IHrthMlbt General Conference.
This large and iufluential ecclesiastical
body conveued in the city of Atlanta, on
Wednesday last, with a very full attend
ance of delegates. The principal business
so far transacted has been the reception
of reports, queries, 4c., from the different
Conferences, and referring the same to ap
propriate committees, which have been
appointed to put them into proper
shape and report upon tb mi to the Con
ference.
It is thought the session will last for
several weeks.
The People.
The Constitution says that our talk about
the people is very thin, very absurd, and
very tiresome. It unquestionably is tire
some to those whose hope of preferment
depends upon a system which iguores the
people. We shall not cease to talk to the
people, even at the risk of fatiguiug the
Constitution, for on the people we rely to
destroy the ring rule the Constitution ad
vocates, and the countless evils it entails
upon all of us.
A High Compliment:
A correspondent of the Forest News,
writing from Beech Creek, over the sig
nature of “ Dixie,” speaks as follows of
Col. Emory Speer:
“ We frequently hear the name of Colonel
Emory Speer most favorably spokeu of in
connection with Congressional honors.
There is uo truer Democrat anywhere
than Mr. Speer—in fact, iie is the great
exponent of the real principles of Democ
racy. When Radicalism was alive in this
District, with his great talents ho dealt it
the heaviest blows, aud the O’Neals and
the Akermans cowered like whipped span
iels under his lash. The very soul of honor
—always the fearless, outspoken champion
oi the weak and oppressed—the peer of
any man in the State of equal age in the
Court House or on the hustings—skilled in
the knowledge oi Constitutional law, and
our Federal system—energetic, ambitious
—well iudeed does he deserve the enco
mium of “ The Young Commoner.” The
Ninth District could send no man to Con
gress wbo would honor himself or his con
stituents more.”
Oor Scrap Book.
The daily Constitution charges us with
keeping a scrap-book in which, from time
to time, we insert choice selections from
the gems of thought which l: glow and
glitter” in their columns. Wore our se
lections limited, as the Constitution indi
cates, our scrap-book would be less volu
minous ; certainly its quotations would
be less inconsistent. “ Albeit,” it is not to
be denied that certain selections from the
Constitution might be made which would
resemble, “ as it were,” the brilliancy of
that mackerel in the moonlight of which
John Randolph spoke.
Hm. William McKinley.
We regret to learn of the death of Hon.
William McKinley, of Milledgeville, which
occurreil at his home in that place last
Thursday. Colonel McKinley was promi
nent among those who, in the better days
of the Republic, aided to render Georgia
illustrious. He was born in South Caro
lina in 1810, and moved to Georgia in 1835,
following the practice of Jaw, and was one
of the leaders of the Georgia bar. He
never sought political preferment, but he
has been for mauy years one of the mould
ers aud directors of public thought aud
opinion. He was elected to the Legisla
ture from Baldwin county in 1874, but
owing to falling health be withdrew alto
gether from politics at t' e close of his

This great statesman is advised by the Con
stitution to submit his claims to the norni-
■ating Convention. The Constitution has
no doubt that those claims will be re
cognized. Here is richness for you I Dr.
Felton has been fought by this journal
from the word go. His conduct has been
said by them to be ruinous to democracy.
They have not hesitated to use every means
in their power to accomplish his defeat.
When that is impossible, this disorganize^
this faithless Democrat, this ally of Repub
lican, this man who has, as the Constitu
tion would have us believe, done more, to
lisorganize aud disconcert the Democra-
:y than all other causes put together, is
counselled to submit to the same ring
which he bos shattered to fragments, and
be Constitution does not doubt that- his
claims will be unanimously recognized.
The only rational construction which
can be put upon this bending of the edito
rial knee bef ire the power of a truly great
man is this: Although Dr. Felton isan inde
pendent Democrat, still his genuine Demo
cracy the Constitution admits would com
mand the unanimous support of a Demo
cratic Convention. Then, au Independent
Democrat is not so bad after all. A more
auspicious mind than ours might suspect
that since the opponent of Dr Felton bad
tidied to beat him before the people, they
desire to get him where they caubeat him,
that is before a Convention. II this is true
the snare will remain unsprung. Dr. Fel
ton is a man too great to abandon the fight
he is making for a free and untrammelled
election, and too shrewd not to see the ar
tifice and avoid it.

write a serial for the Athens Watchman
alter the Congressional elections. It will
probably be called “ The Campaign in the
Ninth, or the Rise ami Fall ot ao Ambitious
Youog Man.” The story, it is supposed,
will, iu some sort, be autobiographical iu
its tendencies.—Constitution.
The foregoing is right as to the fact ol
the serial, but wrong as to Its title aud
time. It will appear simultaneously with
the Romance of Rockville, in the Constitu
lion, and will be entitled “ Hemphill’s Tes
timony. A Story of the Decline anid Fall

was convicted of seducing a young girl in
Columbus, has turned up again. Leaving
his wife in Covington, Ky., he went to Cin
cinnati, where he led a church choir hud

The Political Ceiabat Deepen*.
Dear Watchman :—We are here iu Clay
ton, surrounded by cloud-kissing moun
tains. This is the famous county of Ra
bun—a county where everybody lives at
home. This is literally true. It is the
land ot hog and hoiniuy ; of fat horses ; ol
fine cattle, aud the horn of plenty has been
emptied into the laps of the people. Mon
ey is scarce and the people don’t need it
I'liey make all they need and a more or
derly, substantial population we have nev
er seen. Their only need at present, is
communication with the commercial cen
tros, by means of the Northeastern Rail
road. Mr. Editor, for the sake, not only
of Athens, but all upper Georgia, keep
pegging away at this enterprise. There
is enough grain aud meat producing couu
try within a radius of thirty miles from
where I am uow writing, to support three
or four towns like Athens, as prosperous
as it is.
The famous Tennessee valley, as rich as
the valley of the Nile itself, would furnish
products enough to our merchants, to re
pay the cost of building the road The
Watchman can do a great work lor the
road, and uo paper is so much esteemed
by the people of Rabun county. So, moYe
on the good work, and stir the people on
this subject.
We left Clarkesville ou Suuday morning,
Wo were obliged to travel on Suuday, on
the circuit, and traveled out leisurely to
the beautiful residence of Col. West, where
we had been invited to take dinner. Col,
West lives at the old Swep Cox place, nine
miles from Clarkesville. After a while
the Judge aud all the rest of the bar and
some outside of the bar, came driviug up,
and wo had a flue diuner. Those who
have enjoyed the hospitality of Col. West
aud his charming family, know how the
hungry lawyers aud newspaper men
joyed the fare. After diuner, we started
iu a long procession ou the drive to Clay-
tou. The woods were never more beauti-
tul. The white blossoms of the dogwood
tile variegated azalia, the blue wowd vio
lets, the fresh green leaves ou the moun
tain sides, the rippling streams—clear as
crystal—presented a picture which would
have charmed any one. The party was
in the best of spirits. Col. S. Pruitt, the
agent aud correspondent ol the Banner,
iu his glee, entertained aud astonished the
travelers by selections iroin bis stock
of popular ballads, and tho mountains
heard, for the first time, “ Mary Ann
Kailamazoo,” aud “ Riding on a Humpback
Mule.”
Mr. Hawkius, the popular auctioneer
Gainesville, was also in the party. We
reached Clayton iu safety, aud after a good
night’s rest at the comfortable hotel of Mr.
Duncan, entered upon the work of the
week.
You will be glad to learn that the good
work in favor ot free election by the peo
pie is going on bravely here. The people
here are Independent to tho core. They
are many of them descendants of the
gallant mountaineers who met aud routed
I ho British troops at King’s mountain, dur
ing the Revolutionary war. They despise
the tricks and trades of the professional
delegates as much as any people in the
District. Many of them voted against the
Independent candidate iu the last race,
because the time was so short they had
no time to hoar the issues discussed, aud,
in fact, uoue of Mr. Speer’s tickets reach-
ed Rabun, until after the election. You
will see a mighty change in the next elec
tion, aud Mr. Emory Speer will receive
large vote iu this county. A great many
meu are failing iu with the free ballot
movement who were strong organizers be-
ioro.
Mr. Speer addressed a large crowd
thp court house on Tuesday, with great
effect. We have never seen an audience
that seemed more to approve tho argu-
wonts and positions of the speaker. We

heard mauy of the citizens say that the
speech had changed their opinions. We
heard one old man say it was ths “ best in
forty;” and another say “ It can’t be beat in
the Niqtii, and still another remarked iu my
hearing, that “ He has taken a load off of
me. I wanted to vote for him before, and
now I intend to do so.” A very good evi-

Tobacco Dealers.

zens in this section ol the State have
been considerably troubled as to whether
>r not they could furnish tbeir employees
with tobacco without having to'pay the
special revenue tax as tobacco dealeis, we
copy the following iu reference to the mat
ter—being part of a letter from Col. Green
B. Rautn, Revenue Commissioner, to Mr.
E. C. Wade, Revenue Collector of the 3d
Georgia District
As many of our x>eople are directly in
terested iu this matter, we advise them to
preserve this letter for reference, aud to
prevent themseives from being imposuo
upon:
“ It has been and is now held that a
farmer or planter who simply suppiios-his
employees with what manufactured to
bacco they need lor their own personal
use and tor their special accommodation,
aud not with a view to gain. or profit to
himself, is not regarded as engaged in the
business of selling manufactured tobacco,
and would not be required to pay a spe
cial tax for thus supplyiug his hired labor
ers with tobacco.
This ruliug is intended to embrace all
cases where farmers aud planters furnish
supplies of tobacco to their laborers,
whether such laborers are paid a stipulat
ed sum m cash or its equivalent by the
year, month, week or day; or paid by re
ceiving a proportion of the crop produced,
as per contract; or where the laborers
cultivate a given number of acres of land
at an agreed rent. A farmer or planter
who, solely for the accommodation of his
laborers or employees, as above defined—
not with a view of gain or profit to him
self—even though he charges a price for
the tobacco in advance of what he pays
by the box sufficient to make himself en
tirely whole i. e., to reimburse himself for
such loss, cost and expense as he may
necessarily incur—is not held to be liable
to pay a special tax.

Rebel Claims.
The New York Tribune, followed 1)y the
Tray, Blanche and Sweetheart pack of the
Republican press, has circumstantially and
persistently attempted to prove that the
South was endeavoring, by claims, to rob
the United States Treasury of more than
8200,000,000'. Of course, this was a fa
mous campaign document, and, if suscep
tible of proof, might become available to
save many Republican candidates from
perdition in the Fall elections, if, indeed,
it did not jeopardize certain Democratic
seats in Congress. Mr. Money, of Missis
sippi, has completely turned the tables on
the Jay Gould organ by demonstrating (1)
that these so-called private claims mount
up to only 86,757,793, and (2) that the
greater part of them, including the re-
fundrng of the cotton tax, etc., were never
seriously thought of in the South; and (3)
that nine-tenths ot those “Southern”
claims were really owned by Northern citi-
zeus, who bought them up at ridiculously
low prices as a matter ot speculation; and
that in a majority of cases Northern and
Republican members of Congress stood
their sponsors; in fine, that the greater
part oi those “Southern” claims were in
no sense Southern, being owned by North
ern citizens, engineered by Northern Con
gressmen, and Southern only geograph
ically, as to the section in which the dam
age was done.
Not satisfied with bringing this matter
to a clean issue, aud putting the respon
sibility where it chiefly belongs, Mr. Money
“ carries tho war into Africa,” and, by in
disputable facts and figures, proves that
Northern claims before Congress already
on file arnouut to over 81,600,000,000.
The truth is, the Northern States have,
from the foundation of the Government,
grown rich upon the spoils of patronage,
and the South has, from tho beginning,
allowed them to have their own sweet way
up to the explosion of 1860. The North,
since the inter-State war, has recom
menced her old game of the wolf aud the
Iamb, but it yill not.be,so. epsily or suc
cessfully played, as it was lang syne. It
the South asks lor relief, it is for the com
mon weal and not for sectional monopoly
or aggrandizement. The North way have
power enough to balk this equitable move
ment, temporarily, but suggestions for her
own safety will make her more conserva
tive, for nothing is more certain than
that, under exiting circumstances, an
Impoverished South means a bankrupt

of much that the Democratic House wish
ed to do. Mr. Garfield made the best of a
bad case, but the honors of the debate re
mained with the Speaker. So, I doubt not,

just wbat Mr. Randall did yesterday.
The Senate Finance Committee has re
ported against aud the House Ways and
Means Committee bas reported in fa
vor of the proposition of Senator Beck to
suspend payments to the sinking fund,
The House bill as agreed upon by the Com
mittee, suspends shell payments until 1885,
This fixing of a limit may bo stricken out
before the bill passes.
A modification of tbe bill putting Gen
Shields ou the retired list of the army has
been agreed upon, and will probably pass
So far, no resolution of inquiry has been
introduced into the House in relation to
lata developments iu Florida. It is well
understood, however, that such actiou will
be taken up at an early day.
Tbe bankrupt repeal bill comes up in
the Seuato to-day for final action. The
House amendments were not of importance
and there seems to be no objection to them
but a curious change ot opiuion ou the de
suability of repeal seems tohavo occurred
ou the part of mauy Senators. Tho bill
will probably pass to-day, however.
Au absurd rumor that Cronin, of Oregon
was to make a confession to affect those
made hy McLtirirWa Dennis, of Florida, has
been industriously circulated. Ci oniu can
have uotbing to confess which is ot the
slightest moment. Cronin’s vote was not
counted. It is with votes which afiect the
result ol tbe election that we have to deal

The Bankrupt Law,
The action of the Senate iu attending
tho till to repeal the bankrupt law is rather
singular, when we consider the fact that
the bill originated in the Senate. What
has caused these statesmeu to change their
minds and put such a foolish amendment
ns the one adopted—to let the law remain
in force until the 1st of January 1 It was
reasonable to suppose that a bill so uni
versally demanded by tho people would
pass that body even if it had not beeo
fully considered aud passed on before,
without so much hesitation. It has been
referred to the Judiciary Committee.
It.is to bo hoped it will not be permitted
tb slumber there—unless they have lolly
determined to let the bill take effect at
some future day. If they have, then it is
better not to interfere with the bill af all.
It will certainly destroy confidence be
tween our people if it is to take effect in
future.
Tho bankrupt law has served its pur
pose. It was a good law to relievo our
people who were bouestly involved in
debt by the results of the war. Many
worthy citizens have been compelled to
take advantage ot it—but it was often
made the shield to protect dishonest men.
It destroys confidence, and often makes
dishonest meu out of good citizens. Let
the law be repealed, to take effect tbe day
it is signed by tho President. The people
demaud it.—Atlanta Constitution.
Ex-Governor Tilden iu a converse
tion with a prominent political friend on
tho recent Florida developments, said that
fie had no part whatever, directly or in
directly, iu procuring the confession oi
the Florida ballot thieves. He said that
ho had neither advised in lavor or against
the passage of the Electoral Commission
act; that he submitted to it as the law
and lelt bound to obey the judgment ol
the lawtul tribunal that decided against
him, and that ho could not disturb the
peace of the country individually, or
through others acting in his direction,
bringing exposure of well-known frauds
to the surface.
The Silver Circulation.
Up to the present time something less
thau 8300,000 of the new silver dollars
have been paid out by tho Treasury, and all
in exchange tor gold. In tho meantime
the Treasury has been steadily accumu
lating them, and by the first of May it is
calculated that there will be 83,000,000 on
band. These the Secretary will put into
circulation as rapidly as possible. His
purpose is to pay them out for silver bul
lion, and also to change them tor tbe mu
tilated aud deiaced national bank notes
sent in monthly. In this way the whole
83,000,000 will probably be {tut- into active
circulation during next month, aud a sim
ilar amount monthly thereafter.
