The Carolina Times, of the lGth, con tains the following interesting items in relation to Monetary and Market Affairs, in the City of New York, on the 15th inst., and communicated to that paper by its New York Telegraphic correspond ent : New York, Dec. 15.—The following is the showing of the Sub-Treasury for the past week : Receipts, (including $54,000 from Customs,) $431,218 91 Payments, (including $300,- 000 for transfer Draft on New Orleans,) sllß,lll 21 CLEARING HOUSES. The Clearings for Satur day are $10,893,591 77 The P.alances are 841,745 17 The total Clearings for the week are $70,080,798 41 The past week has been quiet, and up to this time less stagnation is apparent. Gold continues to flow into the city.— Manufacturers are becoming more cheer ful, and resuming operations. The Cotton crop is viewed here as sluggish, and the activity of Southern ports in shipping to Kuropo with the anticipation of the revival of the Man chester trade, is viewed favorably as being a means of increasing Southern Exchange. The resumption of specie payments by the Banks here is viewed favorably, especially when it is known that our Banks have for some time past held at least 50 per cent, for cash assets. This is an unprecedented thing. The premium on gold is about the same as before. The rates on London are 109 Jto 109$ at GO days, and at sight 111 to lll|. There has been a large increase in paper making, first class particularly, on Wall street, at rates of 9 and 10 per cent, for first class, and 12 and 18 for second class. • ♦ Estimates for National Defences. The letter of the Secretary of Treas ury, transmitting estimates of appropria tions for the next fiscal year, contains items of iuterest whicli do not elsewhere appear in detail. The total proposed ex penditure under the direction of the War Department, for fortifications and other works of defence, is $1,931,000. The following amounts are to be expended in tho neighborhood of New York Repairs of Fort Niagara, N. Y.... 550,000 Repairs of Fort Ontario, N. Y.... 50,000 Fort Montgomery, at the outlet of Lake Champlain, N. Y 50,000 Fort at Willett’s Point, opposite port Schuyler, N. Y 100,000 Fort Richmond, at Staten Island, New York harbor, N. Y 100,000 Repairs of Fort Wood, New York harbor, N. Y 20,000 Repairs of Fort Columbus and Cas tle Williams, New York harbor, N. Y 6,000 Magazine at New York 13,800 Marine Barracks, Brooklyn GG,OOO Navy Yard, N. Y 24,000 Steven’s war steamer 30,000 Fortifications at Sandy Hook 100,000 Arsenal at Watervliqt 30,000 The estimates of the amounts that will he required during the year ending Juue 30th, 1859, towards the construction and completion of the works at the New York naval station, make a total of $353,536, including SBO,OOO for quay wall, $50,000 for tilling iu, $40,000 for piling site for marine barracks $300,000 for dredging channel aud for scows, $22,000 fur filling in ponds in the yard, $21,000 for large derrick and foundation, $27,000 for ma chinery, &c.
