PITBLISIIED DAILY BY COS AM EMIR BARTLET.
PROSPECTUS.
’ THE
S.irANX.IH MUSEUM,
Published in Savannah, Ga.
COS AM EMIR BARTLET, Editor.
A FREE PRESS has been termed the Pal-
of Liberty; and since its first establish
ing it has been cherished by the People, as
the firmand stedfast champion of their rights.—
Experience, so far from chi’‘ing the enthusiasm
v ith which it has been regarded, has only con
joined it in the affections of the people. It has
leen proved to be a most powerful engine in
the correction of those abuses of authority, and
those faults in the administration of Government,
•which the Laws neglect, or cannot reach. In a
fse Government like ours, there are many such.
’The Institutions of our country arc not based
n adamant, but are founded on opinion. Opin
ii, which is mutable iu itself—is one thing in
tlis day, or age— may be another, the nett. —
AJhat then but an exlishtksbd mess can give
stability to our forms of government, by des
itmina’ting correct and liberal notions in poli
tics, and by inculcating sound maxims, and vir
tuous principles. Our Government professes to
derive its power from the suffrages of the peo-|
pie. l'lie Press is therefore of vital importance ■
to the people; because it is a vehicle through
which they can make their voice be heard,:
and respected, through every department of pow-j
er.
The Press may sometimes be faulty—may be ;
influenced by political combinations, or grow;
licentious. llut these are evils which speedily
worktheir own cure. A licentious Press can
not long be patronized by a sober and discrim
inating public ; and one that becomes corrupt,
Prom the influence of power, and betrays the
interests of the people, will be neglected by
he people. And thus self-interest, the only
rice which could have induced an Editor to de
part from his duty, will compel him to reform.
The principles of the present Editob of the
lluseum, roust necessarily have become known,
a a large portion of the community, by his-for :
ner editorial labors. His iiews of men and mea
nres have been explained to the public, by
practical comment. And it is tliougui that his
past course will b ar him out in the assertion,
1 that his main object lias always been, to pub- 1
I lish an INDEPENDENT, nONEsiT, and LM- ‘
fAKI'IAL PAPER, which should serve the in - i
tirests of the great body of the ceoplk, without
flattering the vanity, cringing tor the favor, or
i disguising the vices, of any particular class of
them. However mistaken lie may have been
in the means made use of to accoiii.nisli this
great object—yet he can truly say, that he has
Seen devoted to it* with an ho.testy of inten
tion, and singleness of heart, which has disdain
ed all considerations of pecuniary advantage, or
personal feeling. Where his path ot duty nas
oeen clearly marked out, he believes lie has
endeavored to follow it, regardless of conse
quences. He believes that no sejfish feelings,
no views of individual profit, honor of emolu
ment, have had power to force him froma stand,
vhieli the interests of the people andtne hon
or of his country have called upon him -,o as
nurne. , Where ills duty has been plain, he lias
endeavored that his conduct should be fearless
ami determined. He has not hesitated to de
nounce political profligacy, though ciothed with
authority ; he has advanced bobby to the charge,
and attacked the eijem. 4of economy, of jus
tice, of liberty, and the people, in the strong
holds of their power. This he iias not done to
gratify any angry teelir.gs of his own, but be
cause he “deemed tile public good demanded it.
111 particular, it will be the wish of tile Edi
tor to keep the Museum aloof from all party
entanglements. In his editorial character, lie
will aiiow no party, but the American people;
and will acknowledge no leaders hut the Spirit
of Justice, and his own conscience. In the fate
of other esta bailments, lie mis learned the des
tiny which must always await the Editor, who
sutlers himself to he made the tool of a party.
He is thrust forth as the “Cal’s pao” in all
quarrels; pushed forward as principal in con
troversies, where he has no interest, and can
gain no honor; and must bear the odium of sms
which are not his own. It the designs of tiie
party succeed, .*0 is neglected, because iiis ser
vices are no longer useful. If the sinister tie
signs of the party are detected and tad—the
printer, who was only an instrument in the hauus
of more cunning men —who only became odious
from assuming other people's actions—is sacri
ficed to a selfish policy; he is made the scape
gout, and sent forth into the wilderness with
the sins of the whole party on his head.—
Warned, therefore, by tile example of others,
the Editor of the Museum will lend himself to
the views of no party. He will advocate the
interests of THE PEOPLE, and trusts to them
alone for patronage.
In the competition between citizens for posts
of honor and profit, the influence of the Muse
um shall always be exerted on the side of vir
tue and talents. The spirit of our government
denies a prescriptive right in any person to of
fice. Honors and offices are not the property
of any family or party —but are the fuze gift
of die people; and should be bestowed upon
those w hose virtues have rendered them illus
trious. They should he bestowed as a reward
for eminent services rendered the country—and
not held out as bribes for political duplicity.
Such have been the views and principles which
have governed the Editor ot the Museum in
his past course, and which he modestly hopes
Will continue to guide him for tiie future. In
soliciting an increase of patronage, w hich may
render tiie Museum more extensively useful, the
Editor trusts that the principles lie has support
ed, are such as will advance the best interests
of his country, and which the enlightened ci
tizens of Georgia cannot but approve. With
these impressions, and these hopes, this PROS
PECTUS is submitted to a liberal public.
