Dispatches from the Mormon colony at Colonia
Dublan, announcing that Carranza troops are
being rapidly massed around Parral, added to the
anxiety in Army circles. No word has come out
of the Parral district for fifty hours and the
Americans there may be in dire straits.
What right have we to send aeroplanes into
Mexico? . We went there at first simply to
capture a bandit who had shot up an Amer
ican town, didn't we? We didn't even have
the old excuse which we worked as a gag
before—the salute of the flag. We didn't
find the bandit, and then it would seem that
the Administration saw red, and the first
thing we know there will sure enough be
‘‘something doing,” and the price we shall
have to pay will be a steep one.
General Carranza has been more patient
than any American governor or President
would have been, under like circumstances,
and recent expressions from him would seem
to indcate that his patience had about reached
the breaking point.

The Jinx continues to camp with the Wil
son Administration, and it would seem that
the entire Cabinet would go down to pos
terity as the best bunch ever gathered under
that august name, to know nothing whatever
of the duties or the portfolios they were sup
posed to handle.
Josephine Daniels, so-called Secretary of
the Navy, is in more hot water —this isn’t
anything new for Josephine; be has been
entirely surrounded by hot water ever since
he was sworn in. But he has maintained,
with a stubbornness worthy better results,
that there isn’t a thing the matter with our
Navy; it was the very best on earth, and while
a few more ships, of various sorts and sizes,
wouldn't be a bad idea, we really didn t need
them as much as we did tooth-brushes and
pajamas for the sailors.
So it isn't much surprise to anyone that
a communication from so thorough a seaman
as Rear Admiral Bradley A. Fiske, to the

serious consideration by Air. Daniels. Fail
ing to hear from the Secretary, the matter
was referred to the Senate by Senator Lodge,
and the answer was that the letter could not
be found. According to Admiral Dewey:
“Admiral Fiske’s letter is a careful analysis
of the situation of the Navy in the early days
of the European war and contains the statement
‘that if this country avoids war during the next
five years, it will be accomplished only by a
happy combination of high diplomatic skill and
rare good fortune.’ ’’
It asserts that the Navy was then short 19,600
men and that while the ships were well organized
“and pretty well drilled,"’ the department itself
was neither “organized nor drilled in a military
way.”
“Perhaps this is nobody's fault/’ continues the
letter, “and may be attributed to the fact that
our Navy has never had to fight a serious enemy,
certainly not in a hundred years.”
Admiral Fiske then appends an argument for
the creation of a Navy general staff.
And the only answer is, like the Irishman's,
a question: just what did Mr. Wilson have in
mind, as necessary attributes for members of
his Cabinet, when he selected the men he did?
