THE HUNGARIAN MOVTEMEST.
There la no point of foreign politica more
interesting now than tbftt which promises the
independence of Hungary ; not so complete
a sovereignty as .was sought by Kossuth, but
one which involves the concession of many
of the Magyar demands, and which gives the
country a character and a hope such as it lias
cot had l'or many years. The Hungarians
ask that their old boundaries may be res
tored, and that they have guaranteed to them
again the rights conveyed by the Pragmatic
enactions of the last century. This is the
chief demand of the several parties of the
Hungarian Diet. The Austrian government
favors some part of the Hungarian desire,
and has exerted its ictluence to secure the
accord of refractory provinces. It has asked
-.V provincial diets to fall in with the objects
of the Hungarians, and the probabilities are
that under such influences the old kingdom
will resume some of its former importance.
It would seem that the Austrian ministry
mast have calculated the step from the be
ginning ; and yet it is hardly possible to see
how, if so many and important rights are
conceded to huDgary, not with the consent
only, but at the instance of Austria in 9ome
particulars, others can long be withheld ;
h„w, in fact, it can fail to happen that Hun
gary will grasp all of her nationality and
power, and Austria lose an important king
dom. It is stated that theEmpeior was well
receive 1 in his late journey to Hungary, and
so was the Empress, but the feeling of ua-
tiocailtv was shown even then.
TRIBUTE or RESPECT.
•Tiie following preamble and resolution*, offered by
John Foley, were unanimously adopted by the Hiber
nian Society at Its Anniversary Meeting, March 17th,
1866—
Whereas. It has pleased Almighty God to remove
from our midst our late worthy and esteemed friend
and brother, Christopher Hussey, who died near
Jonesboro,’ N. C. about the close of the late war, and
whereas. It is becoming and proper that we offer a
tribute of respect to hi* memory. Be It therefore
Resolved, That in his death we recognize thehand
of an All-wise providence, that we humbly bow to
Hi* Drttae knowing that He doeth all things

useful and devoted member; that w* offer our un-
fehrned sympathy to the family of the deceased, and
pray that oar loss may be hla eternal gain.
Resolved, That the above preambfe and resolutions

furnished by the Secretary to the thirdly of the de
ceased and be published in the city papers.

THE BOARD OF HEALTH.
The papers throughout the country are
bu.-y ih? Hissing the probable visitation of
thi- cholera to the United States this year
during the summer and fall months. State
L gis a ures and city corporations are pass
ing sanitary measures lor the protection of
their various localities, by using all proper
ami judicious means to prevent the advent
of the fell destroyer. Whatever the conclu
sions may be as to the manner in which the
demon sends forth his deadly messages to
work his will in desolating homes and de
populating busy cities, there is a general de
sire that ali our cities should bo properly
cleansed, aud every thing done that can be
done to defend them from the dreadful pesti-
leuce.
Our excellent Mayor sharing in this gen
eral fe.v.iug, has wisely instituted a board of
Health, which, composed as it is of a large
number of our most experienced and intelli
gent citizens,, representing every locality,
may jusdy be regarded as the most important
measure that has been adopted for the im
provement of the sanitary condition of this
city. This Board is to convene to-day, and
it is lair to presume will at once commence
the important work assigned to it. The con-
di'ion of most of the city, and especially of
toe parts in which the bulk of the popula
tion is found, is such tuat with proper
scavenging ail known local causes of disease
m ,y be effectually removed, aud with proper
eewr-nge, draining, and scavenging, the en
tire city might be rendered pre-eminently
healthy, sii.ee the wide streets, intervening
parks and large lots offer facilities of ventila
tion and carrying off of moisture such as are
found in scarcely any other city of its size.
Wo have heard it suggested thut some steps
should be taken to provide hospital accom
modations for negroes sick of other than
contagious diseases, that they may be re
moved from the tenements in which this por
tion of our population are crowding. This
and other matters of more importance will
make up n work for the Board of Health
which will require time aud much careful
diligence before it can be carried forward to
successful results.
The New "iork Board of Health is just
at this time a laborions body. It holds fre
quent meetiugs, at which it receives aud con
siders complaints from the police and citi
zens. It is governed by a code of by-laws
anu is empowered to order the summary re
moval of nuisances. Some idea may be
formed of the labors cf the board when it is
slated that at its meeting on Thursday last
eighteen hundred complaints were awaiting
its action, while there were three or four
thousand others that had not yet been inves
tigated by the police. Complaints coming
through the police are considered as though
made oiBciully and do not require particular
examination, but complaints coming through
citizens, and which may be groundless o r
m ide through malice, are carefully examined
bttore extreme measures are taken. Impor
tant caics of alleged nuisances are luvesliga-
ted by an officer of the Board or the medical
in.-pectors, while all ordinary complaints are
investigated by members of the sanitary po
lice, who act in conjunction with the Board
of Health, and who devote much of their
time to that duty. At the meeting of the
Board on Thursday iast orders were issued
for the suppression of five extensive bone-
boiling establishments in various parts of the
city, besides many other nuisances.
Tue Netv York Board of Health seem ful
ly alive to the importance of enforcing the
most thorough sanitary measures in view of
the threatened approach of the Asiaticcbole-
ra, and have no doubt matured a system of
action which, though not entirely suited to
the circumstances of smaller cities, might be
adopted in part by the boards of other cities
with great benefit. We suggest that it
would be proper for our own Board of Health
to communicate with the board of New York
with a view to obtain information in regard
to their organization, powers and mode of
proceeding.
Mail Route to be Opened to the Rio
Grande.
Wabbisgtov, March 22._The Postmaster General
baa ordered an extension of the route from 8au An
tonio to Fort Clark, through Elpaao, making the entire
distance of 700 miles, and the service once a week and
back. The army in Texas is to be placed in close
S istal communication with the military poeta in New
exico and California.

Coal Discovered on the Falkland Isles.
A second very important discovery of coal has been
made in the eastern island of that valuable British
possession, the Falkland Isles, near Cape Horn, South
America. This coal seems to be different from that
found by Mr. Ramsay Cooke. R. N„ i n 18G3 bans
highly bituminous, and judging from a surface sDeci
men shown to us promises to be an excellent flam in o
ooa, for steamers. These discoveries have very crekt
importance in consideration of the advantaceon.
