By energetic, be ,rty, harmonious action, we can save our home ana our families from the desolations and horrors of war, end on vour Suao Lir.o depend much the security, pros perity and happiness of our people. The rend you aro now guarding has become a vital lino in the momentous struggle, and in volves the sifety of Gen. Bragg’s army, of the State, and oi ihe Confederacy. Hitherto yonr duty as bridge gcaro :■ has been light. Now, a heavy re sponsibility rests upon you, and if you meet it not with the spirit of endurance, watchfulness and courage that the occasion requires your now good name among our people will be lost, and with it the State. Measuring the vital necessity of this road to his army, Gen. Bragg nas urged that certain of its important and exposed points should be strengthened and fortiiied, and has entrusted that honorable duty, and their defence, when comple ted, '0 you. Engineers are now at work prepar ing the plans for defence, and within a day cr two you will be called upon to execute them. Some are already in hand. A few days of ener getic work will complete the essential defenses, and until they are done, I ask you, each and ail officers and men, to give your whole souls, and hands to the labor. Let individual wishes and indulgences be ail merged in the now great ne cessity, aad let no man think of seeing his home until ne has in his own heart an assurance that it is in security. This work is for your own homes, wive3 and little ones. ItTerv stroke of work you do is for them ; and in their safety will be that of your country. Do not falter, then, or hesitate, but for the few'days required for labor show that you understand a soldier's duty. I am no aiartoisi, nor do I seek unduly to ex c te your apprehensions ; but in soberness and truth i tell you, that if this Koad is carr.ed by the enemy, yon wd! no longer enjoy the homes of freemen; and - ho fate of Middle and West Ten nessee, and cf New Orleans will be yours. An inferior race, and tntir agitators, the abolitionists, : wii! thrust yon rom their farms and enjoy the j fruits of your fields; and yonr lot will be, either i abject submission to a vindicative enemy, or the life of fugitives iu the woods and swamps. For all that you hold dear and honorable, then, labor hard at the work the engineers will lay our for lor you, and give no thought to leave or furlough •util it is done. Then, i trill cheerfully again grant the indulgences authorized by the Com mander in-Uhiel, and you w*K enjoy them the more from the consciousness of safety that your labor has secured. Until then, 1 trust that neither regiment will tend up an application for leave or furiough except in extreme, urgent cases of absolute, indispensable necessity. Henry C. Wayne, A. A In. At the meeting at the Town Hall in Athens a few days ago, Senator HU! was requested to ex plain the Act of Congress under wnich 8,000 vol unteers for borne defence ars now called for.— Lists were opened and 80 men registered their names. . At the riquest of many gentlemen, Senator Hill fcni furnished the following synopsis cf his remarks to the Wa’chman : Mr. Hi!l sari: Yon are asked to voluntser and be mustered into the Confederate service under the Act of Congress, passed ia 1861, for “ Local Defense and Special Service.” 1. The scope and object of this law is easily un derstood. AH our people cannot go to the general battle fi-j'd. Congress ha3 souaht to divide our people into two classes ; the fightirg class and the producing class. Tne first go wherever or dered to meet tho enemy—the second remain at home to produce supplies. But it was found that in this as in ether ware, the enemy would send detachments into the undefended portions ot the country, to destroy property, lay waste their supplies, and make war on the innocent and help less We could not take our soldiers from the general service, and send them into the interior to meet raids. We have not tho soldiers to spare for this purpose. Y r et it will not do to Rave the country unprotected from these raids. It is, therefore, proposed that those of you who are, for any cause, exempt lrom the regular or general service, shall organize to defend your homes and the homes o'those who are away ia the service, from taese sudden invasions a.;d raids of the one my. Local defense aud special service is the object to be accomplished by the call ou you. It is not intended or even desired shat you be sent to Vir ginia, or Tennessee, or Mississippi, or to the regular service anywhere, i'ou are not expect ep to leave your ordinary industrial pursuits, ex cept worn the country is actually coming to make war on you at home. Wh in the enemy is actual ly coming, you are expected to be called out to meet him, and your organisation is to enable yon to be ready ana efficient, when the enemy retires you nr« expected to return to your pursuits. It ia neither the intention, nor tne desire, nor the interest of tho Government to violate this under standing. 2. Bui you have your security ia this respect. The law distinctly provides that you may set forth in your muster roll tho special service which you propose to render. You tender your company or regiment to tha President to defend a given locality, and to deleud that locality wittrin a given area and tor a given time, and aa mounted infantry, or infantry, or cavalry, or artillery, as you prefer—all set out in your mus ter roll. If the President accepts you, he does so on tho terms so set forth, and outside of these terms he has no power over you. If he does not like your terms he simply will refuse to accept you, and then you arc l-.ft where you now are out of the service. You enlist on your own terms under the law, and the President accepts or rejects according to the terms. Fix your muster roll to suit you. 3. But you Buy “why are we mu.-tered into the Confederate service V” I answer, lor the heat reason!: Because you are to render military ser vice, and the Coniederate Government is the war making power. 2d. Because you are organized under a Confederate law. 2d. Because it is the Confederate UoYerumtnt which carries on the war with the United States, and among other thingß, enters into the cartel for the exchange of prison ers. 11 is the protection of thut Qoveruwent you will need, and will be entitl“d to, if, by the casu alties of war, you should fie captured. Therefore, tho objtct is good, the security is ample, tin i the kind oi service is proper. Let me hope that every exempt in the land will volunteer at oaoe and with alacrity. If you de sire, it is your right io send your muster roll directly to the Presment or the Secretary of War. I know his object in making this cull, and I know lia will never deceive you. A failure to volunteer will be disastrous. What will our soldiers in the field think, if they learn that those of you who remain at home re:uae to defend your homes and their homes, your wives aud their wives, from these miserable raids? What will our Government think, what will the enemy think, if you say you are not willing to defend your homes and families? Mr. Hill alluded to the excellent and sjccessfn! defence made by citizens at Rome and Knoxville recently, and showed how much more eff'aciive this defence would be if ihe people were organi zed and ready in advance to meet the enemy. If, lie continued, our people everywhere will cheerfully respond to this call, and show a de termined epirit of resistance to death to these raiders, then the raiders will not come. If they know we are prepared and determined to ies st, they dare not come. Bat if we are not prepared and refuse to prepare, we invite them to come and they will coma. Who cau blame them ? I have volunteered for this service. Why should 1 not ? What reason ean you give for refusing ? If you will promptly get ready to bo called out when the emergency comes, in my opinion you will never be called out unless Ur Grill, because the emergency then will not cornu. From Major Bill Parker, we learn that without doubt bis old chief* Gen. John 11. Morgan, has crossed the Ohio river with one tho tsand men and his artillery. The crossing is said to have boeu made somewhere in the vicinity of Blanner bassett’s island, into Virginia, we suppose. Major Parker is a member of Morgan’s old squadron. Our last Northern te egrams stale that Morgan wan evidently aiming to cross the Ohio above gunboat navigation, io this it seems he baa been successful. The island where he is reported to have mossed is not far from Parkersburg and the mouth of the Kanawha river. Morgan and his men have had a long and per ilous chase among the Hees’.ers and Backeyes, but we think they will some out about right yet. We doubt the statement of Col. Duke’s capture. The Yankees captured at him perhaps. The “hundred and titty” which the northern accounts bad drowned in the Ohio, has already fallen like the stream, to about twenty. The “thousand captured,” will doubtless fall off proportionately. Ho of the “killed, wounded, and missing.” The rebels scattered among the hills of Indiana and Ohio, w-11, we trust, turn up safe in the Valleys of Kentucky and Virginia, wfiero they may again rally to the banner of their chief. —Knoxvill e Chronicle, 29 th. The the trestle work near Hanover Court House and the South Anna bridge are now as substantial as ever. The people residing in Sequatchie valley, Ten nessee, are removing southward, fearing the in roads of Rosecrans’ marauding hordes. It is thought by some army correspondents that a portion of Grant’s army have been sent elsewhere since the fall ot Vicksburg. The ene my will bear close watching. The Yankees recently made two raids up Wee keeva creek, in Levy county, Florida, plundering the plantations and committing all manner of petty outrages. The friends of R. H. Trippp, Esq., announce him a candidate for re election to Congress from the Seventh District. The tirst exequator granted to a consul of a foreign power by the Confederate Government, was one to Mr. Ernest Raven, consul for the Duke af Saxe Coburg and Gotha, and was dated as early as August, 1361. No other power has recognized us by a similar request. The Federal bushwhackers and tories in the mountains ot East Tennessee and North Carolina are becoming very troublesome. They ought to be ferreted out, and when caught made to adorn the end ot a perpendicular rope. That is tffe only etfeotual way of curing them of their rascal ly propensities. Mobile Market—July 25.
