One j of the branches is called the House of Delegates, ihe other the Senate. There is to be a Conncil of Slate, consisting of three to be appointed bv joint vote of both Hons-, CS ot the General Assembly, the service of one of whom will expire at the expiration of one year; one at the expiration of two years; the other at the expiration of three years; in order to elect ene new Coucilor every three years—the senior of whom will be” LientenanfGdvernor. The Go vernor is to be elected by joint ballot in like man ner as the Council of State, and his form of xer vice three years. At the expiration of the three years for which lie will have been elected, he is ineligible to serve again, until an interval of three years next succeeding the expiration of bis term erf service. , The Judges of the Supreme Court of Appeals and the Judges of the Superior Courts are to he elected by joint ballot of both houses of the Gene ral Asscmtdy. and to hold their office during good behavior, unless removed by the concurrent vote of both houses of the General Assembly, two tbiids agreeing thereto; and they are restricted from holding any other office, appointment, or public trust-. The term of service of the present Judges will expire at the end of the first session of the General Assembly that may he appointed tinder the mtr Constitution, The old Bill of Rights made on the 12th of June, IT7ti, is declared without amendment to be in Jbill force, and to stand in Ihe same relation to the- new Constitution, that it did to the old one.
