Debt of the United States. The United Stales, on the 3d of March last, owed thirty millions forty-three thousand dollars. From the 3d of March to the 30tli of June, she redeemed nine hundred and eighty-three thousand dol lars of her stock. From the Ist of July to the 12th of October, she redeemed three million seven hundred and eleven thousand dollars. Since that time she has paid off about one hundred and fifty thousand dollars of her debt. The pres ent debt may, therefore, be said to be twenty-five million one hundred and fifty thousand dollars. Os this sum about one half, or twelve million four hundred and sixty-two thousand dollars, is held by foreigners. It is likely, moreover, that the foreigners will continue to hold this stock, for there is none better. Filibustering. We notice by the Charleston Standard of the 9th inst., that Thomas J. Mackey, Esq., a native of Charlestion, but late a resident of Texas, was brought before the Commissioner of the United States, under the charge of violating the neutrality laws of the United States. The crime consisted, as alleged, in or ganizing an expedition, under the orders of Gen. William Walker, against the State of Nicaragua, contrary to the act of Con gress ‘‘for the punishment of certain crimes against the United States,” passed April 20th, 1818, chap. 88, sec. 0. After lengthened evidence on the part of the prosecution, Captain Mackey, the prisoner, was committed in default of bail in the sum of S3OOO, for trial in Jan uary next. He is to be brought before Judge Magrath, District Judge, under a writ of habeas corpus. fill Thayer’s Virginia Settlement, Our readers are aware that that smart Yankee, Eli Thayer, has established a Free-Soil Colony in Ceredo, Wayne coun ty, Va. One of the settlers, Thomas J. Lewis, gives a gloomy picture of the concern in a letter to the Boston Daily Bee. He says his object in writing is to prevent others from being deceived or imposed upon, as he thinks he has been, by the published newspaper reports and letter written by the Ceredo Company. He says that the settlement consists of twenty-five persons, two brick kilns, an old farm house and barn, a few wooden shanties, and an unfinished printingo office. The $60,000 worth of stock said to have been taken up by Virginians in thirty minutes, consisted principally of lands owned by Virginians, on which the new city is to be built, and which has been cut up into very small lots, 20 by 105, and 25 by 100 feet, and sold at auc tion at from 50 to 100 dollars per lot, one-third cash and the remainder in ten years, with interest. The correspondent thinks it will be from six to twelve months before the settlement can be made com fortable for the eastern emigrants, and that probably the company would not be able to obtain full possession of some of the lands until next March. The writer adds, that at present the emigrants are badly accommodated at an old farm house which is used for a hotel, at one dollar per cent. He is also much disappointed in the weather, He declares that he finds the climate anything but the “ sunny South,” and that he has scarcely had a glimpse of the sun for a week. If they had settled in Eastern Virginia, they would have found it warm enough ! He speaks of four inches of ice in his wash bowl, a cold, driving snow storm, and is informed that the winters in Wayne iast about five months Mud is plenty, lumber scarce, lands are not cheap. It is a doleful let ter that the unhappy Thayerite writes, and shows a pitiful beginning of Thayer’s grand swindle. We trust that the gloomy epistle may discourage others from being duped by Tbayer’s fino promises. Apart from the abolition feature of the emigration, which Would kill it outright even if it possessed any of the ordinary elements of success, it is a speculation that won’t pay, and is not designed to pay anybody but Thay er.—Richmond ( Va.,) Dispatch Tlie Lemon Slave Case. The decision of this celebrated case, in the Supreme Court of New York, has been noticed. The grounds upon which the decision was based, are briefly stated by the N. Y. Times as follows: It wll be remembered that the question involved is the right of a citizen of a slave State to hold his slave, as such, in New York, while on his way to another slave State. Judges Mitchell, Clarke, Davies and Peabody agreed in denying this right, while Judge Roosevelt thought otherwise. The ground upon which the Court bases its decision is that the act of 1817, with the additions made to it in 1830 and the repeal of 1841, declares that every slave brought into New York shall be free. Comity does not require any State to extend any greater privileges to citizens of other States than it grants to its own. The section in relation to the rendition of fugitive slaves could not ap ply to those voluntarily brought into the State by their masters. The clause giv ing power to Congress to regulate com merce between the several States conferred no power to declare the status which a person shall sustain while in any other State of the Union.
