Iu a late debate in tho Spanish Senate, it was slated that since General Concha became Governor-General of Cuba, not only has no revenue been derived from it, hut $51,000,000 have been required to supply its deficiencies; that whereas, in 18513, when tho islund wus menaced by fillibusters, tiie deficiency was only sll,- 000,000, now, in profound peace, the de ficiency is $15,000,000; and that the ex pense of the Havana police has increased from 240,000 reals under Governor-Gen eral Tacon to 4,000,000 reals under Con cha. If this be the fact Cuba is of very little benefit to the Spanish Government, and the sooner she gets rid of it the better. When it is clearly established, that in stead of being a source of revenue to the Government it is actually nn expense, we opine the haughty Dons will then be wil ling to enter into negotiations with the United States for its sale, if not over awed by England nnd France. An Awful ‘Warning. It is stated that between tho first of January and tiie middle of February, nineteen women were burnt to death in Great IJriinin, wiiose clothes took fire in consequence of expansion by hoops. It re mains for our government to carry out what lias been so successfully begun.— The English people have an opportunity of conferring a lasting benefit on the world. While India was in Humes they had thecouragefco persist in the blockade of Canton, and by the time that Oude is fully reconquered the English flag may possibly he seen on tho island cities of Chinn ami on the waters of her navigable rivers. What is required is, that tho British government should give every assistance to the authorities on the spot and keep for the country the lead which properly belongs to it. Should the Court of l'ekin return an evasive reply or refuse to answer at all, Lord Elgin should have it in his power to proceed at once to active measures. We have before ex pressed our opinion in favor of the re occupation of Chusan. Hong Kong is quite insufficient for our wants, and it is universally agreed that Chusan should never have been given up. We trust, therefore, Lhat this fine island will at once be brought under the British flag. The principle on which we have invited the co-operation of other States is plain enough. It is not bccuuse we cannot do the work ourselves, but because we are willing that every country should share the advantages of a common treaty, and because we desire that there may he uo necessity for a renewal by any other power of (lie coerceive measures which are now about to be applied. Let us lake Chusan, and, it’ our French neigh bors desire it, let them also form an es tablishment in tho Chinese seas. The import by France of Chinese silk is very large, and, though the trade is chiefly carried on by English and American ves sels, yet the Front'll arc fairly entitled to acquire a spot of grouud on which to form a settlement. This country has no jealousy of its neighbors, but with its great nnd increasing interests in Eastern Asia it must reserve to itself perfect lib erty of acquiring sucli territorial rights as may ho necessary for the due develop ment of ils own commerce and the com merce of its vast dependencies. The Valiant Burlingame. The Washington correspondent of tho Carolinian says : A few days since Mr. Burlingame made a very fierce speech, especially pitching into the Northern -‘dough-faces,” as he calls the Lecompton Democrats. To this Mr. Hughes (Democrat), of Indiana, re plied 1 copy a few sentences, that you may see how he handled the gentleman from Massachusetts, of -‘Clifton House” notoriety : “ ‘Dough-faces !’ says the gi'Otleiuun from Massachusetts. There has been some controversy as to the origin of this word ‘dough-face.’ The correct etymology is ‘doe,’ a female deer; ami i think that it derives signifi cance from the fact that that animal is exceedingly timid, and when it comes to the water and sees its own image, it starts back with a fright. It well becomes tha gentlemen from Massachusetts to talk about dough faces. This is the defender of the Constitution from Massachusetts ! He is going to exterminate dough-faces ! 1 toll him that when his race of dough faces is exterminated, the Union of these Btutes is at an end.
