We publish below the Bill for the ad mission of Kansas as a State into the Union, amended as it passed the Senate on Tuesday night Inst. The Bill will now go to the House for its concurrence, where, according to the prevailing opin ion of those who profess to be posted in regard to the matter, it cannot pass with out material modification aud amendment. The impression is, says tlie Baltimore Patriot, that it will bo sent back to tho Senate, amended so as to embody Mr. Crittenden's proposition, or the amend ment submitted by Mr. Gilmer, American member of the House, from North Caro lina, thus iu all probability effecting its final defeat. And be it further enacted, That the State of Kansas is admitted iuto the Union upon the express condition that said State shall never interfere with the primary disposal of the public lands, or with tiny regulations which Congress may find necessary for securing the title in said lands to the ftona fide purchaser aud grantees thereof, or impose or levy any tax, assessment, or imposition of any des cription whatever, upon them or other property of tlie United States within tho limits of said State ; and that nothing in this act shall he construed to abridge or infringe any right of the people asserted in the constitution of Kansas ut all times to alter, reform, or abolish their form of government iu such a manner as they may think proper.
