Several other officers came up as passengers, and a private of Durjea’s Zouaves, on some business connected with the fort. All the killed and wounded were brought buck to Fortress Monroe last Monday. Tbe naval br.i-ade re said to have’ acted in the bravest manner in going into the field and bring mg tbe bodies off during tbe thickest of tne fight, thus exposing themselves to the greatest danger from tbe fire of the enemy. It was the opinion of all who witnessed their conduct that if they had been provided with arms, thkV could have silenced the battery in a short time. The entire biume of the unfortunate result of the affair is laid ou tbe shoulders of General Pierce who is execiated by every cue for his total want of effi ciency. This semimept ws shared alike ny both Union men and Secessionists, the latter especially openly expressing their contempt for him. Gen era Butler was perfectly enraged against him, and when Pierce as brought before him he cursed him, called him fool and coward; told turn be had faded in the performance of bis duty, de claring that he- had co confidence iu him, and that he would not hereafter trust him, no matter bow small or unimportant the affair. Baltimore, June, l a 6l.—By a recent arrival ’ from Richmond direct, I am pet in possession of | some highly iuiportant facts, which, in connection ’ w th others, I learned yesterday, and with tbe data which I previously had, enable me to give the general feataies of *!.e campaign in Virginia, as agreed on by tbe rebel chiefs. Jeff Davis, Gen. lieauregßr-d and (Jen. Lee hare , been in consultation for several days, and they have, by special couriers, almost hourly comma- \ Miration with Gee. Johnston, at Harper’s Ferry.— ThereJ was some disparity of views them at first. It was understood that Gen. Lee present ed a plan for an immediate Attack on Washington. He presented a stateaient in detail, showtfig the i uumber of troops in Virginia to be 147,000, dis- 1 tnbuted as follows Men. Richmond aud its fortifications 15,000 i Norfolk, Portsmouth, Gosport and Nanse • tuond river 15,00 b j Lynchburg C3mp of instruction 15,00 b j , AJ and near Harper’s Ferry, uuder Gea. Guerrillas (organized). s\kx Total F47,w0 And also a statement showing that there were in addition 10,0'X> troops under arms and ready to march from North Carolina, which could be con centrated at Weldon, and brought to any point iu Virginia, where tbev might be needed, in a very short time. The plaD which he urged was for three corp - d'ar.nce of 25,000 each to advance ou Alexandria and Washington, to be diawn from Richmond, Lynchburg Manassas Gap, Freder icksburg, Petersburg and Culpeper, the places of these troops to be supplied by fresh ones. With these 70,00 U men, and suitable parks of artillery, he felt confident of being able to take the capital, and he trusted to the enthusiasm (f the South to raise 50,000 more men to rush to Washington and prevent it being retaken, if it was deemed advisa ble to hold it. The details of the plan showed it to be well considered, and to hold out at least a possibility of success. But it was steadily op po&ed from tbe first ; b}’ Jeff. Davis, aud after ward by Gen. Beauregard, and it was quickly aDandoued—uot because it was regarded as abso lutely impracticable, but because it was judged inexpedient even to take Washington, and diffi cult, perhaps even impossible, to bold it. Ou the question of Harper’s Ferry, also, it was undarstood tuere was some disparity of views. General Lee was for offensive operations here also. He desired to so strengthen General Johns ton as to enable b m to leave his batteries well served, while himself, with 50,000 troops, should attac • aud route the Ohio troops under General McClellan, aud drive them out of Virginia. But no such views prevailed. It was understood that the general features ol the campaign, as finally agreed upon, are these : First, that it is to be strictly defensive; that the Potomac is not to be crossed iu any eveut; that the various bodies of troops are to remain tor the preßeut where they are, us ludicated in the table i above; that Harper's Ferry is to be held as long j as practicable, but to be abaudooed or not as i circumstances may warrant; ihat the liue of the j Manassas Gap railroad, extended to tbe mouth of | Aquia Creek, is to be tbo first base of military j operations. That this line, now defended by Cs*- | 000 men, is to be strengthened by 15,000 more, if j deemed necessary, but that it is to be held, a stand made there, ana a battle fought there, before it shall be abandoned. This plan was first suggested by Jeff. Davis, ft was warmly seconded bv Beauregard, and Gen. Lee has cordially assented to it. It involves, of course, the fate of Gen. Jobnstou; and if he dues evacuate bis post, it will be so much strength added to this line. The posjibillity of being de feated on this liue it hardly entertained by the rebel leaders. A Indy, however, asked Jeff. Davis on Monday tveuiug what they should do if the Northerners forcea them back from Manassas. ‘‘There will be few left, madam,” replied Jeff., “to be forced back. But if such is our fate, ve have other lines to defend aud other hands to defend them.” Phillip i*a —not Phillippi.—Even the Virginia papers persist in the mianmner of Phillipi to the county site of Barbour, perhaps from the inveter ate military associations connected with the name. A Virginia contemporary says the town wus nam ed Pbilhppa in honor of the daughter of Judge Barbour, after whom the county is> called. After tlic Buttle. The following extract from a letter written by a citizen of Savaunah, who was in the neighborhood of Bethel Church, while the late battle was pro gregsiug, contains matters of interest “Magrnder sent to Yorktown for the Louisiana Regiment, but they started too late, a rapid march of fifteen miles bringing them to the scene of ac tion when all was still, to tbeir great chagrin Magruder considered his position untenable against large bodies of Yankee reinforcements who might surround him, and started at 7 P. M., back for York, arriving soon after midnight. 1 was staying at the Measles Hospital, and heard the triumphant yells of the North Carolinians as they marched in “The Louisiana men were used up by their forced march of fifteen miles back. Major Randolph, of the Howitzers, told me he had been ordered to survey the field, and mark the best points to place bis pieces in case of action. He looks much worn, but ia well. “The Howitzers spiked one of their own guns during tbe fight by accident, and tbe enemy dashed upon them and would have captured it, but North Carolina Company A, Capt. To the Cotton Planters ot Use South. <Jentlfnun : At tbe regular annual meeting of the Cotton Planters’ Convention, held in Macon on the 11th iost., a resolution was passed recom mencing a Mass Convention of tbe ccllou planters of the rfoutb, to meet iu Macon, Georgia, on the 4th of July next. The undersigned bare been appointed a com mittee to give notice of these proceedings, aud to invito too people of the States to seod up dele gates to that CouveDtioo. We presume it will require no fervor of lau guage, uo special pleading, to impress oo the planters of tbe Month the importance of their promptly responding to this call. In tue midst of a season ot n markable pecunia ry prosperity, we find ourselves suddenly involved in a great revolution—iu which a fierce aud bloody war is inaugurated. The invaders, counted not by thousands, but by hundreds of thousands, are swarming upon our soil. They have blockaded our ports, cut off our trade, and destroyed tur reveuue. Our noble and chivalric youth have rushed into j the field to meet them. From the city and coun- | try, the hills and valleys, tbe mountains and low- , lauds, they have poured forth iu multitudes, ; forming a great army, now panting for the con flict, aud ready to drive hack the Abolition host, or perish ou the field. The final results no one doubts. We shall have Überty and independence. But to support this army and sustain the gov ernment of our choice is now our highest duty, aud tbe subject of our greatest coucern. How shall these objects be accomplished? This is * question which has eugugrd the profoundest attention of our statesmen and financiers. These investigations have resulted in an admission of tbe fact, not generally belcre understood, tbat the smews of war, as well a3 the elements of prosper ity in peace, are in the hands of the cotton plant ers of the ciaoth. The Government appeals to them— to them the eves and the hopes of the country are now turned. They must furnish the means to susta.n the army and carry the war to u successful close. It is then clearly their right and duty to take counsel together—to consider the wbuie question in all its practical operations, and determine for themselves bow they will raise the means, and to what extent. We therefore cordially invite the cotton planters of tbe South—indeed, we urge our friends in every county in our own State, as well as the peo ple of all the Confederate States, to send np dele gates to the proposed Convention to be held in Macon ou the 4th day ct July next. Let them send able aud good men, and in such numbers as they may think proper. In the ap pointment of delegates, no special formalities need be observed. What we want is a meeting of tbe cotton planters, to consider their own power, and propely to apply it. Arrangements are in progress, in addition to the regular debates of the Convention, to procure addresses from the most eminent orators and statesmen of the South. J. H. R. WASHINGTON, PiLxssi S.
