is essentially a constitu
tional argument which deserves to take its
ph.ee by the side of the be.-t congressional
e£f >rts on questions of organic law. That
portion of Mr. Johnson’s speech in which he
was’ most successful was in his interpretation
of that part of the constitution that provides
for the election of representatives to Con
gress. “’And the electors in each State shall
have the qualifications requisite for electors
of the most numerous brancli of the State

The County Court.
AIf.sshs. Editoks : The bili, constituting
County Courts, having passed both houses nl
the L gislature, it behooves all good citizens
to consider well the character and qualifica
tions of the person on whom they will bestow
the office of Judge of that court for this
county. The powers vested in the court are
bo extensive und the responsibilities incurred
so great that the conferring of the position
on an unworthy or incapable party would he
fraught with evil consequences to every
member of the community. The election oi
a mere office-seeker or politician to such n
post without regard to his capabilities, would
sc riot; sly affect the claims of jus'.iee anil the
well-being of the community. The necessity
of securing an incumbent of integrity, ol
position to sustain tiie dignity inseparable
fr>>m the office, of ability to carry out tbe
ends of justice, must be apparent to r.li; and
especially, lie should be not only a good
theoretical, but also a well educated and
practical lawyer. I would suggest HENRY
