At this distance, it is difficult to judge accurately of the projett, or to give particular ioftrudions for the management o. it. Although it does not ac coid with the general (cntimcnts, or views of the United States, to intermeddle with the domes tic controversies of other coun tries, it cannot be unfair in the prolccution of a just war, or the iccomplilhmcnt of a reasonable peace, to take advantage of the lollile co-operation of others.
