Milledqevii.le, Nov. !), 1857. The Senate met pursuant to adjourn ment. Mr. Harris, of Merriwetlier, moved that the Governor’s message be referred tu appropriate committees. BILLS READ FIRST TIME. By Mr. Spalding, of Mclntosh—To con solidate the offices of Secretary of the Senate and Clerk of the House of Repre sentatives—the incumbent to be paid a salary of $1,200 per annum, and required to give bond in the sum of $2,500. By Mr. Young, of Union—To author ize proceedings against such Banks in Georgia as have suspended, and for other purposes, 125 copies ordered to be print ed. By Mr. Gibson, of Richmond—To ex tend the present attachment laws to the different City Courts of the State. By Mr. Blood worth, of Pike—To au thorize the collecting of interest on open accounts. By Mr. Fambro, of Upson—For the re lief of the various Banking Companies of the State, and for other purposes.— [This bill provides that proceedings shall not issue against such Banks as have sus pended specie payments, except for cer tain reasons therein set forth.] 150 co pies ordered to be printed. By Mr. Hill, of Troup—To declaro and define the duties of the Goveauor in ref erence to the Banks which have suspen ded. [This bill provides that no action shall be taken against such banks unless for certain causes.] 120 copies ordered to be printed. Mr. Cone, of Bullock, moved that the Senate convene each morning at nine and afternoon at three o’clock. Mr. Neal, of Columbia, moved to amend the rules of the Senate so as to allow im mediate action on all bills presented. Mr. Cone, of Bullock, moved that the messages from the executive department be read. [These were messages from Gov. Johnson communicating his objec tions to, or approval of, certain bills passed by the last Legislature, and sub mitted too late for his consideration.— Most of them were of a private charac ter.] The bill changing the sessions of the Legislature from bi-ennial to annual, (passed by the last Legislature) was read for the first time. The bill changing the Ist section of the third article of the constitution, was read first time. [The bill provides for the election of the Judges of the Supreme Court, by the people, and for the election of one Judge in each conty, to hold his office four years, and take the place of the present Inferior Court.] 125 copies ordered to be printed. The following bills then came up for a third reading: To amend the act requiring the Slate Printer to employ competent reporters, &c. Laid on the table. To repeal the act requiring the State Printer to employ competent reporters, &c. Passed. Mr. Bloodworth, of Carroll, moved that the Governor be requested to com muncate his opinion of the bill abolish ing the office of Comptroller General. A message was received from the House notifying the senate that it had passed the bill repealing the City Court of Columbus. On motion, the Senate took a recess until to morrow morning, nine o’clock. HOUSE OF REPRESENTATIVES. Monday Morning, Nov. 9. The House met pursuant to adjourn ment. Mr. Hughes of Liberty moved to re consider so much of the journal of Sat urday, as relates to a resolution author izing the State House officers to employ a olerk in each of their departments du ring the present session of the Legisla ture. Mr. Smith of Towns, moved to amend the journal of Saturday in such a man ner as to instruct the State printer to omit the publication of those documents accompanying the Biennial Message of the governor, which have been printed and paid for by the Executive Order. BILLS INTRODUCED. By Mr. Kennan of Baldwin. To in crease the salaries of the Executive, the Judges of the Supreme Court, Judges of the Superior Court, and Solicitors, and to locate the session of the Supreme Court at Milledgeville. By Mr. Boggess—To aid in the con struction of the Savannah, Griffin & North Alabama Railroad, on certain con ditions therein named. By Mr. Morris.—To aid the Macon and Brunswick Railroad Cos., on certain conditions, therein named. 200 copies ordered to be printed. By Mr. Phillips—To legalize interests on open accounts. By Mr. Luffmun—To übolish imprison ment for debt, except in certain cases therein named. By Mr. Barrett —For the protection of minor children and for other purposes. On motion of Mr. Kenan of Baldwin, the Hon. James M. Wayne, one of the asso ciate Justices of the Supreme Court of the U. S. was tendered a seat on the floor of the House during his stay in the city. A committee of three—Messrs. Kenan, Hillyer and Jones of Warren—presented Judge Waye. to the Speaker, after which he took his seat. The special committee, to whom was referred the bill entitled “an act to au thorize the tax collectors of the State to receive in payment of the taxes of the citizens of the same for the year 1857 the bills of certain Banks, herein desig ned, and for other purposes herein enu- lath &ii. VOL. IIL) raerated,” reported the same back to the House, and recommend its passage with certain amendments. The report was re oeived and the bill, on motion, re com mitted. Pending a propositien to make the same the special order for Thursday next, the House, on motion of Mr. Har rison, adjourned until:i o’clock, P. M. AFTERNOON SESSION. The House met pursuant to adjourn ment. Mr Milledge. of Richmond, introduced a bill to amend the Militia Laws of the State, and for other purposes. 160 copies ordered to be printed. BILLS READ THIRD TIME. For relief of Mrs. Caroline Colbert, wife of Peyton 11. Colbert of Habersham county. Referred to Committee on Ju diciary. To repeal an act requiring the State Printer to employ competent reporters, &c. Passed. Mr. Cannon, of Wayne, moved the ap pointment of a committee to inquire into the number of clerks neoessary in the House during the present session. On motion, the rules were suspended, and this resolution carried. On motion of Mr. Miutz, of Jackson, Mr. Walker, of Clarke, was added to the Committee on Public Education.
