Ot the nine new Federal’ Monitors—two are finished ; four nearly ready; two just launched; and ecu ready to launch. The report of the Federal Secretary of War is a very grandelcquent one. He enters into an elabo rate view es the military operations of the Yankee Government since the commencement of sectional hostilities. It is stated by this official that ihat port uu of the United States which is now, or has beeD, the theatre of military operations, is com prised within ten military departments. The forces now opp-ratmg in these several department?, according to the latest official returns, amount lo seveu hundred and seventy-five thousand three hundred aud thiity-six mon, officers aad privates, fully armed aud equipped. Since the reception of these returns at the official bureau, this number has been increased to an excess of eight hundred thousand, and it is added that, when the different quotas are filled, the armies now in the field will number a million ofmeu. The Federal Secretary of War has authorized the raising of nine months’ recruiis, iuslead of drafting men in Kentucky. There is said to be two thousand Federais in the hospital) at Bowling Green, and the nineteen hos pitals at Louisville are also filled with the sick and wounded. By tbe way of the North, wa h»ve later news from Mexico. No engagement between the French and Mexicans has yet taken place. The r.iad from Puebla to tbe capital is being fortified. Tfce Mexicans are united and ve;y enthusiastic. Hevera! oi the guerilla leaders hava given iu their adherence to the Government. The'rebel gue rillas in Buizlles have been routed, and many of their officers taken prisoners and shot, in the diplomatic dispute lefiveen Mexico and Prussia, in regard to the tax of one per cent, Prussia was worsted. Military rule hos been declared in several of the Mexican States. Sickness contin ued to exist in the French fleet to a fearful ex ’vat; tniuy officers have died. A furious gale lots caused great damage among the shipping at, VeraOrt'z and Saorificio; a large number of ves sels wore wrecked, and many lives lost. .Gen. Lorenay was scon to start for France. The Miunesotta people en masse, are in favor of tb» execution of the three hundred Indians, a3 pe r “Pope’s” order. Rear Admiral Elie A. F. Lavallette, of the United Whites Navy, died last we*k in Philadel plria, iu the Bevantv-third year ol bis age. He was a native of Virginia. The Philadelphia laquirer revives the cry of “On to Richmond,” and makes a very urgent up peal for “every banner, every journal, every citi zen to join iu the try.” The Inquirer says the in id to Richmond is a “straight one,” and the way to got these is 1 > “whip the Confederates.” That is a thiog the Federais have not yet succeed ed in doing-and probably will not Tbe Cincinnati Commercial, ibe leading Aboli- Cau paper in tho West, has come to the conclusion ihn'i. the war in “some cf its aspects looks very unfavorable for the Federais.” Northern papers will tell tho truth occasionally—although it is a raie thing lor them to do so. A person sailing under the 11 aim: ol Rev. J. B. Aughey who was u prisoner 10 Mississippi aud made bis • escape lias keen regaling North eru audiences with the way in which the “Confederates scald Federal prison*rs to death. ’’ The bigger tbe lie such scamps got up, tue more followers they will always have in Lincolndooi. Anything that is derogatory to the Mouth, 00 matter how strong a Munchausen taint it has, isguipbed down by lln ni with a vorccioua eagerness. •Some of the Northern papers flatter themselves that the Federate have troops enough in Virginia to tweep the. Confederates from the State “if” they were only cpincrntrated. That iiti!e 'hi,' appears always to prevent the Yankees Iron; bc-ing successful. Tbe Federais ai* speculating 1- git-at J*.J about the de3tinatio:i of il.irk) expedition. An Ohio pap; r gives an account ol u.a suunJe ol a man flamed l>jvi.d Lamb, who recently cut his throat with a razor, in consequence of his con viction that the political course lie had pursued was one of the causes of the preseut war. He had voted with the radical Abolition party, and aided :.h he supposed, in bringing the country into trou- Lio. The weight of his crime so pressed upon his eor.scieuo*-, that be was c matt aided to take bis ow 1 Ilf". It would h,; uii inedeniable blessing to the world if a lew thousand of the pestilent Abo litiou party could be so sorely conscience stricken us to indues them to follow Lamb’s example. Lincoln bus sent u letter to the military uu tfc; rides in Yonueaste, by one ot his tools from that State, in which undertakes to coax the Tea n -ssceami iuto electing members to the Federal Google; a, State Officers, Ac. Ol course those elected uiu;t be supporters of the despot, ; r ibey will not be allowed to hold office. The Yaukee papers tell ua that Roseucranz is rebuilding tbe railroad to Knoxville, und will not move until he has secured that truiieit tor bis sup plier'. But they do uol tell us that Geu. Bragg's troopers are culling up the road faster thug tios encracz repairs it. The Northern papers report an extraordinary number ol übsentreH from ihe army, who are roaming arid skulkiug over the w.iole North. There are nr>v over four thousand soldiers from Founayivauix iu the Hospitals at Washing ton. The N'w Yolk Herald says ihe results of the recent elections at Ibo North do not mean pence at the price 0! disruption, tint simply mean that the people are diisalistipid with lha meaner iu which the war has brers conducted. The Herald states (hut “tbo. Northern people are determined ta carry on the war wit i energy aud wish vigor, and thereby bring it to a speedy termination.” The Ilorald will tin J that the people of tho South are as determined ns those of the North, aud that the only way for the North to “terminate the war” ie to back down and acknowledge the independence of the South. The New Yoik correspondent oi the London Tinies makes some rich disclosures. He says the Federais have not lire arms enough; that their army is in want of blankets and rhoes; that their surgeons who are required in enormous numbers allot' every battle, are such bungling apprentices in ihe u l, that they kill by their ignorance, a lull half ot the wounded men, who, if more skillfully treated, might survive; and resort to ampu ation in hundreds of unnecessary cases with appalling recklessness; and finally, that on the-24th of Oc tober, tte back pay due McClellan’s army amounted to over $50,C0d,000, and that many regimmts had received no pay sines June.— Uncle Barp’s pocket must he getting low—the bragging assertibns of tbe Federal officials to the contrary notwithstanding. The steamship Republic has bem confiscated by tbe Federais government, (or sailing under a false register. The Federal War Department appears to be in great confusion. Among tbe names published ax dismissed fronr service iu disgrace, Ac., are those of several who have been killed in battle. Al though the Federal official) buve made a mistake, yet we think they have designated things by tbeir right names this time. For a mau is disgraced whenever he enters their temcc, aud ol course, be is disgraced Whenever he goes out of it—no mailer how he gets out. The St. Louis Republican, o! the 21st ult , re ports tbe river at that point rising at the rate of live inebrs in twen'y-four hours. H was almost eight feci above lo ? water mark of December, 1860 Tcere was seven leet full in the channel out to Cuiro. The Ohio has been riling a little Into ly, and theic was three feet over Scuilie’town bar on the 2lst. Tbe Missouri is failing from Leaven worth down. Every thing that wonld have a tendency to stop the Abolition war has been voted down ; and every ibing that wouid tend to prolong it has been acted on favorably. The nigger guestiou is still the prominent oDe in that body. Id 1660, the Yankees made-and sold ninety mil. lions of dollars worth of boots and above; in 1882, nine millions will cover the amount. They have probably found out, ere this, that the South was worth something to theN’rth —notwithstanding the assertions of Mr. Lincoln and bis supporters that the “South waa a tody of death attached to the North,’’ sad that this touetry “coaid neTer prosper halt slave and half free."
