MESSAGE
From lbs President of the Unit'd
States, respecting the applica

ex-basha w of Tripoli.
To the Senate and house of
Representatives of the If. States.
1 lay before Congrefsthe
application of Harriet Caramalli,
elder brother ot the reigning
bafhawof Tripoli, loliciting fro;ri
the United States attention to
his fervicts and fufferings in the
late war against thac ftace ; and
in order to possess them of the
ground on which that applica

During the war with Tripoli,
it was luggefted thac Hamet Ca

his letter of April 49 and May
r, views this convention but as
provisional, the ad article, as lu
expressly dates, guarding it a
gamft any ill effect, and his let
ter of June, 30 confirms this
conftrudion. In the event i
vras found, that, after placing
the ex-baihaw in pofleflion of
Derne, one of the molt impor
tant curs and provinces of the
country, where he had refuted
liimfelf as governor, he was to
tally unable to command any re
lources, or to bear any part in
co operation with us. This
hope was then ac an Cnd ; and
we certainly had never contem

land an army of our own, or to
raise, pay or subsist a 1 army o
Arabs, to march from Derne t<
Tripoli, and to carry on a lane
war, at luch a distance from on.

authority were merely nival
and that luch were the expedhi

but was able to effect nothing
more Uian to engage the reftitu

In operations at luch a dis

January 13, 1806.
Extra,! of a letter from the Secre
tary of slate to Mr. Cat heart,
dtied 2211 August, 1802.
According to information
given by Mr. Eaton, he has pre
vailed on the broiher of the ba
lhaw of Tripoli to repair to
Malta, with a view to be with
our Iquadrun before Tripoli, and
to be made use of against the
Bafhaw. At this distance, it is
difficult to judge accurately of
the projett, or to give particular
ioftrudions for the management
o. it. Although it does not ac
coid with the general (cntimcnts,
or views of the United States,
to intermeddle with the domes
tic controversies of other coun
tries, it cannot be unfair in the
prolccution of a just war, or the
iccomplilhmcnt of a reasonable
peace, to take advantage of the
lollile co-operation of others.
Vs far, tnereiore, as the views of
ne bruth .r may con ribuie to
our luce cl's, the aid ol them may
ulcd for the purpose. bhould
(1 s aul be found inapplicable,
or ha own pcrlonal obj -ct unat
tainable, it will be due to the
iouor of the United States, and
to the expectations he w.ll have
naturally formed, to tieat h;s
dilappointment with much ten.
dernels, and to restore him, as
nearly as may fe, to the fixation
Irom which lie was drawn, or to
make lome oti-.er convenient ar
rangement, tliat may be more e
hgiole to him. In case of a trea
ty of peace with the ruling ba
lhaw of Tiipoli, perhaps tc imy
be poll!ole to make fomc ftipu
latioo, formal, or informal, m
• avur of the brother, which may
be adelirable alleviation ot his
misfortunes.”
