When not paid within six months, $0 will be charged. If not paid within the subscription year, $7. No subscription taken for less than three months, which must in all cases be paid in advance, at the rate of fifty cents a month. ADVERTISING KATES: All advertisements of five Hues or less inserted at 50 ceuts for the first insertion, and 25 cents for each additional insertion. Advertisements occupying a place betwoen the reading matter and advertisements to be oharged an addition of one-third to the above rates. Wednesday Morning, Feb. 10, 1858. Important to Newspaper Publishers. A few days since a copy of the Indian apolis Journal, in which a prospectus of the paper hud beeu enclosed, was return ed to the publishers, charged with lotter postage. The person to whom it was di rected having been in the habit of send ing prospectuses in the paper, and know ing that it was common to transmit handbills, notices, &c., in newspapers, could not see the justice of the punish ment in this case, referred the matter to the Postmaster General, through Mr. Cel fnx. The Department sustains the Post master, and decides the practice unlaw ful, and that every offence subjects the offender to a fine of five dollars. Iu the year 1682, the General Court of Plymouth Colony passed the following law, which it is fair to suppose has be come a nullity, in Massachusetts, at least: “That whoever refuses the office of Governor, shall pay twenty pounds ster ling, unless he were chosen two years go ing ; and whoever rofuses the office of counsellor or magistrate, ten pounds ster ling.” There is no use for such a law in Geor gia, and as for that matter, in Massachu setts, either, now-a-days. The great diffi culty is to keep the aspirants choked off, to preserve the harmony and identity of parties. If such a law was in force now, we apprehend that the revenue of the State would not be materially augmented by the fines and forfeitures on that score. Times have wonderfully changed sinoe the days when that law was passed. Arizona. We make the following extract from the correspondence of the San Francisco Herald, in reference to Arizona. It will be seen that it confirms our previous no tices of the value of the new Territory, and the necessity of its separate organi zation : “The great plague of the country is the Apaches. They divide up into small bands, and scour the country on every side. This place (Tueson) is almost the only frontier town in the Purchase which has withstood their ravages, and even here stock cannot range in safety a mile from the town without a guard. In all probability the Government, in a few years, will forever settle theso pests.— They are a hardy, crafty tribe, but not at all brave. There is no longer any doubt that this country is immensely rich in mines of silver, gold, copper, iron and lead. I have traveled all the mineral dis tricts of North America, and I have seep enough here to satisfy me that this is the richest of them all. The people here raise two crops a year, but have to irri gate for one. “Why do not some of your enterprising San Francisco merchants open a trade with Arizona ? Goods sell there at enor mously high price, and much the largest portion of them are brought by the ways of Texas and Missouri. There are but few who have anything like a correct idea of the mineral wealth of the Gadsden Purchase, or of its value as a stock grow ing country; and, in fact, many places are now lying idle, waiting for an occu pant, combining all the advantages of good grazing, good farming land, and rich silver mines—all of which can be se cured upon one pre-emption claim. “There are large tracts of the finest kind of farming land between this place and Messilla, which will be taken up as soon as the Apaches are quieted. At pre sent, no one can do anything here with out some capital. lam satisfied with my adventure. The country has all the ele ments which makes a great State, and waits now but for the people. The ‘So nora Mining Company,’ operating near Tub&c, about seventy miles up the valley from this place, have lately discovered a veiu of silver ore of extraordinary extent and richness. The Mexican miners re gard it as worth millions. I will write you more fully about this hereafter. Our greatest want now is the territorial gov ernment. There are too mauy men living here without laws: and although thoy have got along very well so far, it is not safe to trust longer to the present state of things. But I must bring this intole rably long letter to a close. I will write again by next mail.” A petition, signed by about one thous and residents of Arizona, has been re ceived at the War Department, asking for mounted troops to be stationed in the territory, to protect the inhabitants against the ravages of the Apache In dians.
