Among the bills passed hy the Legisla ture of Massachusetts is one making two divisions in the crime of murder, the first of which, where it is premeditated, or life taken while in the commission of a felony, is made punishable with death.— Tho second degree is punished by impris onment for life. With theso free receipts the low estimates of crop previously indulged in no longer find credence, the general opinion strengthen - ing as the season advances that thu total will not prove lhss than three millions of hales ; and as the United States will Dot iu all probability take so much us they did last year for their own consumption, a larger proportion is likely to find its way to this country and the Continent. From Wright Junior A Co.'# Circular. At tho time of making up our Circular advices of sth instant, per Arabia, our Cottou market wore a quiet aspect, with declining symptoms to prices. The pres ent week opened with a very limited de mand, under the influence of a change iu the weather, and the arrival of the long delayed import, which at once furnishes a greater selection, and places, at tho disposal of the trade, a large augmenta tion of stock. Pending the landing of recent incomings, there is no desire man ifest to purchase largely, although sellers are more eager to realize at a decliue of fully Jd. to |;d. per lb. on the current qualities of American description in re quest. A somewhat undefined und un easy feeling, with regard to the course of events od the Continent, aud other polit ical considerations at home and abroad, have operated to weaken confidence, and, although these arc more re-assuring to wards the close of the week, they ure hy no means of a settled character. A still more formidable motive imfy, however, he traced to the prospect us increased sup plies for tiie future, apparent in the ad vices per Niagara, which generally give enlarged views for tho ultimate extent of the crop, and the promise of liberal ship ments to this country. The Amount of bullion in the Bank chambers has beeu swelled by heavy sums from various quar ters, aud far exceed tho exports of spe cie ; no change is made, however, in the rate of interest, and trade docs not ex pand so freely as this and other stimula ting influences would ordinarily occasion. General expectation is not satisfied, and disappointment is the result. With tho lapse of time we look forward to a more flattering state of affairs, particularly as every element favors returning prosperi ty. To-day the sales are restricted to 3,000 bales, all to the trade, the market closiug very quietly, with a decided downward tendency in prices. The total sales of the week amount to 21,140 Imles, id’ which 13,230 are Ameri can. Speculators have tukeu 2,4K0, aud Exporters 2,580, leaving 10,080 hales of all kinds to the trade. The Import for same time is 111,829 bales, of which 102,011 ure American. The quantity known to be at sea from American ports is about 197,000 hales. Tlie A t Irut U* Telegraph. The London Times announces that the general programme of the second, and, it is to be hopod, filial attempt to submerge the Atlantic telegraph wire, has already been decided on. The four hundred miles of cablo ordered to replace the threo hun dred and eighty-four, which woro lost lust autumn otf Valentin, have been com pleted, and it is intended, iu order to make better provision for casualties, that aa additional threo hundred miles shall be ut once proceeded with. The Aga memnon and the Niagara are tho vessels again to be employed iu the attempt to lay tho wire, and the operation will, this year, be commenced in the middle of June, in which mouth, it is said, there are sumo five or six consecutive days dur ing which u gale in the Atlantic was sel dom or never known to occur. The line will be joined and laid from the centre of the ocean, the Niagara bringing her end of thu cable to Ireland, and the Agamem uou couveyiug hers to America. The Niagara is daily expected at Plymouth, where she will take on hoard, at the Key ham Uockyard, one thousand live hun dred miles of the wire. On this occasion the cable will not be piled away iu one huge mass, but will be distributed equally in the fore, midship and after part of the vessel, iu threo coils of live hundred miles each. As soon as the wire has been stowed away, the two steamers will proceed into deep water, when a number of experiments will be made with the paying-out machine ry, to ascertain, praotically, if any diffi culties exist in the proposed plan for sub merging tho wire from the centre of the Atlantic.
