Free Negroes in Mississippi.
A is til i« now before tho Legislature of
Mississippi (and it will doubtless pais) pro
viding that after the 1st day of next July,
nil tnulat o or black persons who are free, or
claim to be such, or act as such, may be
indicted, and on conviction shall ho sold by
the aherilTof the county where so convicted.
Any person pretending ownership of‘such
negro for the purpose of shielding and pro
tecting aatd tiegro, to be Cued not exceeding
$1000 ami imprisoned for six months. And
iheso provisions also opentto to tho same
extetit against any owner allowing a negro
to hire hi* or her own time, or otherwise to
net as free. And all such negroes are
disqualified from inheriting, Requiring or
holding any property in the Stale, nor can
nay property bo removed front the State for
the benefit of any such person. This is a
stringent law, but under existing circum
stances, we think, not too rigid in its
provisions. For while there may be tome
who are industrious, moral and good people
in their way, they are but exceptions to a
general rule ; nnd as these constitute a cluss
inoro accessible by slaves than whites,
Mississippi and all the other Southern States
cannot throw too many guards around the
safety und peace of their own immediate
population. And it will be beneficial also
to tho fiee black, lor as long us there ure
to runny low whites from abroad tampering
with the rights nnd lives of the slave owner
and t-vciy one else in his neighborhood, tho
free black will always be under the bunc of
suspicion at least, and in case of diflicul-
lira woulJ probably be Rtnnng tlto first to
suffer, whether innocent or guilty. His
removal from the Stats would not require
half the personal sacrifice lo him that he
/night stiller while under this suspicion,
and not a tithe of that which others would
suffer in ease that suspicion should prove
well grounded. Consulting his own condi
tion then, the true interest of tho freo black
is ce put him out of harm'a way, and he is
moat remote from scenes of apprehended
'.rouble.

Seaborn Williams, E»q , of 'Fuskrgsp, Al«.,
was thrown from his buggy in Tallapoosa
county, on Sunday Inst, while on his way
to Dadeville Court, and killad. Ho was a
prominent lawyer in his county, and a
gentleman highly esteemed by tho whole
community in which ho lived as one ol its
most useful and honorable citizens. He
leaves a large family to mourn their irrepar
able lues.
A Pretty Muss.
A majority of the Executive Committee,
appointed by the last Democratic State
Convention, have issued a call for a Slate
Convention of the Georgia Democracy to he
held in Milledgeville on the 9J Monday in
March. This is in opposition to tho call
made by the Democratic members of the
Legislature for a State Convention on the
8ih of December—the object of both being
declared to he the selection of dulegulrs lo
Charleston. Most of the Democratic papers
appear to he taking sides with the Execu-
Comroiltse. But the cliques in the
Legislature, having probably an nxo of
their own to grind, will he reluctant to give
up (he oppoinlment of tl.e delegates to
Charleston—it can he used so advantage-
ly in bringing about n compromise in
tho election ol United Slates Senator! The
Executive Committee slutc that Col. Lane,
of their number, has not acted with
them at all in their proceedings touching
this question, nnd that Col. deGraffenried,
another member, sides with tho Democratic
members of tho Legislature.

The Atlanta Confederacy is engaged

Stephen* from a very formidable hill of I
