The Army appropriation bill has passed tbs Senate. The bogus Virginia Senators are sworn in. In the House, a resolution to adjourn on Fri day was passed. In the Senate, a resolution was passed au thorising the Secretary of the Navy to employ the necessary means to protect commerce from privateers. Seward has issued a reclamation on the Spanish Government to surrender the prises taken by the privateer Sumter and carried in to the Cubian ports.
