ven on that occasion, to fill the high office fd
governor, and to return representatives to the
legiO.ature of the union. The rights and in
j trrefts of the ft2 te, the prosperity of the con
| federation, and, perhaps, the existence of free
j caverninent, deueod on the iuccelsful issue of
| your exertions. The political vigilance and
j iirmnefs of Pennsylvania, have, indeed, railed
j her to an eminence, en which fne cannot re

j defect;d without disgrace : And thither the
! eye of every American patriot is, at this peri
od, directed, in anxious hope, that where the

a crisis, which involved the direct alternative,
either that the power ot the federal party must

nunrents of the revolution had been expo-fed
to derision ; the character and conduct of the
revolutionary leaders had been reviled , the
theory of a republican government was de
nounced .is a v’dionary and equivocal fpecuh
tion; every plaiitible expedient had been tri
ed to fetter and centroid the legislative autho
rity, emanating immediately from the people;
and ail the inftrumxnts of monarchy, the in
fluence of patronage, and the glitter of parade,
were employed to frrengrhen and adorn the
feeptre of the executive. But every enterprise
a stain ft the liberties of a nation must have the.
aid of a military force ; and a military force,
ran be procured, or maintained by the aid or
money. The lawlcfs depredations commit
ted on our commerce by the pirates and pri
vateers of France, not only, therefore, gave
rife to the equipment of a Sect, bur, with a
contemptuous and; Regard of the fer vices cf the
militia, were, also, made a pretext to embody
a numerous army, tor which it was impossible
to conceive any rational life, connected with
the {late of foreign hostilities : while the gen
er il indignation, justly excited by the insult
offered to our ambailadors at Paris, and in
flamed by every artifice that ingenuity could
devise, in lured a ready acquiefccr.ce, in a rapid
and burthenfome impofuion of taxes, to de
fray the expence ot warlike preparation. Nor
was another, the moll cruel and effiechrai stra
tagem, to diforganizc and hi overt a free go
veinment. omitted in this career of federal
j ambition. The party animoflties of the people
were fomented. The creed of federalifm.
j wuh ail its monarchical tendencies, was pro
claimed to be the only means of political fti -
jvation ; 2nd every citizen, who did not im
plicitiy adopt it, was exposed to persecution
|and profcnpften. His chnraiter, his person,
land his house, were alike doomed to infulc

land violence—and the penetration of the in -
‘jury has been found a recommendation to
j min.ftcriai patronage and favor. The inflex
ible republican, arbitrarily excluded from a
participation in the honors and emoluments
of public office*, was sometimes menaced with
the ignominy ot being “ delivered to an inva
ding enemy ft* and, at other times, unfeelingly
told, that 4< he might exp;fit to be ground to ditft
and a fuss by bis indignant countrymen.” Taies

render him the object of popular suspicion and
hatred ; and even to Hatch from his enjoy
ment, every solace of social and domestic life.
Thus pursued by the zealots of patty, and
unprotected by the hand of power, the halls

spread throughout the union. The latent

(wept from the political atmosphere, the clouds
and vapours, by which it was indebted and
obfeured. The voice of the people, in a re
gular but deciflve tene, transferred tire pow
ers cf government from federal to republican

tionaries, faithful to their trust, revived the
principles of the revolution, cast off the tr
pings of royalty, reftured a conilitudonal r ; .ni
fty of rights to the citizens, and est . nihed

and to protefl the freedom of commerce, you
