The Kansas Bill.
We publish below the Bill for the ad
mission of Kansas as a State into the
Union, amended as it passed the Senate
on Tuesday night Inst. The Bill will now
go to the House for its concurrence,
where, according to the prevailing opin
ion of those who profess to be posted in
regard to the matter, it cannot pass with
out material modification aud amendment.
The impression is, says tlie Baltimore
Patriot, that it will bo sent back to tho
Senate, amended so as to embody Mr.
Crittenden's proposition, or the amend
ment submitted by Mr. Gilmer, American
member of the House, from North Caro
lina, thus iu all probability effecting its
final defeat.
Those who profess to be well informed,
assert that the House, when brought to a
conclusive vote on tlie bill as passed last
Tuesday by the Senate, will stand as fol
lows :

The peculiar condition of the House,
with reference to this important measure,
is still more intricate than that of the
,Senate, and its proceedings, therefore un

Kansas into the Union.
Whereas, tlie people of the Territory of
Kansas did, by a convention of delegates
called and assembled at l-ecompton on
the lili day of December, 1867, for that
purpose, form to themselves a cotistilu
lion and State government, which said
constitution is republican, and the said

Be it enacted, by the Senate and House
of Representatives of the United (States
of America, in Congress assembled, That
the State of Kansas shall he, and is here
by declared to be one of the United Stntcs
of America, and admitted into the Union
on an equal footing with tlie original
ISlntes, in all respects whatever. And
the said Statu shall consist of all the ter
ritory included within thcfollowinghoun
daries, to-wit: Beginning at a point on
(lie western boundary of the State of Mis
souri, where the thirty seventh parallel
of latitude crosses the same; thence west
on said parallel to the eastern boundary
of New Mexico; thence north on said
boundary to latitude thirty-eight; thence
following miiid boundary westward to the
eastern boundary of the Territory of Utuli,
on the summit of the Rocky Mountains;
thence northward on said summit to the
fortieth parallel of latitude; thence east
on said parallel to tin- western boundary
of the State of Missouri; thence south
with the western boundary of said State
to the place of beginning: Provided,
That nothing herein contained, respect
ing the boundary of snid State, shall he
construed, to impair the rights of person
or property now pertaining to tho Indians
iu said Territory, so lung as such rights
shall remain uuextiuguished by treaty
between the United (States and such In
dians, or to include any territory which,
by treaty with such Indian tribe, is not,
without the consent of said tribe, to be
included within the territorial limits or
jurisdiction of any ,State or Territory ;
but all such territory shall he excepted
out of the boundaries, and constitute no
part of the State of Kansas, until said
tribe shall signify their assent to tho
President of the United States to be in
cluded within said State, or to effect tho
authority of the government of tho United
States to make auy regulation respecting
such Indians, their lands, property, or
other rights, by troaty, law, or other
wise- which it would have been competent
to make if this act had never passed.
Sku. 2. And be it further enacted, That
the State of Kansas is admitted iuto the
Union upon the express condition that
said State shall never interfere with the
primary disposal of the public lands, or
with tiny regulations which Congress may
find necessary for securing the title in
said lands to the ftona fide purchaser aud
grantees thereof, or impose or levy any
tax, assessment, or imposition of any des
cription whatever, upon them or other
property of tlie United States within tho
limits of said State ; and that nothing in
this act shall he construed to abridge or
infringe any right of the people asserted
in the constitution of Kansas ut all times
to alter, reform, or abolish their form of
government iu such a manner as they
may think proper. Congress hereby dis
claiming any authority to intervene or
declare the construction of the constitu
tion of any State, except to sec that it he
republican in form, und uot in conflict
with the constitution of the United States;
and nothing in this act shall bo construed
as an assent by Congress to all or to any
of the propositions or claims contained in
the ordinance annexed to the said consti
tution of the people of Kansas, nor to
deprive the laid Htato of Kansas of the
same grants, if hereafter made, which
were contained in tlie act of Congress en
titled “An act to authorize the people of
the Territory of Minnesota to form a con
stitution and State government prepara
tory to admission into the Union on tin
equal footing with the original Slates,”
approved February 2fith, LH.i7.
Ski'. 3. Autl be it further enacted, That
until the next general census shall be
taken, and an apportionment of represen
tatives made, the State of Kansas shall
be entitled to one representative in the
House of Representatives of the United
States.
Stx. 4. And be it further enacted, That
from and alter the admission of the State
of Kansas ns hereinbefore provided, all
the laws of the United States whioh are
not locally inapplicable, sbnll have the
same force and effect within that State
as in other States of the Union ; and the
said State is hereby constituted a judicial
district of the United States, within which
a district court, with the like powers and
jurisdiction as the district court of tlie
United States, for the district of lowa,
shall be cstablisbed; the judge, attorney
and marshal of the United States, th**
said district of Kausas shall reside within
the same, and shall he entitled to the
same compensation as the judge, attorney
and marshal, as tho district of iowa.
