One hundred and ten Yankee cavalry, includ
ing two commissioned officers, captured by
Rifles at Union City, West Tennessee, arrived
here this morning.
Sufficient returns are not yet received to decide
what names on the Convention ticket are biatea.

FEDERAL ARMY CHANGES.
Mobilb, Aug. 4.
‘’ersoEs lately sent from Vicksburg bring the
report that Grant has gone to supercede Meade.
Qcu. McPherson has gone to tske Grant’s place.
Gen. A. J Smith is in command of the Post at
Vicksburg.
Fftnijii Ileus,
Tho reply of the Russian government to the
notes of ihe three Western Powers is regarded as
cnlirely unsatisfactory. Her plan is, first to sub
d ie by the sword, and afterwards to diplomatize.
France, England .nd Austria are therefore cos--
aicenug what msasmes it is incumbent on them
now to take.
It is given out as a positive fact that the agree
ment oi tiieto m Powers upon the policy to 11*
pursued is certain. Tlis uondoa Timea repaid,
.he posit oa assumed by Russia as humiliating to
England, and expresses tue hone that the coun
try will not be plunged deeper into negotiations
!*’. iefi have hitherto proved so unpropuious. The
London Telegraph thinks that if England aud
France are o! one mind oa the reply, as they warn
upon the notes that provoked it, the Czar will
find some work to do. In the meantime, the P.tts
r.-au conscription or drait, in the Polish provin
ces, has been postponed till 1864.
Toe London Times has an editorial on the re
sult of Gettysburg, and concludes that while the
North can never c-e successlui ia the South, toe
South on ihe other hand, can never fight success
fully on Northern so l. It thinks fighting will
sever end the war, even “ if the 300,000 troops
called lor by the Northern consciipLon are
eniuiied, armed, aad slaughtered in another two
veers of mieeraale confi cv.”
ihs victories of the Umon arms at Gettysburg
and Vicksburg had tb.e lfleet of sending down the
Goi'.ledvrate oonds in tho L..ndon maraet to 4 }4
discount, aud of sending up United States s’s 7
per cent , wh le all other American securities ad
vanced irom Bto 6 per cent. Nevertheless, the
“Times” only finds in it a itxt for wnol sale abu* e
cf iho Federal adminlstraiion ; and its New Y’ork
correspondent declares his belief that if England
and France, with or without the aid of Spain and
other Powers ware to propose an armist.ee, the
g eat bu'E of the Northern and Northwestern
people would agree to the proposal alter a iuint
protest. The Loudon “Heraid” h indignant at
its o wn government for not having recogu zed ihe
Nouthera Confederacy, and attributes it to Lari
Russell’s desire to retain his place.
A petit-on " as presented in the House of Lords
